{"id":562446,"date":"2026-07-27T20:55:09","date_gmt":"2026-07-27T20:55:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/562446\/"},"modified":"2026-07-27T20:55:09","modified_gmt":"2026-07-27T20:55:09","slug":"us-saudi-nuclear-deal-invites-proliferation-risks-unless-safeguards-are-written-in","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/562446\/","title":{"rendered":"US-Saudi nuclear deal invites proliferation risks \u2026 unless safeguards are written in"},"content":{"rendered":"<p>A key question remains over the landmark U.S.-Saudi nuclear deal <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cj03r59z73po\" rel=\"nofollow noopener\" target=\"_blank\">announced with much fanfare<\/a> on July 22, 2026: Will it allow a nation long suspected of having <a href=\"https:\/\/theconversation.com\/going-nuclear-why-a-growing-number-of-washingtons-allies-are-eyeing-an-alternative-to-us-umbrella-275389\" rel=\"nofollow noopener\" target=\"_blank\">nuclear weapons ambitions<\/a> to enrich uranium?<\/p>\n<p>U.S. President Donald Trump has already shifted the sands of the agreement, <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/trump-says-us-saudi-nuclear-deal-conditional-country-joining-abraham-accords-2026-07-23\/\" rel=\"nofollow noopener\" target=\"_blank\">adding a major caveat<\/a> requiring Saudi Arabia to normalize relations with Israel first. He also posted that there would be \u201cno enrichment.\u201d<\/p>\n<p>But it is unclear whether either condition is <a href=\"https:\/\/abcnews.com\/Politics\/trumps-hunt-leverage-saudi-arabia-fuels-nuclear-proliferation\/story?id=135026081\" rel=\"nofollow noopener\" target=\"_blank\">included in the signed deal<\/a>, something that has <a href=\"https:\/\/keough.nd.edu\/about\/faculty-staff-directory\/amy-mcauliffe\/\" rel=\"nofollow noopener\" target=\"_blank\">nonproliferation experts like me<\/a> worried.<\/p>\n<p>Allowing enrichment in any form would be a major step. Moreover, it would deviate from past experience. In 2009, the U.S. government signed a civilian nuclear cooperation agreement with the United Arab Emirates. Called a <a href=\"https:\/\/www.armscontrol.org\/factsheets\/us-atomic-energy-act-section-123-glance\" rel=\"nofollow noopener\" target=\"_blank\">123 agreement<\/a>, it prohibited uranium enrichment and spent fuel reprocessing \u2013 both of which can produce fissile material for nuclear weapons \u2013 and is seen as the gold standard of such deals.<\/p>\n<p>The nonproliferation implications of the new Saudi-U.S. deal are clear. Without limits on the kingdom\u2019s nuclear wish list, Riyadh might gain access to key capabilities relevant to producing the fissile material needed for nuclear weapons. <\/p>\n<p>That could spark a nuclear arms race in the region, notably with Riyadh\u2019s traditional rival for influence, Iran. In addition, the UAE has the right to renegotiate its 123 agreement with the U.S. should any other state in the region reach an agreement with Washington on more favorable terms.<\/p>\n<p>Saudi\u2019s nuclear ambitions<\/p>\n<p><a href=\"https:\/\/www.spa.gov.sa\/1653601\" rel=\"nofollow noopener\" target=\"_blank\">For years<\/a>, senior Saudi officials have expressed interest in developing the full <a href=\"https:\/\/world-nuclear.org\/information-library\/nuclear-fuel-cycle\/introduction\/nuclear-fuel-cycle-overview\" rel=\"nofollow noopener\" target=\"_blank\">front end of the nuclear fuel cycle<\/a> \u2013 meaning it would have the capability to undertake the key stages of the process, from mining to power generation.<\/p>\n<p>The deal announced last week began with detailed discussions between Saudis and the U.S. during the <a href=\"https:\/\/castro.house.gov\/imo\/media\/doc\/saudi_arabia_civil_nuclear_energy_cooperation.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Biden administration<\/a>. Then, in January 2023, Saudi Energy Minister Prince Abdulaziz bin Salman noted the kingdom\u2019s interest in using a complete fuel cycle to develop nuclear fuel <a href=\"https:\/\/saudigazette.com.sa\/article\/663239\/saudi-arabia\/saudi-authorities-seize-260-kg-of-khat-arrest-17-in-separate-anti-drug-operations\" rel=\"nofollow noopener\" target=\"_blank\">for two planned commercial power reactors<\/a>.<\/p>\n<p>The key steps in the <a href=\"https:\/\/www.congress.gov\/crs-product\/R45753\" rel=\"nofollow noopener\" target=\"_blank\">front end of the fuel cycle<\/a> are uranium mining and milling, uranium conversion, uranium enrichment and fuel fabrication. Uranium enriched to about 3% to 5% uranium-235 is used to make fuel for civilian nuclear reactors, although some reactors use fuel enriched up to just under 20%. But a country can use expertise from a civilian program to further enrich uranium to weapons grade levels of more than 90%.