The Communications Regulatory Authority of Namibia (CRAN) recently launched its Integrated Strategic Business Plan (ISBP) for 2026 to 2030, a comprehensive roadmap to modernize the nation\u2019s digital infrastructure.<\/p>\n

The newly unveiled four-year strategy is designed to advance a secure, inclusive, and resilient communications sector capable of accelerating national development priorities and the digital economy.<\/p>\n

As CRAN embarks on this new strategic cycle, it does so from a position of strength, having successfully concluded its 2023 to 2026 Strategic Plan on 31 March with an 83% completion rate.<\/p>\n

His achievement reflects the successful implementation of most of the strategic initiatives undertaken during the period and demonstrates the organisation\u2019s commitment to delivering its mandate.<\/p>\n

Building on these achievements and lessons learned, the new strategy responds to a communications landscape that is increasingly shaped by digitalisation, Artificial Intelligence (AI), Public Key Infrastructure (PKI), cybersecurity, cloud computing, and other emerging technologies. It positions CRAN to remain responsive, forward-looking, and effective in regulating and enabling a communications sector that supports Namibia\u2019s digital transformation agenda.<\/p>\n

The development of the ISBP was informed by an assessment of CRAN\u2019s internal and external operating environment and extensive stakeholder consultations. Using the Balanced Scorecard methodology, the strategy aligns CRAN\u2019s priorities with key national development frameworks, including Vision 2030, the Sixth National Development Plan (NDP6), the National Digital Strategy, the National 5G Strategy and the National Broadband Policy, as well as relevant regional and international frameworks.<\/p>\n

The ISBP is guided by CRAN\u2019s vision, \u201cA Namibia where digital services are secure, reliable, and accessible to all,\u201d and its mission, \u201cTo foster a leading, secure, inclusive, and innovative communications sector.\u201d<\/p>\n

CRAN Board Chairperson, Elvis Nashilongo, said the strategy reflects CRAN\u2019s commitment to ensuring that regulation evolves alongside Namibia\u2019s digital ambitions. \u201cThe 2026 to 2030 Integrated Strategic Business Plan reflects the Board\u2019s commitment to ensuring that CRAN remains accountable, resilient, and forward-looking in a rapidly evolving digital landscape. We are confident that this strategy will support innovation, investment, and inclusive digital growth, advancing Namibia\u2019s digital transformation ambitions for the benefit of all citizens.\u201d<\/p>\n

The strategy is anchored on four interconnected strategic themes: Inclusive Stakeholder Engagement, Sustainable Regulation, Operational Excellence, and Organisational Resilience. These themes will guide CRAN\u2019s efforts to strengthen stakeholder trust, enhance regulatory effectiveness, drive digital transformation, and build a resilient, future-ready institution.<\/p>\n

Over the next four years, CRAN will focus on key priorities, including the responsible adoption of emerging technologies, digital inclusion, national cybersecurity and ICT emergency communications resilience, regulatory effectiveness, stakeholder trust, market confidence and competitiveness, digital innovation and service delivery, workforce readiness, and long-term institutional and financial resilience.<\/p>\n

Central to this strategic direction is CRAN\u2019s commitment to bridging Namibia\u2019s digital divide. Through the Universal Service Fund (USF) and other strategic interventions, the Authority will continue to promote meaningful connectivity and expand access to communications services, with particular attention to unserved and underserved communities.<\/p>\n

CRAN will also strengthen Namibia\u2019s digital resilience through the continued development of the Namibia Cyber Security Incident Response Team (NAM-CSIRT), the implementation of the National Emergency Telecommunications Plan, and the advancement of Namibia\u2019s PKI.<\/p>\n

These initiatives will enhance Namibia\u2019s preparedness and capacity to respond to evolving cybersecurity threats, communications emergencies, and the growing need for trusted digital identity, authentication, and secure electronic transactions across the digital economy.<\/p>\n

Recognising the rapid pace of technological change, CRAN will pursue forward-looking regulatory approaches, including regulatory sandboxes to facilitate the responsible testing and adoption of emerging technologies and innovative services. The strategy further prioritises the modernisation of legacy systems and networks, regulatory guidance for emerging technologies, and initiatives supporting smart, sustainable cities, e-government services, and e-trade.<\/p>\n

Emilia Nghikembua, CRAN Chief Executive, said the strategy reflects CRAN\u2019s continued evolution beyond traditional regulation towards becoming an enabler of Namibia\u2019s broader digital ecosystem. \u201cThe digital landscape is evolving rapidly, and CRAN must evolve with it. Our role is not only to respond to technological change, but to anticipate it and create an environment where innovation, investment, consumer protection, and digital inclusion can thrive. Through this strategy, we are positioning CRAN as a digital ecosystem builder, enabling a secure, inclusive, and connected digital future for all Namibians.\u201d<\/p>\n

The ISBP further places strong emphasis on accountability, transparency, and measurable impact. It will be operationalised through Annual Business and Financial Plans, with strategic priorities translated into measurable initiatives and cascaded across the organisation. Progress will be monitored through defined performance measures, regular reporting, and strategic reviews to ensure that CRAN remains accountable for the delivery of its commitments.<\/p>\n

CRAN will also accelerate its own digital transformation through process automation, data-driven decision-making, and enhanced digital service delivery, while investing in future-ready skills, leadership, and organisational capabilities required to regulate an increasingly complex communications environment.<\/p>\n

The 2026 to 2030 ISBP represents the next stage in CRAN\u2019s journey, building on the foundations of previous strategic cycles while positioning the Authority to respond with greater agility to emerging technologies, cybersecurity risks, changing consumer expectations, and Namibia\u2019s evolving digital ambitions.<\/p>\n
