Von der Leyen has even proposed to make Canada an \u201cassociate member\u201d of the EU \u2014 an offer that <a href=\"https:\/\/www.politico.eu\/article\/germany-leads-push-against-canada-eu-associate-membership\/\" rel=\"nofollow noopener\" target=\"_blank\">goes too far<\/a> even for some of the bloc\u2019s member countries.\u00a0<\/p>\n<p><a href=\"https:\/\/www.politico.eu\/article\/eu-and-canada-to-announce-sweeping-new-partnership-pact\/\" rel=\"nofollow noopener\" target=\"_blank\">Early drafts<\/a> of a joint summit declaration include a digital trade deal, a pact to let the European Investment Bank finance Canadian critical minerals projects, and a consignment of Canadian water bombers for Europe\u2019s emergency services.<\/p>\n<p>While Canada is responsible for negotiating the text, much of it lands in areas where its 10 provinces have extensive powers, such as over natural resources, education and health. Quebec is the second-largest province by population after Ontario and has a territory more than twice the size of France \u2014 with which three-quarters of its people share French as their mother tongue.<\/p>\n<p>\u201cCanada negotiates the umbrella agreement, and where we come in is when what\u2019s negotiated touches our areas of jurisdiction,\u201d said Drainville, who has been in post for a year.
