{"id":96989,"date":"2025-10-25T07:59:07","date_gmt":"2025-10-25T07:59:07","guid":{"rendered":"https:\/\/www.newsbeep.com\/il\/96989\/"},"modified":"2025-10-25T07:59:07","modified_gmt":"2025-10-25T07:59:07","slug":"ulyanov-u-s-israel-to-blame-for-iran-nuclear-situation","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/il\/96989\/","title":{"rendered":"Ulyanov: U.S., Israel to Blame for Iran Nuclear Situation"},"content":{"rendered":"<p>WANA (Oct 25) \u2013 A senior Russian diplomat has said that the International Atomic Energy Agency (IAEA) Director General will no longer issue reports on Iran\u2019s nuclear program under the framework of the Joint Comprehensive Plan of Action (JCPOA), stressing that the current situation(regarding Iran\u2019s nuclear program) is the result of U.S. and Israeli aggression against Iran.<\/p>\n<p>\u00a0<\/p>\n<p>Mikhail Ulyanov, Russia\u2019s Permanent Representative to International Organizations in Vienna, wrote on X (formerly Twitter) on Saturday: \u201cIn about three weeks, the IAEA Board of Governors will address the Iranian nuclear dossier. For the first time in 10 years, it will not be done in the light of monitoring under 2231 resolution, which ceased to exist.\u201d<\/p>\n<p>\u00a0<\/p>\n<p>He added that at the upcoming meeting, the IAEA Director General will present only one report concerning the implementation of the Comprehensive Safeguards Agreement (CSA), noting that this situation is \u201cone of the results of the aggression of Israel and the US against Iran.\u201d<\/p>\n<p>\u00a0<\/p>\n<p>Iran, Russia, and China Notify IAEA of End to Resolution 2231 Mandate<\/p>\n<p>Representatives of Iran, Russia, and China at the IAEA also sent a<a href=\"https:\/\/wanaen.com\/iran-russia-and-china-send-joint-letter-to-grossi\/\" target=\"_blank\" rel=\"noopener nofollow\"> joint letter to IAEA Director General Rafael Grossi<\/a>, emphasizing that with the expiration of UN Security Council Resolution 2231 on October 18, the Director General\u2019s mandate to report on verification and monitoring under that resolution has come to an end.<\/p>\n<p>\u00a0<\/p>\n<p>According to Kazem Gharibabadi, Iran\u2019s Deputy Foreign Minister for Legal and International Affairs, who shared details of the letter on X, the three countries stated that the European trio\u2019s attempt to activate the \u201csnapback\u201d mechanism was illegal and that all provisions of Resolution 2231 expired on October 18.<\/p>\n<p>\u00a0<\/p>\n<p>Gharibabadi added: \u201cA key point raised in the letter concerns the termination of the IAEA Director General\u2019s reporting on verification and monitoring in light of Resolution 2231 and the JCPOA\u2019s implementation.\u201d<\/p>\n<p>\u00a0<\/p>\n<p>He explained that, according to the letter, verification and monitoring in Iran under Resolution 2231 and the JCPOA were based on the IAEA Board of Governors\u2019 resolution adopted on December 15, 2015.<\/p>\n<p>\u00a0<\/p>\n<p>The operational paragraph 14 of that resolution explicitly stated that the Board would keep the matter on its agenda for 10 years or until the Director General issued a broader conclusion on Iran \u2014 whichever came first. \u201cTherefore,\u201d Gharibabadi concluded, \u201cthe relevant item was automatically removed from the IAEA\u2019s agenda on October 18, and no further action is required in this regard.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-38877 aligncenter\" src=\"data:image\/svg+xml,%3Csvg%20xmlns=\" http:=\"\" alt=\"Diplomacy Against the Snapback Mechanism .
