{"id":502617,"date":"2026-06-20T14:17:15","date_gmt":"2026-06-20T14:17:15","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/502617\/"},"modified":"2026-06-20T14:17:15","modified_gmt":"2026-06-20T14:17:15","slug":"its-50-years-since-the-1976-drought-how-would-the-uk-cope-with-its-next-major-one","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/502617\/","title":{"rendered":"It\u2019s 50 years since the 1976 drought: how would the UK cope with its next major one?"},"content":{"rendered":"<p>It\u2019s 50 years since the intense heat of the 1976 drought hit the UK.<\/p>\n<p>The country\u2019s worst drought for 200 years, and one of the most severe ever, left reservoirs dry, cracked land, and melted tarmac on roads. For <a href=\"https:\/\/www.youtube.com\/watch?v=Hl4-GLPAQKY\" rel=\"nofollow noopener\" target=\"_blank\">15 consecutive days<\/a>, temperatures hit 32\u00b0C in parts of the country. The <a href=\"https:\/\/www.metoffice.gov.uk\/research\/climate\/maps-and-data\/uk-climate-extremes\" rel=\"nofollow noopener\" target=\"_blank\">record temperature for a June day<\/a> was equalled, and still stands (for now).<\/p>\n<p>What became known as the <a href=\"https:\/\/hansard.parliament.uk\/commons\/1978-11-16\/debates\/6e5674de-a952-4ba9-87bc-8f561909503c\/SouthWoodford(Subsidence)\" rel=\"nofollow noopener\" target=\"_blank\">\u201cdrought of the century\u201d<\/a> resulted in the UK\u2019s <a href=\"https:\/\/www.rmets.org\/metmatters\/recalling-1976-drought-40-years\" rel=\"nofollow noopener\" target=\"_blank\">driest 16-month period<\/a> for more than 200 years.<\/p>\n<p>In that <a href=\"https:\/\/theconversation.com\/uk\/search?q=1976+drought\" rel=\"nofollow noopener\" target=\"_blank\">summer of 1976<\/a>, people struggled to go to work on public transport in searing heat, wildfires sprang up in paper-dry woods and forests, farmers battled to <a href=\"https:\/\/www.nfuonline.com\/news\/1976-drought\/\" rel=\"nofollow noopener\" target=\"_blank\">save their harvests <\/a>, and it was reported that <a href=\"https:\/\/www.countryfile.com\/countryfile\/great-drought-of-1976-what-happened-and-what-was-the-impact-on-britain\" rel=\"nofollow noopener\" target=\"_blank\">400 spectators were treated for heat exhaustion at Wimbledon<\/a> in one day.<\/p>\n<p>Weeks and weeks without rain led to national appeals to save water. An <a href=\"https:\/\/api.parliament.uk\/historic-hansard\/lords\/1976\/jul\/20\/drought-bill-hl\" rel=\"nofollow noopener\" target=\"_blank\">emergency powers bill<\/a>, announced on July 3 1976, gave the government extra power to ration water use.<\/p>\n<p>      Read more:<br \/>\n      <a href=\"https:\/\/theconversation.com\/think-before-you-flush-expert-advice-on-how-and-when-to-save-water-at-home-283643\" rel=\"nofollow noopener\" target=\"_blank\">Think before you flush: expert advice on how and when to save water at home<\/a><\/p>\n<p>In south-east Wales, Yorkshire and north Devon, people queued for water at standpipes in the street, while other areas experienced interruptions to their water supply. Meanwhile, food prices went up as farmers\u2019 crops and garden vegetables died in <a href=\"https:\/\/nora.nerc.ac.uk\/id\/eprint\/15011\/1\/CEH_1975-76_Drought_Report_Rodda_and_Marsh.pdf\" rel=\"nofollow noopener\" target=\"_blank\">the hot weather<\/a>. <\/p>\n<p>But the public of 1976 learned to cope with <a href=\"https:\/\/www.countryfile.com\/countryfile\/great-drought-of-1976-what-happened-and-what-was-the-impact-on-britain\" rel=\"nofollow noopener\" target=\"_blank\">these unusual weather conditions<\/a>, and per-person use of water dropped from an estimated <a href=\"https:\/\/hansard.parliament.uk\/commons\/1972-08-02\/debates\/90180eca-c825-450d-9fa6-0f59e1d5eedd\/WaterAndSewageServices\" rel=\"nofollow noopener\" target=\"_blank\">190 litres per day in 1972<\/a>  to <a href=\"https:\/\/api.parliament.uk\/historic-hansard\/commons\/1976\/aug\/04\/drought-bill-lords\" rel=\"nofollow noopener\" target=\"_blank\">95 litres in 1976<\/a>. This was a generation with direct or family experience of the hardships of the second world war \u2013 including following government restrictions on food, clothing and fuel rationing, which <a href=\"http:\/\/news.bbc.co.uk\/onthisday\/hi\/dates\/stories\/july\/4\/newsid_3818000\/3818563.stm\" rel=\"nofollow noopener\" target=\"_blank\">finally ended in 1954<\/a>. <\/p>\n<p>Some of them had also experienced extreme weather in preceding decades, such as the significant droughts of 1949, 1955 and 1959 \u2013 as well as the \u201cgreat freeze\u201d of 1962-3, which caused an estimated 90,000 <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/14698923\/\" rel=\"nofollow noopener\" target=\"_blank\">excess deaths<\/a>. <\/p>\n<p>            What happened in 1976?