{"id":597232,"date":"2026-08-27T04:06:16","date_gmt":"2026-08-27T04:06:16","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/597232\/"},"modified":"2026-08-27T04:06:16","modified_gmt":"2026-08-27T04:06:16","slug":"ending-higher-private-health-rebate-for-australians-65-and-over-is-good-policy-change-report-co-author-finds-private-health-insurance","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/597232\/","title":{"rendered":"Ending higher private health rebate for Australians 65 and over is \u2018good policy change\u2019, report co-author finds | Private health insurance"},"content":{"rendered":"<p class=\"dcr-1s160rg\">Removing the higher private health insurance rebate for people aged 65 and over is good policy that is unlikely to place additional pressure on public hospitals, according to health economists.<\/p>\n<p class=\"dcr-1s160rg\">The proposed changes, set to take effect in April 2027, will mean the private health insurance rebate will depend only on how much money a person earns \u2013 matching the rules for people aged under 65.<\/p>\n<p class=\"dcr-1s160rg\">Currently, those 65 or over receive a larger rebate on their premium than someone under 65 on the same income, with the rebate rising again for those aged 70 and over.<\/p>\n<p class=\"dcr-1s160rg\">To assess the impact of the change, health economists with the University of Melbourne <a href=\"https:\/\/melbourneinstitute.unimelb.edu.au\/__data\/assets\/pdf_file\/0007\/5578666\/wp2026n09.pdf\/_recache\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">analysed a decade of tax data<\/a> for about 130,000 Australians.<\/p>\n<p class=\"dcr-1s160rg\">They examined how the incentive of the private health insurance rebate, and the penalty at tax time for high-income earners without insurance (the Medicare Levy Surcharge), affects uptake.<\/p>\n<p class=\"dcr-1s160rg\">Associate Prof Kevin Staub, a co-author of the paper, said both have little impact on private health insurance participation. <a href=\"https:\/\/www.theguardian.com\/australia-news\/private-health-insurance\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Private health insurance<\/a> uptake is driven by health needs and habit, he said, with many maintaining insurance because they have always had it.<\/p>\n<p class=\"dcr-1s160rg\">Giving those 65 and over a higher rebate means \u201cthe government is spending a lot of money to keep people in health insurance who wouldn\u2019t actually drop it without the incentive\u201d, he said.<\/p>\n<p><a data-link-name=\"standard link button Primary\" data-spacefinder-role=\"inline\" data-ignore=\"global-link-styling\" href=\"https:\/\/www.theguardian.com\/email-newsletters?CMP=copyembed&amp;CMP=emailbutton\" class=\"dcr-rh233e\" rel=\"nofollow noopener\" target=\"_blank\">Sign up for the Breaking News Australia email<\/a><\/p>\n<p class=\"dcr-1s160rg\">The research estimates 14,821 to 42,498 older Australians will drop their cover as a result of the policy, or 0.1% to 0.4% of the total insured population. This is roughly in line with the government modelling which estimates 44,000 people will drop their cover following the change.<\/p>\n<p class=\"dcr-1s160rg\">Staub and his colleague Prof Yuting Zhang found that by stopping the extra rebate for older Australians, the government would save about $730m to $940m a year by 2028-29.<\/p>\n<p class=\"dcr-1s160rg\">\u201cI think that, overall, this is a good policy change,\u201d Staub said.<\/p>\n<p class=\"dcr-1s160rg\">The health minister, <a href=\"https:\/\/www.theguardian.com\/australia-news\/mark-butler\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Mark Butler<\/a>, told ABC Radio Perth on Tuesday the savings would be directed towards aged care.<\/p>\n<p class=\"dcr-1s160rg\">He rejected comments from the Australian Private Hospitals Association and the Australian Medical Association (AMA) that the changes would lead to a further strained public hospital system.<\/p>\n<p class=\"dcr-1s160rg\">\u201cWe don\u2019t think there will be a material impact on public hospital activity,\u201d he said.<\/p>\n<p class=\"dcr-1s160rg\">The health economist and senior postdoctoral research fellow with the Australia Institute, Luke Slawomirski, described the University of Melbourne paper as \u201cempirical analysis from highly skilled, independent researchers\u201d.<\/p>\n<p class=\"dcr-1s160rg\">Slawomirski co-authored <a href=\"https:\/\/www.aph.gov.au\/Parliamentary_Business\/Committees\/Senate\/Community_Affairs\/PvteHealthIns\/Submissions\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">a submission<\/a> from the Australia Institute to a Senate inquiry into the proposed changes, which is due to report its findings in October.<\/p>\n<p><a data-ignore=\"global-link-styling\" href=\"#EmailSignup-skip-link-17\" class=\"dcr-76akua\">skip past newsletter promotion<\/a>Free newsletter | When needed<\/p>\n<p class=\"dcr-vf9hps\">Sign up to Breaking News Australia<\/p>\n<p class=\"dcr-1r7my33\">Get the most important news as it breaks<\/p>\n<p><img src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2026\/08\/2998.jpg\" alt=\"\" loading=\"lazy\" decoding=\"async\" class=\"dcr-xiq31o\"\/><\/p>\n<p id=\"EmailSignup-skip-link-17\" tabindex=\"0\" aria-label=\"after newsletter promotion\" role=\"note\" class=\"dcr-76akua\">after newsletter promotion<\/p>\n<p class=\"dcr-1s160rg\">The submission said there is little evidence that subsidising private health insurance materially relieves pressure on public hospitals, since both draw on the same clinical workforce, not every private procedure would otherwise occur in a public hospital, and private insurance generally does not cover emergency-department attendance.<\/p>\n<p class=\"dcr-1s160rg\">Removing the extra age-based rebate is a fair and modest change, the Australia Institute found.<\/p>\n<p class=\"dcr-1s160rg\">\u201cPrivate health insurance is already designed so younger and healthier members subsidise older and sicker members,\u201d Slawomirski said.<\/p>\n<p class=\"dcr-1s160rg\">\u201cThe private health lobby is warning of a flood into public hospitals, but the evidence suggests that the effect will be small. The Commonwealth spends around $8bn a year directly subsidising private health insurance.<\/p>\n<p class=\"dcr-1s160rg\">\u201cFor that kind of money, taxpayers should expect clear evidence that the policy improves health or meaningfully helps public hospitals.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Government modelling shows people on the lowest incomes are most likely to drop their cover as a result of the policy change.<\/p>\n<p class=\"dcr-1s160rg\">The AMA urged the government to protect older Australians on the lowest incomes by exempting them from the proposed changes.
