It <a href=\"https:\/\/www.londonmuseum.org.uk\/collections\/london-stories\/london-millennium-bridge\/#:~:text=opened%20by%20Queen%20Elizabeth%20II%20on%2010%20June%202000\" target=\"_blank\" rel=\"noopener nofollow\">opened on 10 June 2000<\/a>, and <a href=\"https:\/\/www.londonmuseum.org.uk\/collections\/london-stories\/london-millennium-bridge\/#:~:text=About%2090%2C000%20people%20crossed%20the%20bridge%20on%20its%20opening%20day\" target=\"_blank\" rel=\"noopener nofollow\">about 90,000 people crossed it that day<\/a>, with <a href=\"https:\/\/www.sciencedaily.com\/releases\/2005\/11\/051103080801.htm#:~:text=as%20many%20as%202%2C000%20on%20it%20at%20any%20one%20time\" target=\"_blank\" rel=\"noopener nofollow\">up to 2,000 on the deck<\/a> at once. It swayed sideways so <a href=\"https:\/\/www.iiav.org\/ijav\/content\/volumes\/8_2003_710551272264886\/vol_1\/385_firstpage_196081286806609.pdf?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener nofollow\">alarmingly<\/a> that people grabbed the handrails and stopped walking. Two days later, <a href=\"https:\/\/www.nbcnews.com\/id\/wbna9897010#:~:text=forcing%20its%20closure%20just%20two%20days%20after%20opening\" target=\"_blank\" rel=\"noopener nofollow\">it was closed<\/a>.<\/p>\n<p>It wasn\u2019t marching, and it wasn\u2019t a doomed design<\/p>\n<p>The \u201csoldiers breaking step\u201d idea is old and real, but it doesn\u2019t fit here. Nobody was marching. People were doing the most ordinary thing imaginable, ambling across a bridge on a summer day.<\/p>\n<p>The design-blunder version misses the point too. The applied mathematician Steven Strogatz, who later helped model the whole thing, put the blame question bluntly. <a href=\"https:\/\/www.nbcnews.com\/id\/wbna9897010#:~:text=A%20lot%20of%20people%20were%20blaming%20it%20on%20the%20beautiful%20innovative%20structure\" target=\"_blank\" rel=\"noopener nofollow\">Strogatz argued<\/a> that \u201ca lot of people were blaming it on the beautiful innovative structure, the design of the Millennium Bridge itself, which was a radical design. But that is not true.\u201d<\/p>\n<p>The structure did play a part: the bridge was flexible, and its natural sway rate sat near the rhythm of a walking pace. So this wasn\u2019t a simple \u201ctoo weak, too clever\u201d failure. It was a feedback problem, and feedback problems come from the crowd and the deck interacting, not from either one alone.<\/p>\n<p>How a small sway feeds itself<\/p>\n<p>The mechanism has a name: synchronous lateral excitation.<\/p>\n<p>When a footbridge sways very slightly to the side, people on it instinctively adjust their footing to stay balanced, widening their stance and shifting their weight against the motion. The trouble is that everyone corrects at roughly the same moment and in the same direction, and those little corrections push the deck the way it was already going. A barely perceptible sway nudges the crowd, the crowd nudges the sway back harder, and the loop tightens. On the Millennium Bridge the deck moved <a href=\"https:\/\/www.enr.com\/articles\/53233-new-explanation-given-for-londons-wobbling-millennium-bridge-after-two-decades#:~:text=sideways%20movement%20amplitudes%20of%20up%20to%207%20cm\" target=\"_blank\" rel=\"noopener nofollow\">as much as 70 millimetres<\/a> to the side, close to three inches, enough to make a person feel the ground pitch underneath them.<\/p>\n<p>Strogatz was clear that his team\u2019s job was the crowd half of the equation, not the steel. <a href=\"https:\/\/news.cornell.edu\/stories\/2005\/11\/explaining-why-millennium-bridge-wobbled#:~:text=I%27m%20not%20a%20civil%20engineer\" target=\"_blank\" rel=\"noopener nofollow\">As he put it<\/a>, \u201cI\u2019m not a civil engineer. I know nothing about bridges. What I do know is group behavior. That was our contribution.\u201d The pedestrians didn\u2019t need to start in step. The sway did the organising for them. <a href=\"https:\/\/www.sciencedaily.com\/releases\/2005\/11\/051103080801.htm#:~:text=If%20the%20people%20are%20initially%20disorganized%20and%20random\" target=\"_blank\" rel=\"noopener nofollow\">In his model<\/a>, \u201cif the people are initially disorganized and random, if a few of them get into sync by accident, the bridge would become unstable.\u201d<\/p>\n<p>The number that surprises everyone<\/p>\n<p>The figure that tends to stop people is how few walkers it takes. Not thousands, and not even most of the 2,000 who packed the deck on opening day.