Brown set a 54.4490s and was less than 0.02s away from progressing from part one to part two.
Meanwhile, Triple Eight teammate Broc Feeney was eighth in part one and went on to take provisional pole position in part two.
“Not fast enough,” said Brown.
“That’s the end of the day. Nothing happened. We’re just not quick enough.
“We’ll have a look at it again and go from there.
“Pretty average. We’re a tenth off down the straight just compared the Broc. That puts us in.
“It is what it is.”
While Brown didn’t have the outright speed, it was a case of mechanical trouble that stopped Kai Allen from continuing his recent run of form.
He suffered power steering problems halfway through the session.
A suspected hose failure precluded him from a second run in the session.
He was sixth fastest at that point but was bumped to 23rd as everyone but Matt Stone Racing driver Zach Bates improved.
“It’s so hard to tell. Obviously the power steering let go,” said Allen.
“It was good for the first run but got for the second run and she let go.
“It’s racing at the end of the day. It’s just let go and it’s unfortunate. Lucky it didn’t happen in the race or we could have been in a bit of trouble.
“It’s one of those things. We’ll regroup. We’ll try get it fixed for the race.
“It’s so tight now. You can’t get through to the top 18 on a used set of tyres and we ultimately didn’t get the green run in and that’s all she wrote.
“Car felt really good. I was really happy. We made a big jump from yesterday, even that first lap.
“It’s very disappointing because I thought we were on for a good shot and obviously Matt is super fast.”
The other drivers who failed to make it into the second leg of qualifying were Jayden Ojeda, Jackson Walls, Declan Fraser, Allen and Bates.
Matt Payne (Grove Racing) set the pace in part one of qualifying, but could not convert it into provisional pole.
In part two, it was Feeney who topped the timesheets. He led an all-Ford top four, followed by Payne, Brodie Kostecki (Dick Johnson Racing) and Cameron Waters (Tickford Racing).
The other drivers to progress to the Top 10 Shootout included Anton De Pasquale (Team 18), Thomas Randle (Tickford Racing), James Golding (Blanchard Racing Team), Ryan Wood (Walkinshaw TWG Racing), Aaron Cameron (Blanchard Racing Team) and David Reynolds (Team 18).
