{"id":554034,"date":"2026-07-22T12:47:10","date_gmt":"2026-07-22T12:47:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/554034\/"},"modified":"2026-07-22T12:47:10","modified_gmt":"2026-07-22T12:47:10","slug":"kiers-18-7m-mental-health-unit-to-open-soon-after-three-year-delay","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/554034\/","title":{"rendered":"Kier\u2019s \u00a318.7m mental health unit to &#8216;open soon&#8217; after three-year delay"},"content":{"rendered":"<p>Tier one contractor Kier has said it expects to complete construction of Scotland\u2019s first medium-secure children\u2019s mental health unit \u201cin the coming months\u201d, after defects caused a three-year delay to the scheme.<\/p>\n<p>Work on the \u00a318.7m Foxgrove facility on the Ayrshire Central Hospital campus in Irvine began in 2021.<\/p>\n<p>The <a href=\"https:\/\/www.constructionnews.co.uk\/contractors\/kier\/\" rel=\"nofollow noopener\" target=\"_blank\">Kier<\/a> job, for client NHS Ayrshire &amp; Arran on behalf of the Scottish Government, was due to finish in 2023.<\/p>\n<p>However, delays ensued after defects were discovered.<\/p>\n<p>In its latest project update, the Scottish Government said Foxglove\u2019s handover had been delayed \u201cdue to a significant number of quality and health and safety items\u201d and it expected costs to have risen.<\/p>\n<p>Caroline Cameron, director of North Ayrshire Health and Social Care Partnership, told Construction News that the \u201congoing construction delays\u201d had resulted in the projected opening date moving over time.<\/p>\n<p>\u201cThe contractor continues to address a number of outstanding defects within the building, all of which must be resolved before the facility can be handed over to the board,\u201d she said.<\/p>\n<p>\u201cNHS Ayrshire &amp; Arran is continuing to work closely with the contractor to ensure that the building meets the high standards of quality, safety and specification required.<\/p>\n<p>\u201cDue to the commercial sensitivity of these matters, and the secure nature of the Foxgrove facility, we are unable to provide further detail on the specific defects identified. However, we can provide assurance that all necessary works will be completed and fully resolved prior to handover.\u201d<\/p>\n<p>Kier told CN the issues were being addressed and the complex was due to open soon.<\/p>\n<p>\u201cWe are currently finishing some alterations and enhancements to the original building and the project is scheduled to complete in the coming months,\u201d a spokesperson for the firm said.<\/p>\n<p>\u201cWe are continuing to work in partnership with the local health board to ensure the completion of this important national facility.\u201d<\/p>\n<p>However, Cameron said no date had yet been set.<\/p>\n<p>\u201cUntil the building has been completed to the required standard and specification, NHS Ayrshire &amp; Arran will not accept handover of the facility,\u201d she said.<\/p>\n<p>\u201cAt this stage, it is not possible to confirm a handover date.\u201d<\/p>\n<p>In the government\u2019s progress report, it says there will be an eight-week testing and commissioning period as well as an \u201cadditional works programme to address issues not covered under the Principal Supply Chain Partner contract\u201d.<\/p>\n<p>\u201cAdditional costs are being incurred due to prolongation and programme delay and these will be confirmed once all works are completed,\u201d it said.<\/p>\n<p>Last week, NHS Ayrshire &amp; Arran lost its appeal against HMRC over paying tax on some of the construction materials that have been used in the build.<\/p>\n<p>Other health projects in Scotland have also encountered issues during the construction stage.