<\/p>\n<p>Testing after the closure, and modelling by Strogatz and his co-authors, put the tipping point <a href=\"https:\/\/www.sciencedaily.com\/releases\/2005\/11\/051103080801.htm#:~:text=is%20as%20low%20as%20160\" target=\"_blank\" rel=\"noopener nofollow\">as low as 160 pedestrians<\/a>. Below that, the crowd\u2019s random footfalls cancel out and the deck stays quiet. Above it, the synchronising effect takes over. It\u2019s a threshold, not a gradual slope, which is part of why the wobble seemed to arrive so suddenly once the bridge filled up.<\/p>\n<p>This is one account, not the last word. Strogatz and colleagues published their version in <a href=\"https:\/\/www.nature.com\/articles\/438043a#:~:text=Crowd%20synchrony%20on%20the%20Millennium%20Bridge\" target=\"_blank\" rel=\"noopener nofollow\">the journal Nature in 2005<\/a>, borrowing math first built to describe how things in nature, like fireflies and neurons, fall into rhythm.<\/p>\n<p>The fix wasn\u2019t \u201cwalk differently\u201d<\/p>\n<p>Of course, telling people not to fall into step was never on the table. You cannot police the walk of a summer crowd, and the whole problem was that the syncing happened without anyone intending it. So the engineers went after the deck instead. According to <a href=\"https:\/\/www.enr.com\/articles\/53233-new-explanation-given-for-londons-wobbling-millennium-bridge-after-two-decades#:~:text=John%20Macdonald\" target=\"_blank\" rel=\"noopener nofollow\">John Macdonald<\/a>, a professor at Bristol\u2019s civil engineering department, the shape of the bridge wasn\u2019t the culprit: large swaying \u201ccan occur on virtually any long bridge when carrying a sufficiently large crowd.\u201d<\/p>\n<p>The answer was to bolt on machinery that soaks up motion. Arup\u2019s retrofit added <a href=\"https:\/\/www.enr.com\/articles\/53233-new-explanation-given-for-londons-wobbling-millennium-bridge-after-two-decades#:~:text=nearly%2040%20piston%2Dlike%20dampers\" target=\"_blank\" rel=\"noopener nofollow\">nearly 40 piston-like dampers<\/a> at key points along the structure, plus more units to absorb up-and-down movement. The work <a href=\"https:\/\/www.nbcnews.com\/id\/wbna9897010#:~:text=5%20million%20pounds\" target=\"_blank\" rel=\"noopener nofollow\">cost about \u00a35 million<\/a>. The bridge <a href=\"https:\/\/www.londonmuseum.org.uk\/collections\/london-stories\/london-millennium-bridge\/#:~:text=The%20bridge%20reopened%20in%20February%202002\" target=\"_blank\" rel=\"noopener nofollow\">reopened in February 2002<\/a> and has stayed steady since, even though the \u201cwobbly bridge\u201d nickname never washed off. Arup checked the fix the honest way, by <a href=\"https:\/\/www.enr.com\/articles\/53233-new-explanation-given-for-londons-wobbling-millennium-bridge-after-two-decades#:~:text=around%202%2C000%20people%20to%20make%20monitored%20crossings%20in%20January%202002\" target=\"_blank\" rel=\"noopener nofollow\">running around 2,000 people<\/a> across it in January 2002 and watching for the sway. It didn\u2019t come.<\/p>\n<p>Why the wobble was more useful than embarrassing<\/p>\n<p>It\u2019s tempting to file this under expensive mistake, and the \u00a35 million and the shuttered launch make that easy. But we\u2019d read it the other way. The sideways-sync effect wasn\u2019t something the Millennium Bridge\u2019s engineers uniquely got wrong. It was a factor the whole field had never properly anticipated, hiding because most bridges were either too stiff to sway at walking pace or never carried a big enough crowd to cross the threshold. A smooth opening would have left that blind spot in place. The very public failure dragged it into the open.<\/p>\n<p>Strogatz thought the value of getting the mechanism right was preventive. <a href=\"https:\/\/news.cornell.edu\/stories\/2005\/11\/explaining-why-millennium-bridge-wobbled#:~:text=They%20could%20solve%20the%20problem%20before%20they%20build%20it\" target=\"_blank\" rel=\"noopener nofollow\">He suggested the theory could let engineers<\/a> \u201csolve the problem before they build it,\u201d catching a wobble on paper instead of on opening day. Checking for pedestrian-driven sideways sway became a standard part of footbridge design, and the London bridge became the case study everyone points to. A crossing that had worked perfectly on 10 June 2000 would have taught the profession almost nothing.
