The vehicle was later spiked by police while travelling at speed and it continued on to Grey St where it collided with another car shortly after 12.05pm.
The driver of the speeding vehicle suffered critical injuries in the crash, while three others have moderate injuries.
Grey St, near the Wellington St intersection, will be closed for several hours while the Serious Crash Unit carries out a scene examination.
An inquiry into the incident is underway and several investigations have been opened, including a referral to the Independent Police Conduct Authority.
Police are asking witnesses, including people with CCTV or dashcam footage from the time of the crash, to come forward.
