{"id":611971,"date":"2026-09-10T17:06:09","date_gmt":"2026-09-10T17:06:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/611971\/"},"modified":"2026-09-10T17:06:09","modified_gmt":"2026-09-10T17:06:09","slug":"uk-ministers-explore-raising-price-of-water-for-industrial-users-amid-shortages-water","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/611971\/","title":{"rendered":"UK ministers explore raising price of water for industrial users amid shortages | Water"},"content":{"rendered":"<p class=\"dcr-1s160rg\">Ministers are exploring making water more expensive for some users, in the face of severe supply shortages.<\/p>\n<p class=\"dcr-1s160rg\">Despite the UK being a famously wet country, the <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/aug\/07\/could-uk-ever-run-out-of-water\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">precarious nature<\/a> of the water supply has been made particularly acute this summer, with almost three-quarters of England and all of Wales <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/aug\/14\/reservoirs-england-wales-exceptionally-low-water-drought\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">in drought<\/a> and 27 million people facing restrictions on their water use.<\/p>\n<p class=\"dcr-1s160rg\">As the climate crisis worsens and demand for water increases, the <a href=\"https:\/\/www.theguardian.com\/environment\/environment-agency\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Environment Agency<\/a> has estimated that, without action, England\u2019s water supply could be short by 5bn litres a day by 2055.<\/p>\n<p class=\"dcr-1s160rg\">Helen Wakeham, the director of water at the Environment Agency, said that to plug this severe and growing gap, the value of water needed to increase.<\/p>\n<p class=\"dcr-1s160rg\">\u201cIf someone wants an abstraction licence from the Environment Agency, what they pay for is the cost of producing the licence. They don\u2019t pay anything towards the value of that water,\u201d she said.<\/p>\n<p class=\"dcr-1s160rg\">While millions of households in England are paying <a href=\"https:\/\/www.theguardian.com\/money\/2026\/mar\/10\/england-higher-water-bills-anglian-southern-wessex-south-east\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">record levels<\/a> for their water bills, Wakeham said that, for big industrial customers, the more water they used, the less they paid.<\/p>\n<p class=\"dcr-1s160rg\">There was a \u201clively conversation\u201d going on about whether we could \u201ccompletely reframe the way we value and pay for water\u201d.<\/p>\n<p class=\"dcr-1s160rg\">\u201cIt\u2019s the beginning of a conversation, but ministers have asked us to look at the value of water and how our abstraction licensing system works,\u201d she said.<\/p>\n<p class=\"dcr-1s160rg\">The Guardian <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/sep\/04\/revealed-how-companies-secretly-use-billions-of-litres-of-public-water-in-drought-hit-england\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">recently revealed<\/a> that less than 1% of businesses in England use more water than the daily needs of 10 million people. Some of these businesses, which include oil refineries, chemical plants and paper mills, face no requirements to cut their consumption.<\/p>\n<p class=\"dcr-1s160rg\">With the government committed to make England an AI superpower, there are also questions about where water-hungry datacentres will get their resources from. Water UK, the body representing the UK water industry, warned the <a href=\"https:\/\/www.theguardian.com\/environment\/2026\/jul\/21\/not-enough-water-for-uks-datacentre-plans-trade-body-says\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">UK would not have enough water<\/a> for future datacentres.<\/p>\n<p class=\"dcr-1s160rg\">\u201cThe reason datacentres are water-hungry is because water is so cheap,\u201d said Wakeham.<\/p>\n<p>An aerial view of the depleted Chew reservoir in Oldham, England, in August. Photograph: Brook Mitchell\/Getty Images<\/p>\n<p class=\"dcr-1s160rg\">Dr Doug Parr, Greenpeace UK\u2019s chief scientist and policy adviser, said: \u201cEvery day, people are doing their bit to save water, but they are being hit with higher bills and hosepipe bans while big business gets cheap water access. At a time when the country is facing water stress due to climate change, it is absurd that major companies have access to water that is cheaper for them, per litre, the more they use. This has to change. The whole abstraction policy and licensing needs to be rewritten from a blank sheet of paper to make it fit for a country facing summer droughts and a biodiversity crisis.\u201d<\/p>\n<p class=\"dcr-1s160rg\">Environment Agency permitting means datacentres are required to use drinking water only. Jon Chappell, the trade body\u2019s deputy director, said this was \u201cunforgivable\u201d and a \u201cgenuine failing of government\u201d. <a href=\"https:\/\/www.theguardian.com\/environment\/water\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Water<\/a> UK has estimated that datacentres in England use 6.6m litres of drinking water every day. With the government\u2019s ambition to triple datacentre capacity by 2030, this could increase to 19.8m litres a day.<\/p>\n<p class=\"dcr-1s160rg\">Wakeham agreed there was an issue with drinking water being used for cooling and industrial supply, and said the agency was \u201cworking with the government to look at different ways of pricing and valuing water to make sure that the right water goes to the right places\u201d. She said this could result in water becoming more expensive for industrial users.<\/p>\n<p class=\"dcr-1s160rg\">\u201cThe overarching message is that water is so cheap that often it\u2019s not managed, because it\u2019s cheaper just to use more water,\u201d Wakeham said.<\/p>\n<p class=\"dcr-1s160rg\">A Defra spokesperson said: \u201cWe\u2019ve all felt the impact of extreme weather this year. With millions of households facing hosepipe bans and farmers dealing with drought, it\u2019s only right that we take a closer look at industrial water use too, to ensure we\u2019re using our water resources wisely.<\/p>\n<p class=\"dcr-1s160rg\">\u201cWe want to keep bills as low as possible for consumers and make sure industry uses less drinking-quality water where it isn\u2019t needed, while making it easier to reuse water so every drop counts. The water system in this country is broken. That\u2019s why we\u2019re delivering the biggest reform in a generation, so water is there for the people who need it.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Ministers are exploring making water more expensive for some users, in the face of severe supply shortages.
