“Harvest is an essential tool to keep numbers in check and maintain a healthy trout population.”
Conley said DOC had a comprehensive monitoring programme that guided regulatory changes “and helps us to focus our efforts and efficiently deliver a world-class, wild trout fishery”.
He told NZME this included acoustic monitoring to look at plankton and smelt populations – the basis of trout food sources.
He said recent monitoring suggested low productivity in those populations, meaning less food for the current trout population.
This would lead to reduced fish size and condition, regardless of the number of trout in the lake, he said.
“Raising the bag limit allows anglers to keep more fish, reducing pressure on the available food resource.”

Other tools used to understand the fishery include escapement counts, angler surveys, and monitoring fish traps on selected spawning streams.
Conley said in the media release that some changes reflected feedback from the angling community.
The fixed February closure at Lake Otamangakau would be replaced by a more responsive approach.
Weather patterns would be monitored and closure decisions based on heat risk to trout.
Fly-only restrictions had also been relaxed at the underutilised Otaketake and Waitetoko stream mouths, and soft-bait regulations “streamlined”.
Conley said fishing regulations were designed to protect the future of the “fishery we love”.
Fisheries rangers would be out on rivers and lakes making sure everyone followed the rules.

For New Zealand residents, a child season pass is $13.50, an adult week licence $49, and 24-hour licences are $23 (adult) and $5 (child).
The 2026-27 season licences go on sale on June 24, with the new regulations beginning on the season’s opening day, July 1.
