The Hong Kong Monetary Authority has stated that mainland Chinese customers can still open bank accounts in Hong Kong, despite recent reports of some applications being rejected. The HKMA issued a statement on Saturday clarifying that banks must now apply stringent new checks to ensure the account opening process remains compliant and orderly.

The authority noted that the banking industry has implemented new regulatory requirements from an HKMA circular to maintain a smooth account opening process. This clarification follows reports that some mainland residents faced rejections as financial institutions in the city tighten policies amid China’s broader push to control illicit cross-border investment.

Last month, the China Securities Regulatory Commission fined three brokerage firms—Tiger Brokers, Futu Securities International, and Longbridge Securities—over US$330 million for providing mainland investors with access to overseas stocks without a license. In response, Hong Kong’s regulators launched their own push to tighten controls.

The Securities and Futures Commission required licensed brokerages to conduct internal checks to ensure no falsified documents or materials were used to open accounts. Meanwhile, the HKMA instructed banks to require mainland customers opening investment accounts to declare that their funds originated outside mainland China.
