The driver was also issued an infringement notice for distracted driving.
Counties Manukau Central Police Inspector MinHo Lee said police acknowledge the public’s concern about the incident and apologise for the officer’s actions.
“We want to be clear that police officers must role model safe behaviour on our roads and they should lead by example,” Lee said.
“We are committed to maintaining the high standards our communities rightly expect of us.”