<\/p>\n<p>As such, mastering all of the processes involved in the front end of the fuel cycle \u2013 especially enrichment \u2013 would provide Saudi Arabia with the technical and industrial capability to produce weapons-grade uranium if it chose to pursue nuclear weapons.<\/p>\n<p>Proliferation risks<\/p>\n<p>The risk of Saudi Arabia having such capabilities for commercial purposes is high, given the kingdom\u2019s de facto leader Crown Prince Mohammed bin Salman\u2019s public stance that Riyadh would acquire a nuclear weapon <a href=\"https:\/\/www.youtube.com\/watch?v=Pri6MKB4M8s\" rel=\"nofollow noopener\" target=\"_blank\">if Iran did<\/a>. <\/p>\n<p>            <a role=\"button\" aria-label=\"Zoomable image\" aria-haspopup=\"dialog\" href=\"https:\/\/images.theconversation.com\/files\/750327\/original\/file-20260727-68-2qhzxw.jpg?ixlib=rb-4.1.1&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\"><img decoding=\"async\" alt=\"Newspapers show headlines regarding the 2013 Iran nuclear deal.\" src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2026\/07\/file-20260727-68-2qhzxw.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              Saudi Arabia has long feared Iran\u2019s nuclear capabilities.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.gettyimages.co.uk\/detail\/news-photo\/saudi-newspapers-headlining-the-deal-made-with-major-powers-news-photo\/451900591?adppopup=true\" rel=\"nofollow noopener\" target=\"_blank\">Fayez Nureldine\/AFP via Getty Images<\/a><\/p>\n<p>Especially relevant would be Riyadh\u2019s potential pursuit of a \u201clatent\u201d nuclear weapons capability, meaning that Saudi Arabia would develop relevant technology and expertise to be able to produce a weapon quickly if it made the political decision to do so. Most experts agree that Iran has long had such a latent capability, after it <a href=\"https:\/\/democrats-armedservices.house.gov\/2007\/12\/skelton-statement-on-the-national-intelligence-estimate-on-iran-rsquo-s-nuclear-intentions-and-capabilities\" rel=\"nofollow noopener\" target=\"_blank\">halted its full pursuit of nuclear weapons<\/a> in 2003.<\/p>\n<p>Were Saudi Arabia to desire a nuclear weapons program, a domestic capability to enrich uranium would be key. Mohamed ElBaradei, former director of the U.N. nuclear watchdog International Atomic Energy Agency,  warned in a December 2006 <a href=\"https:\/\/www.iaea.org\/newscenter\/statements\/nuclear-power-looking-future\" rel=\"nofollow noopener\" target=\"_blank\">statement on nuclear power<\/a> that countries with these capabilities are \u201conly a short step away from a nuclear weapons capability.\u201d<\/p>\n<p>To enrich or not<\/p>\n<p>Prohibiting uranium enrichment in the Saudi deal would be the most direct way to prevent the Gulf kingdom from using civilian nuclear cooperation to learn the intricacies of uranium enrichment operations. <\/p>\n<p>After all, producing low-enriched uranium accounts for much of the separative work needed to produce weapons-grade material. And enriching to the lower enrichment levels needed for reactor fuel can \u201c<a href=\"https:\/\/physicstoday.aip.org\/features\/nuclear-proliferation-and-testing-a-tale-of-two-treaties\" rel=\"nofollow noopener\" target=\"_blank\">significantly reduce<\/a> the time a country requires to make a nuclear weapon,\u201d according to Pierce Corden and David Hafemeister, former State Department arms control experts.<\/p>\n<p>Yet, the day before Trump\u2019s comments suggesting \u201cno enrichment,\u201d U.S. Energy Secretary Chris Wright said U.S. companies could build <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/trump-approves-landmark-nuclear-deal-with-saudi-arabia-in-big-win-for-kingdom-2ed77584?mod=Searchresults&amp;pos=3&amp;page=1\" rel=\"nofollow noopener\" target=\"_blank\">a \u201cblack box\u201d enrichment facility<\/a> in Saudi Arabia. In effect, that would mean a U.S.-owned and operated enrichment site without direct Saudi input.<\/p>\n<p>The U.S. will <a href=\"https:\/\/www.wsj.com\/world\/middle-east\/trump-approves-landmark-nuclear-deal-with-saudi-arabia-in-big-win-for-kingdom-2ed77584?mod=Searchresults&amp;pos=3&amp;page=1\" rel=\"nofollow noopener\" target=\"_blank\">reportedly use a study<\/a> focused on the commercial viability of a Saudi enrichment capability to determine whether to proceed with such a facility.<\/p>\n<p>Precedent exists for building and operating a black box uranium enrichment plant to protect uranium enrichment technology. The <a href=\"https:\/\/www.congress.gov\/crs_external_products\/R\/PDF\/R41910\/R41910.12.pdf\" rel=\"nofollow noopener\" target=\"_blank\">driving principle<\/a> is that the supplier country builds and provides the sensitive uranium enrichment centrifuges, while the recipient receives knowledge related to plant operations.