TORONTO: The Palestinian issue remains \u201cthe clearest example of the existing dysfunction\u201d in the international system, and the suffering endured by Palestinians must not be allowed to become \u201ca normalized reality or a protracted crisis,\u201d Egypt\u2019s prime minister told the UN General Assembly on Friday.<\/p>\n
Securing the Gaza ceasefire, ending Israeli violations, completing troop withdrawals, guaranteeing aid efforts, and enabling recovery and reconstruction are not merely humanitarian steps but also \u201cthe essential gateway to a serious political process that addresses the root causes of the conflict and resolves them,\u201d said Mostafa Kamal Madbouly.<\/p>\n
Egypt categorically rejects any attempt to displace Palestinians, and holds the international community responsible for stopping \u201csystematic Israeli violations of international law,\u201d he added.<\/p>\n
Palestinian rights should be recognized as \u201cinalienable rights, not as bargaining chips to be granted or withheld according to power balances, political posturing or electoral calculations,\u201d he said.<\/p>\n
\u201cThe experience of our region confirms that managing crises rather than resolving them doesn\u2019t create stability; rather, it postpones the explosion and increases its costs.\u201d<\/p>\n
Across the Middle East\u2019s crises, details may differ, but a \u201ccapable national state that embraces all its citizens and legitimate institutions remains the only true foundation for stability,\u201d so these crises cannot be treated in isolation, he said.\u00a0<\/p>\n
Madbouly called for a security architecture built on state sovereignty, territorial integrity and political settlements rather than the backing of militias or separatist agendas.<\/p>\n
He stressed that Egypt\u2019s water security is \u201can existential issue that isn\u2019t open to compromise,\u201d and shared water resources should be governed through binding agreements rather than unilateral action.<\/p>\n
\u201cThe Nile isn\u2019t merely an economic resource; it\u2019s the lifeline upon which the existence and development of Egyptian society has depended throughout history.\u201d<\/p>\n
More than 80 years after the UN\u2019s founding, Madbouly said, institutions such as the Security Council \u201cstill reflect historical balances that have become outdated. Institutions that were created for a different world can\u2019t maintain full legitimacy and effectiveness if they don\u2019t reflect the world they\u2019re meant to serve today.\u201d<\/p>\n
Egypt, therefore, advocates \u201cgenuine and comprehensive reform\u201d of the council, particularly to \u201cmend the historical injustice suffered by Africa,\u201d he said, adding that the imbalance in political representation is adjacent to the imbalance in the global economy.<\/p>\n
Developing countries are squeezed between debt burdens and the cost of financing development, he said, calling for more representative financial institutions, expanded concessional lending and faster, fairer debt relief.<\/p>\n
\u201cCountries shouldn\u2019t be forced to choose between debt servicing and financing education, healthcare, food security and essential infrastructure,\u201d he added. \u201cDevelopment isn\u2019t charity. It\u2019s a right and a shared interest.\u201d<\/p>\n
Similarly, artificial intelligence, while promising, could open \u201ca vast new divide in power,\u201d he warned.<\/p>\n
Madbouly stressed the need for governance frameworks that treat emerging technologies as a \u201cglobal public benefit\u201d and \u201cnot an exclusive privilege enjoyed by a limited number of states or corporations.\u201d<\/p>\n
AI should also \u201creflect the linguistic and cultural diversity\u201d of the world, giving Arab and African languages fair representation in data and models, he said.<\/p>\n
He concluded by reaffirming Egypt\u2019s commitment to \u201ca balanced system of disarmament and non-proliferation free from double standards,\u201d and a Middle East free of nuclear arms and other weapons of mass destruction.<\/p>\n
