Alex Skarshelg wants to create the structure on Beacon Hill, near East Runton.
The Sapiens Garden plan, which is in its very early stages, would see the lighthouse surrounded by a “garden of memory”, a circular landscaped garden made up of 77 trees, each dedicated to a significant cultural figure, from scientists to musicians and philosophers.
Mr Skarshelg, who is Russian, said the idea grew from 15 years of building timber homes by hand and from friendships in the UK.
“Great Britain is a country of beacons,” he added.
“So why not create a new one, something that speaks both to history and to the future?

“This is one of the highest points in the east of England, and historically it helped to guide and signal ships,” Mr Skarshelg, 43, said.
“We are giving the hill back its old memory and its symbol. That feels to me both important and timely.”
While still at an early stage, the proposal would see locally sourced materials used wherever possible, with English oak at the heart of the design.
“My soul is in love with wood,” he said.
“The idea is that this lighthouse would be built from timber grown and worked here in England.
“We are already in early conversations with interested colleagues, and it promises to be fascinating.”
