Mascardo acknowledged to the panel that she had no ICU training or experience when she accepted an assignment to care for a ventilated patient in the health centre’s ICU, according to the decision.<\/p>\n
The disciplinary panel said they were concerned by Mascardo’s “cavalier acceptance of the shift” even though she was unqualified.<\/p>\n
“This endangered the public and is unacceptable,” the panel wrote.<\/p>\n
She was handed a two-week suspension and an $8,000 fine, and was ordered to pay $5,000 to the college.<\/p>\n
The decision does not specify how many other shifts Mascardo worked at the Brandon health centre.<\/p>\n
While working at the hospital, Mascardo did not tell other staff that she never started a blood transfusion ordered for a patient or that she did not hook a patient on an intravenous line before they went into the operating room, the decision said.<\/p>\n
Mascardo also did not follow an order to hook up a patient to receive intravenous nutrition at least twice, according to the panel.<\/p>\n
Hospital management with Prairie Mountain Health \u2014 the provincial health authority that oversees the Brandon facility \u2014 had concerns that Mascardo did not have the “necessary knowledge, skills and judgment” to work in its facilities, the decision says.<\/p>\n
Mascardo “spent most days saying she did not know how to do most skills” at the hospital, a care team manager with Prairie Mountain Health reported, according to the panel.<\/p>\n
Hospital management banned Mascardo from working on two medicine floors as well as two units at the Brandon health centre, the decision says.<\/p>\n
Uncertified skin care business<\/p>\n
Mascardo received her bachelor’s degree and began a master’s program in nursing in the Philippines before moving to Canada in 2019, the decision says.<\/p>\n
In 2023, she worked for a Manitoba nursing agency and opened her own skin care clinic in Brandon to offer aesthetic nursing services. However, she didn’t claim any nursing practice hours that year and did not renew her nursing certificate before the year ended.<\/p>\n
She did not have a certificate to practice nursing when she accepted the shift at the Brandon health centre in January 2024, and later paid $1,500 to the college for the unauthorized practice.<\/p>\n
She also failed to notify the college that she was employed by a nursing agency from January to December 2023, the decision says. She was reinstated to practice nursing after reapplying to the college in April 2024.<\/p>\n
Although she told the college she was providing nursing services at the clinic, she failed to mention that she was self-employed, the decision says.<\/p>\n
Mascardo’s business was never certified by the college to advertise nursing services, and its advertisements claimed that Mascardo had a master’s degree in nursing even though she didn’t, the decision says.<\/p>\n
The college warned Mascardo four times in 2024 that her business was not permitted to advertise nursing services, which she removed after the final warning.<\/p>\n
Mascardo acknowledged that she failed to specify all of her employers to the college and failed to notify the regulator that she was self-employed before providing services as a registered nurse, the decision says.<\/p>\n
Mascardo appeared to show “little interest” in understanding her obligations as a nurse and complying with the college’s requirements, and did not appear to have “sufficiently considered” patient safety when accepting work she was unfit to do, the panel wrote.<\/p>\n
Mascardo said she made mistakes in terms of her registration renewal, acknowledged that it was her fault that she took the shift at the Brandon ICU, and said she was taking accountability and responsibility for what she did, according to the decision.<\/p>\n
She was ordered to complete a minimum of 2,015 independent practice hours as a registered nurse in Canada, during which she is not allowed to work as a self-employed nurse, at a health care staffing agency, or in a medical aesthetic practice, the decision says.<\/p>\n
Once she returns to work, Mascardo must meet with her superiors regularly to gain feedback about her performance, the decision says. She was ordered to take courses in nursing documentation, medication management and nursing processes within six months.<\/p>\n
