With mandatory identity checks on every online platform, it has become almost impossible for users to stay anonymous.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwo000f3b6pdxds2n6p@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But this rigidly moderated online environment is about to face even stricter controls with the introduction of a state-issued national internet ID.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbeqv57500013b6mxf7drfi9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Instead of requiring individuals to submit their personal information for identity checks separately on each platform, the government now seeks to centralize the process by issuing a virtual ID that will allow users to sign in across different social media apps and websites.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwo000g3b6p3i23c0ub@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The rules for the new system, currently voluntary, were <a href=\"https:\/\/web.archive.org\/web\/20250529084312\/https:\/\/www.cac.gov.cn\/2025-05\/23\/c_1749711107835487.htm\" target=\"_blank\" rel=\"nofollow noopener\">released<\/a> in late May and will be implemented in mid-July. It aims to \u201cprotect citizens\u2019 identity information, and support the healthy and orderly development of the digital economy,\u201d according to the published rules.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwo000h3b6pet6ptarg@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Experts, however, have raised concerns that the new policy will further erode already limited freedom of expression by forcing internet users to relinquish even more control to the state.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwo000i3b6phqhrcmww@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Since Chinese leader Xi Jinping took power in 2012, the country has further tightened its grip on the digital space through an army of censors. Deployed around the clock, they remove posts, suspend accounts and help authorities identify critics, quashing any sign of dissent before it can gain traction.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000j3b6p2kvaeas6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The finalized rules were announced after a proposal that was opened for public comment last summer, a typical step in China\u2019s legislative process. During the course of the public consultation over the past year, the proposal faced backlash from law professors, human rights experts and some internet users. Yet, the finalized rules remained largely similar to the draft.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000k3b6pv7hpd7ql@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThis is a state-led, unified identity system capable of real-time monitoring and blocking of users,\u201d said Xiao Qiang, a research scientist studying internet freedom at the University of California, Berkeley. \u201cIt can directly erase voices it doesn\u2019t like from the internet, so it\u2019s more than just a surveillance tool \u2013 it is an infrastructure of digital totalitarianism.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000l3b6p8ih7fjzx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Control of China\u2019s vast portion of the global internet has largely been delegated to a decentralized range of different groups, with authorities relying partially on the social media platforms themselves to identify comments deemed problematic. Xiao warned that a centralized system using the internet ID could make it much easier for the government to wipe out a user\u2019s presence across multiple platforms at once.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000m3b6ppwgw59r0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Shane Yi, a researcher at China Human Rights Defenders, an advocacy group, echoed Xiao\u2019s worries. The system gives the Chinese government expanded power to \u201cdo what they want when they see fit\u201d on the internet, as authorities are able to track users\u2019 entire digital trail \u201cfrom point zero,\u201d she said.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/il\/wp-content\/uploads\/2025\/10\/gettyimages-2216416480.jpg\" alt=\"A photo shows the page home, Chinese state-run media has called the internet ID a \u201c<a href=\"https:\/\/weibo.com\/2656274875\/PtaJN6MGv?refer_flag=1001030103_\" target=\"_blank\" rel=\"nofollow noopener\">bullet-proof vest for personal information<\/a>\u201d and touted the system as being able to greatly <a href=\"https:\/\/weibo.com\/2258727970\/PsS8P858a?refer_flag=1001030103_\" target=\"_blank\" rel=\"nofollow noopener\">reduce the risk<\/a> of personal data leaks.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000o3b6pvkuzrxbu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Already, more than six million people have registered for the ID, according to <a href=\"https:\/\/web.archive.org\/web\/20250523074319\/http:\/\/www.news.cn\/legal\/20250523\/e2546a38712c4d8f9521f647bb0ed1fd\/c.html\" target=\"_blank\" rel=\"nofollow noopener\">Chinese state-run media Xinhua<\/a> last month, out of a total estimated online population of more than one billion.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000p3b6pws39qpsu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A cybersecurity official from the Ministry of Public Security told Xinhua that the internet ID service was strictly \u201cvoluntary,\u201d but the government encourages various industries and sectors to integrate with it.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000q3b6pu3zioipc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIts goal is to provide individuals with a secure, convenient, authoritative and efficient means of identity verification, in support of the development of the digital economy,\u201d the person was quoted as saying.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000r3b6plfpdco0a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But experts have also questioned how voluntary the system truly is and highlighted risks of potential data breaches, as personal information is now being collected in a centralized manner.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000s3b6ppb3ycs8y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Haochen Sun, a law professor at the University of Hong Kong, said that, although the law presents the system as voluntary, it could gradually evolve into a system which users may struggle not to opt in to.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000t3b6pc377d5vn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIf the government wants to promote this internet ID verification system, it can do so through various arrangements \u2013 essentially by encouraging people to adopt it, offering more conveniences in return,\u201d he said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000u3b6pejpp5am3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Sun also raised concerns about the increased risks of data leaks.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000v3b6p9rbzp5me@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cA centralized, nationwide platform inherently creates a single point of vulnerability, making it an attractive target for hackers or hostile foreign actors,\u201d he said.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000w3b6pcpo6rw85@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Government data breaches have occurred around the world. One notable incident in China involved a police database containing the personal information of one billion citizens being <a href=\"https:\/\/www.cnn.com\/2022\/07\/05\/china\/china-billion-people-data-leak-intl-hnk\" rel=\"nofollow noopener\" target=\"_blank\">leaked online<\/a> in 2022.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000y3b6pyxwidmjc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Although the new rules won\u2019t take effect until mid-July, hundreds of apps started trialing the internet ID since last year.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp000z3b6p4tt4b1d8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The system was born out of a proposal by a police official early last year. Jia Xiaoliang, a cyber police deputy director in northeastern China who is also a delegate to China\u2019s rubber-stamp legislature, the National People\u2019s Congress, first proposed the system during the Congress\u2019s annual meeting in March 2024.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp00103b6pyg50bas5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As soon as the government began soliciting public comments on the proposal last July, experts and legal scholars voiced opposition.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp00113b6p7cv29ztx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Lao Dongyan, a prominent law professor at Tsinghua University, compared the system to \u201cinstalling a surveillance device on every individual\u2019s online activity\u201d in a post on Weibo, an X-like Chinese social media platform.\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp00123b6pc8end1d0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The post was removed soon after, and her account was subsequently suspended from posting for three months, for \u201cviolating relevant rules.\u201d\n    <\/p>\n<p class=\"paragraph inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmbepkkwp00133b6psnncoktf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In late May, when the finalized rules were unveiled after a year, almost no criticism could be found online.