<\/p>\n<p>These experiences, plus a public that was generally more trusting of <a href=\"https:\/\/natcen.ac.uk\/sites\/default\/files\/2023-08\/bsa30_key_findings_final.pdf\" rel=\"nofollow noopener\" target=\"_blank\">government policy<\/a>, meant compliance with <a href=\"https:\/\/doi.org\/10.1007\/BF01531467%5D\" rel=\"nofollow noopener\" target=\"_blank\">restrictions was high<\/a>. <\/p>\n<p>What would happen today?<\/p>\n<p>The environment, the economy and society have all changed since 1976. But drought risk is increasing.<\/p>\n<p>The UK\u2019s population has grown from 56.2 million in 1971 to <a href=\"https:\/\/www.ons.gov.uk\/peoplepopulationandcommunity\/populationandmigration\/populationestimates\/timeseries\/ukpop\/pop\" rel=\"nofollow noopener\" target=\"_blank\">69.5 million in 2025<\/a>. By 2021, one in six residents of <a href=\"https:\/\/www.ons.gov.uk\/peoplepopulationandcommunity\/populationandmigration\/internationalmigration\/bulletins\/internationalmigrationenglandandwales\/census2021#country-of-birth\" rel=\"nofollow noopener\" target=\"_blank\">England and Wales<\/a> were born outside the UK, an increase of 2.5 million since 2011. <\/p>\n<p>In 1976, 78% of the UK population lived in urban areas, increasing to 83% by 2024 \u2013 or from 43.7 million in 1976 to <a href=\"https:\/\/data.worldbank.org\/indicator\/SP.URB.TOTL.IN.ZS?end=2024&amp;locations=GB&amp;start=1960&amp;view=chart\" rel=\"nofollow noopener\" target=\"_blank\">57.6 million in 2024<\/a>. This is also a population that experiences <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/may\/25\/half-of-uk-adults-say-they-spend-less-than-three-hours-a-week-outside-in-nature\" rel=\"nofollow noopener\" target=\"_blank\">less time spent in nature<\/a> than previous generations. <\/p>\n<p>But compared with 1976, <a href=\"https:\/\/www.metoffice.gov.uk\/blog\/2025\/how-does-summer-2025-compare-to-summer-1976\" rel=\"nofollow noopener\" target=\"_blank\">the UK is now more likely<\/a> to experience higher summer temperatures, protracted heatwaves and drier soils.<\/p>\n<p>      Read more:<br \/>\n      <a href=\"https:\/\/theconversation.com\/englands-sewage-spills-why-citizen-scientists-want-to-test-for-pollution-themselves-284615\" rel=\"nofollow noopener\" target=\"_blank\">England\u2019s sewage spills: why citizen scientists want to test for pollution themselves<\/a><\/p>\n<p>Our array of washing machines, dishwashers, power showers, pressure washers and paddling pools means we have come to expect water to be in our taps, regardless of what is happening to the weather and environment or our rivers. <\/p>\n<p>When taps do not run, there is considerable frustration and anger, as has been experienced <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c8d8294qm4go\" rel=\"nofollow noopener\" target=\"_blank\">in the South East Water region during 2025 and \u201926<\/a>. Importantly for any government struggling to deal with a drought, trust in privatised water companies is low. This follows legal cases over sewage spills, worries about declining water quality, and perceptions of <a href=\"https:\/\/doi.org\/10.1080\/07900627.2024.2442449\" rel=\"nofollow noopener\" target=\"_blank\">failing regulation<\/a>. <\/p>\n<p>During the UK\u2019s 2018 heatwave, trust and willingness to act was seen to be dependent on the belief that water companies were also doing their part to <a href=\"https:\/\/doi.org\/10.3389\/fenvs.2020.578423\" rel=\"nofollow noopener\" target=\"_blank\">reduce water consumption<\/a>.  But a <a href=\"https:\/\/www.ofwat.gov.uk\/publication\/trust-and-perceptions-peoples-views-on-the-water-sector-full-report\/\" rel=\"nofollow noopener\" target=\"_blank\">2023 survey by Ofwat<\/a> on customer trust in these companies found 47% of respondents felt their water provider put the interests of its shareholders and owners first. Trust fell to the <a href=\"https:\/\/www.ccw.org.uk\/publication\/citizens-forum-extension-wave-1-drought-message-testing\/\" rel=\"nofollow noopener\" target=\"_blank\">lowest level in a decade<\/a>.  <\/p>\n<p>Around <a href=\"https:\/\/www.gov.uk\/government\/publications\/a-review-of-englands-draft-regional-and-water-resources-management-plans\/appendix-a-smart-metering-in-draft-water-resources-management-plans\" rel=\"nofollow noopener\" target=\"_blank\">60% of households now have a water meter<\/a>, compared with none in 1976.  