The first residential sections at Westhaven Rolleston, a 300ha master-planned development near Christchurch, have been released as part of Stage One.
Situated on the western edge of the township of Rolleston in
the Selwyn District, about 22km southwest of Christchurch, the community is just a 20-minute drive from both the Christchurch CBD and airport, and is close to schools, shops and everyday amenities.
Of the 167 sections released in Stage One, 110 are already under contract, with Carter Group director Tim Carter expecting homes on around 20% of those sites to be completed by March next year.
Over the next decade, Westhaven Rolleston is expected to deliver up to 5000 homes and four commercial precincts in what Carter says will be one of the South Island’s largest residential developments.
As well as the initial 167 sections, Stage One includes construction of a commercial retail centre and four townhouse superlots, alongside full infrastructure services and street networks.
“Rolleston is emerging as one of New Zealand’s most desirable locations, and Greater Christchurch is increasingly recognised as a place people want to live and invest in,” says Carter.
“Following the post-earthquake rebuild, Christchurch now has a modern city centre, a strong job market, and major new infrastructure projects, including the covered Te Kaha stadium, contributing to the city’s growth and appeal.”
Carter says the development is attracting interest from a wide range of buyers, including first-home buyers, families, retirees and investors.
“People are increasingly seeking fully planned communities rather than standalone subdivisions,” he says. “Westhaven Rolleston is definitely more than a subdivision – it’s a fully planned community designed around lifestyle, infrastructure, green spaces and long-term growth.
He says lifestyle is expected to be a big selling point. A wide range of reserves, parks and walking trails are all on the drawing board for the neighbourhood, and will complement a slew of community facilities, floodlit playing fields, a network of cycle paths and even a cricket oval.
Discussions with the Ministry of Education are being held, Carter says, and it is likely at least two primary schools will ultimately be built within the community.
“We are also close to the region’s ski fields,” he says.
Buyer interest is coming from beyond Canterbury as well. Carter says there has been strong inquiry from North Island purchasers, particularly Aucklanders, looking to relocate south or secure investment opportunities.
Carter says the scale of growth across Selwyn continues to underpin demand for housing and investment in the area.
Rolleston has doubled its population in the last decade and is now home to about 34,000 people. It is one of New Zealand’s fastest-growing urban areas, and the town’s population is projected to continue to grow, helping drive sustained demand for housing.
“This, together with a consistent pipeline of sections and an infrastructure-first approach, means Westhaven Rolleston provides a clear pathway for future value,” he says.
The district is also home to research organisations, tertiary education providers like Lincoln University, and a strong primary industry sector.
Carter says Selwyn is well-positioned to support innovation, economic growth and job creation, and that Westhaven Rolleston represents the next phase of the district’s growth.
Westhaven Rolleston sits on TC1 land, classified as the lowest-risk ground category following the Canterbury earthquakes, he says.
Stormwater will be discharged through soakage pits, while the development will operate a gravity-fed sewer system rather than pumped infrastructure. This will reduce reliance on mechanical systems, lower long-term maintenance requirements and improve infrastructure reliability for home owners and builders.
Carter says Westhaven Rolleston represents a significant investment in Selwyn’s future, combining housing, infrastructure and amenities in a development intended to support the district’s continued growth.
