Credits – nasa.gov, Wikimedia Commons It takes more than just a notion of how a plane should fly to develop a new aircraft concept. Testing materials, researching propulsion systems, assessing dangers, and figuring out whether a promising design can function outside of a computer model are all tasks for engineers. This approach brings together individuals with a variety of talents within NASA, from researchers and programme managers who oversee significant technology efforts to technicians who work directly with test equipment.Angela Surgenor has held a number of these roles over her career. She started her career at NASA working as a mechanical technician with combustion and turbomachinery test facilities before moving into research engineering and programme management. She later became deputy director of the Transformative Aeronautics Concepts Programme, helping manage efforts to research novel technologies that could change the way aircraft are designed and operated. From technician to research engineerSurgenor began her NASA career as a mechanical technician in combustion and turbomachinery test facilities, where she gained hands-on experience with equipment used to study combustion and propulsion. She held the position for seven years before spending nine years as a research engineer in the propulsion branch at NASA’s Glenn Research Centre in Cleveland, working on low-emissions combustor technology. Compressors and turbines are important components of many propulsion systems and are collectively known as turbomachinery. Combustion research examines how fuel burns, which affects engine efficiency, performance and emissions. NASA’s official biography of Angela Surgenor confirms these roles and their durations. Her research role extended beyond conducting tests. She managed project milestones, budget planning, technical capability assessments, risk analysis, scheduling and performance monitoring. The work required an understanding of both the science and the practical considerations involved in delivering research projects.Surgenor’s education combined engineering and management. She earned an associate degree in mechanical engineering technology from Cuyahoga Community College, a bachelor’s degree in applied science in mechanical engineering from Cleveland State University and a master’s degree in engineering management from Ohio University. Her qualifications covered both the technical foundations of engineering and the management skills needed to coordinate research.Moving from engines to wider technology programsSurgenor went into larger programme management after years in combustion research. She spent four years as a technical integration manager for programme performance in NASA’s Advanced Air Vehicles Programme, part of the Aeronautics Research Mission Directorate. The function involves strategic planning, technological integration and coordination of work across research projects. She had to think about how individual efforts fit into the bigger research goals, not just a single component or experimental facility.Surgenor later became associate director of the Transformative Aeronautics Concepts Program, leading work in technical integration, technology development, strategic planning and evaluation. She also led ImaginAviation, NASA Aeronautics’ annual networking and outreach event, which brings together people developing ideas for future flight. She later became deputy director of the Transformative Aeronautics Concepts Program, working with the director on strategy, management and assessment. In a NASA podcast published on July 8, 2026, Surgenor said she had been at NASA for 31 years. She described her career shift as moving from work in a specific technical field towards collaboration across disciplines. That shift was important because creating a new aircraft concept can involve much more than traditional aeronautical engineering. Progress in areas like artificial intelligence, innovative materials and computational science can affect how engineers model aeroplanes, test new designs and determine if a technology is ready for further development. What the Transformative Aeronautics Concepts Program doesNASA’s Transformative Aeronautics Concepts Program, known as TACP, funds research into ideas that could substantially change aviation rather than simply improve existing aircraft. Its two major efforts are Transformational Tools and Technologies, which develops computational approaches, models and experimental capabilities to predict aircraft performance, and University Innovation, which supports university research aligned with NASA’s aeronautics goals. The program encourages researchers to test new ideas, conduct ground and small-scale flight tests, learn from unsuccessful trials and develop technologies for future aircraft.Experimentation matters because some promising technologies are expensive to test with physical hardware alone. Computer models and digital engineering tools can help researchers evaluate ideas before building costly prototypes. Physical testing remains necessary, but improved simulations allow teams to explore more possibilities early in development. The program also draws on expertise outside NASA through its University Innovation project. University teams can contribute research, facilities and specialist knowledge that complement the agency’s work and help address aeronautics challenges.<img decoding="async" alt="Lockheed_supersonic_passenger_aircraft_concept (1)" msid="135211136" imgsize="319090" resizemode="4" width="" title="Representative image of an aircraft design by NASA. Credits – Wikimedia Commons

Why collaboration matters for future aircraftSurgenor has described the program’s central idea as bringing separate disciplines together to challenge conventional approaches. In a NASA interview on transformative aeronautics, she explained that she came to recognise the importance of working with researchers beyond traditional NASA aeronautics groups.During the NASA podcast, Surgenor explained how researchers use artificial intelligence and computational modelling to accelerate materials research. They can combine machine learning with thermodynamic modelling to simulate millions of possible material combinations before producing and testing physical samples. NASA cited its GRX 810 superalloy as an example of how this approach can reduce the time and cost involved in discovering new materials.Future planes could include new propulsion arrangements, advanced materials, better aerodynamic principles or technologies for different sorts of flight. The practical problem is knowing whether ideas actually have advantages, how they interact with existing technology and what evidence is needed before they can be deployed.TACP does not design and certify every future aircraft. Instead, it supports early research, develops new tools and helps promising concepts progress towards technologies that could eventually be used across the aviation industry. Surgenor’s current role combines her engineering background with programme management and collaboration across disciplines.

Portrait of Angela Surgenor and representative image of an aircraft by NASA.