<\/p>\n<p>In one example, the <a href=\"https:\/\/www.urenco.com\/\" rel=\"nofollow noopener\" target=\"_blank\">European nuclear services consortium URENCO<\/a> supplied the centrifuge technology for the U.S. National Enrichment Facility uranium enrichment plant in New Mexico. According to the <a href=\"https:\/\/www.congress.gov\/crs_external_products\/R\/PDF\/R41910\/R41910.12.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Congressional Research Service<\/a>, URENCO installed the centrifuges, but personnel from the U.S. operating company were prohibited from viewing \u201cany details of the sensitive equipment as it was being assembled and installed.\u201d  <\/p>\n<p>            <img decoding=\"async\" alt=\"Two men shake hands.\" src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2026\/07\/file-20260727-57-ayliuf.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/p>\n<p>              President Donald Trump and Crown Prince and Prime Minister Mohammed bin Salman meet on Nov. 18, 2025.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.gettyimages.co.uk\/detail\/news-photo\/president-donald-trump-meets-with-crown-prince-and-prime-news-photo\/2247337124?adppopup=true\" rel=\"nofollow noopener\" target=\"_blank\">Win McNamee\/Getty Images<\/a><\/p>\n<p>Limiting Saudi access to enrichment technology would make it more difficult for Saudi Arabia to acquire the technical expertise needed for domestic enrichment capability. It also reduces the risk of Saudi Arabia diverting low-enriched uranium from a civilian program and further enriching it to weapons-grade levels. But some experts have already said that maintaining a black box facility with no Saudi personnel or involvement <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/7\/23\/what-are-the-security-implications-of-the-us-saudi-nuclear-deal\" rel=\"nofollow noopener\" target=\"_blank\">over the long term is unrealistic<\/a>.<\/p>\n<p>Plutonium reprocessing<\/p>\n<p>Saudi officials have not discussed plutonium reprocessing publicly. However, reports suggest that the new deal will allow Saudi Arabia to <a href=\"https:\/\/www.reuters.com\/business\/energy\/us-says-it-reached-nuclear-cooperation-deal-with-saudi-arabia-2026-07-22\/\" rel=\"nofollow noopener\" target=\"_blank\">reprocess nuclear fuel<\/a>. <\/p>\n<p>Countries can use <a href=\"https:\/\/iaea-history.univie.ac.at\/oral-history-videos\/glossary\/\" rel=\"nofollow noopener\" target=\"_blank\">reprocessing to separate plutonium<\/a> from spent nuclear fuel for use in nuclear weapons.<\/p>\n<p>Preventing material diversion in reprocessing plants is difficult due to many factors, including their size and complexity and the large amount of nuclear material processing occurring. According to the IAEA, these plants present a <a href=\"https:\/\/www.iaea.org\/sites\/default\/files\/publications\/magazines\/bulletin\/bull22-3\/223_403400240.pdf\" rel=\"nofollow noopener\" target=\"_blank\">unique problem<\/a> because \u201cmost of the equipment (is) inaccessible during operation.\u201d<\/p>\n<p>The IAEA emphasizes the need to <a href=\"https:\/\/www-pub.iaea.org\/MTCD\/Publications\/PDF\/PUB1866_web.pdf\" rel=\"nofollow noopener\" target=\"_blank\">build safeguards<\/a> into these facilities, such as measurement, surveillance and verification systems.<\/p>\n<p>The need for a watchdog<\/p>\n<p>Reducing the proliferation risk of Saudi nuclear capabilities would require robust implementation of IAEA safeguards \u2013 that is, the accounting, inspection and monitoring systems implemented by the international nuclear watchdog. It would also mean Saudi Arabia abiding by the terms of <a href=\"https:\/\/www.iaea.org\/topics\/additional-protocol\" rel=\"nofollow noopener\" target=\"_blank\">the IAEA\u2019s Additional Protocol<\/a>, which allows for a set of more intrusive measures, including short-notice inspections of facilities.<\/p>\n<p>Yet press reports suggest the U.S.-Saudi deal <a href=\"https:\/\/www.reuters.com\/business\/energy\/us-says-it-reached-nuclear-cooperation-deal-with-saudi-arabia-2026-07-22\/\" rel=\"nofollow noopener\" target=\"_blank\">does not require<\/a> Saudi Arabia to abide by the IAEA\u2019s <a href=\"https:\/\/www.iaea.org\/topics\/additional-protocol\/strengthening-measures\" rel=\"nofollow noopener\" target=\"_blank\">Additional Protocol<\/a>.<\/p>\n<p>The most effective way to reduce the proliferation risk of the deal is prohibiting indigenous Saudi uranium enrichment and plutonium reprocessing.