But while smart meters are <a href=\"https:\/\/www.ciwem.org\/the-environment\/work-smarter-not-harder-the-smart-meter-revolution\" rel=\"nofollow noopener\" target=\"_blank\">good at identifying leaks and tracking water use<\/a>, reports suggest many consumers do not yet <a href=\"https:\/\/www.ccw.org.uk\/app\/uploads\/2025\/04\/Smart-water-meter-insights-report.pdf\" rel=\"nofollow noopener\" target=\"_blank\">check them regularly to reduce use<\/a>.<\/p>\n<p>Another challenge is how to reach the public with updates and requests to reduce water use. Communicating about a drought is very different to 1976, <a href=\"https:\/\/www.wgnsradio.com\/article\/87259\/the-straightforward-news-delivery-of-the-1970s-commentary-by-mtsu-professor-larry-burriss\" rel=\"nofollow noopener\" target=\"_blank\">when news channels<\/a> were limited to  BBC TV and radio, ITV and independent radio and print newspapers. <\/p>\n<p>News is now widely <a href=\"https:\/\/theconversation.com\/online-news-consumption-has-surpassed-television-but-broadcasters-are-still-the-most-widely-trusted-238823\" rel=\"nofollow noopener\" target=\"_blank\">consumed through social media<\/a> as well as other media channels. But misinformation also spreads quickly through <a href=\"https:\/\/theconversation.com\/news-is-changing-dramatically-heres-what-the-move-away-from-mainstream-media-means-for-you-as-a-consumer-283447\" rel=\"nofollow noopener\" target=\"_blank\">social media<\/a>.<\/p>\n<p>How can the UK prepare?<\/p>\n<p>In preparing for the next major drought, the first and fundamental change required is to stop thinking of the UK as a wet country. London, with <a href=\"https:\/\/en.climate-data.org\/europe\/united-kingdom-213\/\" rel=\"nofollow noopener\" target=\"_blank\">690mm of annual rainfall<\/a>, is drier than <a href=\"https:\/\/en.climate-data.org\/europe\/italy\/lazio\/rome-1185\/\" rel=\"nofollow noopener\" target=\"_blank\">Rome\u2019s 878mm<\/a> and <a href=\"https:\/\/en.climate-data.org\/europe\/france\/ile-de-france-301\/\" rel=\"nofollow noopener\" target=\"_blank\">Paris\u2019s 720 mm<\/a>.<\/p>\n<p>We, as consumers, should also start to think about how we do or don\u2019t value water in our everyday actions. It\u2019s important that households understand, and reduce, how much water each uses. If nothing changes, by 2055, <a href=\"https:\/\/www.gov.uk\/government\/publications\/national-framework-for-water-resources-2025-water-for-growth-nature-and-a-resilient-future\" rel=\"nofollow noopener\" target=\"_blank\">the nation will need up<\/a> to an additional 5 billion litres of water per day.<\/p>\n<p><a href=\"https:\/\/www.water.org.uk\/news-views-publications\/news\/vast-majority-brits-have-no-idea-how-much-water-they-use-each-day\" rel=\"nofollow noopener\" target=\"_blank\">A 2020 survey<\/a> found that 46% of respondents believed their household used less than 20 litres a day, while 17% said they consumed between 20 and 39 litres a day, and 15% thought they used 40 to 59 litres. The reality is between <a href=\"https:\/\/www.ofwat.gov.uk\/about-us\/ofwat-and-the-environment\/customer-water-use\/\" rel=\"nofollow noopener\" target=\"_blank\">135 and 150 litres per person, per day<\/a>.  <\/p>\n<p>            Archive news footage from the 1976 drought.<\/p>\n<p>The biggest challenge for any current government and the water sector generally is likely to be gaining public trust in heeding national requests to save water. <\/p>\n<p><a href=\"https:\/\/www.gov.uk\/government\/publications\/a-new-vision-for-water-white-paper\" rel=\"nofollow noopener\" target=\"_blank\">New policy proposals<\/a> for infrastructure investment, improved regulation, greater fairness and enhanced environmental resilience aim to reset confidence in the water sector as a whole. But as <a href=\"https:\/\/www.ofwat.gov.uk\/ofwat-responds-to-water-sector-average-bill-figures\/\" rel=\"nofollow noopener\" target=\"_blank\">water bills rise<\/a> to pay for this investment, and if issues around water quality and sewage pollution continue, it may not reset the balance of public trust. <\/p>\n<p>Nonetheless, we should all also start to value water more, and use less, in  order to adapt to a climate where intense droughts are an increasing risk in the UK.<\/p>\n","protected":false},"excerpt":{"rendered":"It\u2019s 50 years since the intense heat of the 1976 drought hit the UK.
