No other vehicles were involved and no serious injuries were reported.
The alleged driver was arrested, while police are still searching for the two passengers.
NZ Transport Agency Waka Kotahi said SH1 was closed to southbound traffic from the Kenepuru offramp following the crash.
SH59 was also closed southbound from the Mungavin interchange, while northbound traffic on both highways remained unaffected.
The closures were still in place as of 8.34pm, with motorists advised to use alternative routes.
