New milestones ahead for RRF

A delegation of the European Commission will be in Athens from September 29 to October 3 in order to discuss the revisions of the Recovery and Resilience Fund’s milestones that will be needed for Greece to avoid missing out on the resources available.

The milestones – i.e. reforms and investments – will be reformulated or replaced if it is deemed that it is not feasible to implement them in the one year remaining, until September 2026, after the one-month extension given to the fund. This is an exercise that is being carried out in all member-states at the initiative of the Commission and its delegation will come to Athens with its own proposals.

The Recovery Fund team in Greece is now preparing the seventh application for funds and expects to submit it in November, according to a source at the Ministry of National Economy and Finance. 

In the meantime, however, the request for the loan component of the sixth request is still pending, which should normally have accompanied the sixth grant request, 2.1 billion euros, submitted in July. The loan component, of €1.8 billion, was reported at the time to be submitted in September. Nevertheless, the picture is not yet clear. A prerequisite is that loans of €9 billion have been contracted.
