{"id":103252,"date":"2025-10-27T09:57:17","date_gmt":"2025-10-27T09:57:17","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/103252\/"},"modified":"2025-10-27T09:57:17","modified_gmt":"2025-10-27T09:57:17","slug":"uk-campaigners-launch-bill-to-give-nature-legal-rights-environment","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/103252\/","title":{"rendered":"UK campaigners launch bill to give nature legal rights | Environment"},"content":{"rendered":"<p class=\"dcr-130mj7b\">A radical proposal to change the legal status of nature will be launched today in the <a href=\"https:\/\/www.theguardian.com\/politics\/lords\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">House of Lords<\/a>, with the unveiling of the UK nature\u2019s rights bill initiative.<\/p>\n<p class=\"dcr-130mj7b\">The private member\u2019s bill aims to legally enshrine the idea that there can be no lasting economic progress or social justice without respect for the natural world, and to change the legal status of nature from objects, property and resources to a legal subject with inherent rights.<\/p>\n<p class=\"dcr-130mj7b\">If it were to go into law, it would, explain the group behind the bill, establish a legal duty of care towards nature and create a governance structure of national and bioregional councils to implement, monitor and enforce the bill\u2019s provisions, aimed at the promotion of sustainable and regenerative practices across all sectors of the economy and society. The initiative is supported by Chris Packham, Dale Vince and other prominent environmentalists and will be submitted by the former leader of the Green party, Baroness <a href=\"https:\/\/www.theguardian.com\/politics\/natalie-bennett\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Natalie Bennett<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe are looking for a seismic shift in law and policy making,\u201d said Mumta Ito, the founder of Nature\u2019s Rights, which has led the bill\u2019s drafting process. \u201cWe need to encode a new consciousness in law, with laws that protect nature as the very basis of life.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The initiative comes amid a <a href=\"https:\/\/www.theguardian.com\/environment\/2024\/jan\/01\/could-2024-be-the-year-nature-rights-enter-the-political-mainstream\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">global rise of nature rights campaigns<\/a>, which are gaining traction amid frustration over humanity\u2019s ultra-exploitative relationship with other species and growing concern about the shortcomings of the technology-and-markets approach to the climate crisis.<\/p>\n<p class=\"dcr-130mj7b\">Chris Packham, the animal welfare campaigner, said the time was right for new thinking: \u201cWe\u2019re in a biodiversity and climate emergency. The nature\u2019s rights bill is a practical step that embeds nature into everyday decision-making so we prevent harm rather than clean up after it. Giving nature a voice in law is beyond overdue and urgently needed.\u201d<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/science\/audio\/2024\/mar\/19\/should-forests-have-rights-podcast\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Ecuador<\/a>, Bolivia, Uganda, the US, Canada, Brazil, New Zealand, Mexico and Northern Ireland have some recognition of the rights of nature in their constitutions, national laws or local regulations. Court decisions in India and Colombia have recognised the rights of ecosystems or rivers. The UN is exploring the legal implications of rights of nature, which have been raised at <a href=\"https:\/\/www.theguardian.com\/environment\/2024\/feb\/22\/uk-government-can-never-accept-idea-nature-has-rights-delegate-tells-un\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">international gatherings of the UN environment programme<\/a> and the convention on biological diversity.<\/p>\n<p><a data-ignore=\"global-link-styling\" href=\"#EmailSignup-skip-link-7\" class=\"dcr-jzxpee\">skip past newsletter promotion<\/a><\/p>\n<p class=\"dcr-1xjndtj\">The planet&#8217;s most important stories. The Welsh parliament has led the way with its <a href=\"https:\/\/www.theguardian.com\/commentisfree\/2023\/mar\/31\/trade-unions-wellbeing-wales-westminster-starmer\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Well-being of Future Generations Act<\/a>. In England, several councils, including <a href=\"https:\/\/www.ibanet.org\/recognising-the-rights-of-a-river-with-pro-bono-support\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Lewes<\/a>, Basingstoke and Deane, and <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/jul\/30\/council-recognises-river-test-rights-chalk-stream-hampshire\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Test Valley<\/a> have supported the rights of local rivers to flow freely and be free of pollution. The Scottish parliament <a href=\"https:\/\/www.parliament.scot\/get-involved\/petitions\/view-petitions\/pe2131-grant-scottish-rivers-including-the-river-clyde-the-legal-right-to-personhood\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">has been petitioned<\/a> for rivers, including the Clyde, to be granted legal personhood.<\/p>\n<p class=\"dcr-130mj7b\">Natalie Bennett said: \u201cPolitical change happens in big jumps. We have to model what the next jump will be. There is an increasing realisation that what we are doing now is not working. We need to unlearn a whole lot of 20th-century thinking, including that nature is something we can just manipulate and abuse.\u201d<\/p>\n<p class=\"dcr-130mj7b\">In the short term, the chances of success are tiny. Private members\u2019 bills have to win a lottery to be debated. There are also strong political headwinds from the anti-environment, anti-regulation right wing.<\/p>\n<p class=\"dcr-130mj7b\">But Jonathan Elmer, the Green party\u2019s nature spokesperson, said the bill should be seen as part of a long-term strategy: \u201cThis is the very start of this process \u2026 We might not get it through parliament yet, but if we are not successful the first time, we will do it again,\u201d he said. \u201cWe are going through a period of extreme political upheaval. Old allegiances are breaking down. It is chaotic, but we have to make sure there are hopeful examples out there to coalesce behind \u2026 This is a stalking horse.
