{"id":105835,"date":"2025-10-28T21:01:11","date_gmt":"2025-10-28T21:01:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/105835\/"},"modified":"2025-10-28T21:01:11","modified_gmt":"2025-10-28T21:01:11","slug":"fcc-votes-to-accelerate-nextgen-tv-transition-with-flexible-framework-ncs","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/105835\/","title":{"rendered":"FCC votes to accelerate NextGen TV transition with flexible framework &#8211; NCS"},"content":{"rendered":"<p>\t\t\t\tSubscribe to NCS for the latest news, project case studies and product announcements in broadcast technology, creative design and engineering delivered to your inbox.<\/p>\n<p>The <a href=\"https:\/\/www.newscaststudio.com\/tag\/fcc\/\" rel=\"nofollow noopener\" target=\"_blank\">Federal Communications Commission<\/a> has adopted new rules to accelerate the nation\u2019s broadcast television transition to <a href=\"https:\/\/www.newscaststudio.com\/category\/nextgen-tv\/\" rel=\"nofollow noopener\" target=\"_blank\">NextGen TV<\/a>, eliminating mandatory simulcasting requirements while giving local broadcasters more control over their conversion timelines.<\/p>\n<p>\u201cAmerica\u2019s television broadcasters are in the midst of an ongoing transition,\u201d Chairman Brendan Carr said during today\u2019s commission meeting. \u201cThey\u2019re shifting to a new broadcasting standard known as ATSC 3.0 that can deliver significant benefits to consumers across the country.\u201d<\/p>\n<p>The commission voted to adopt a Further Notice of Proposed Rulemaking that would \u201csupport and accelerate the nation\u2019s ongoing voluntary market-based broadcast television transition to NextGen TV,\u201d as described by FCC Secretary Marlene Dortch when introducing the meeting\u2019s nine-item agenda.<\/p>\n<p>Carr emphasized the local nature of the transition, noting that \u201clocal broadcasters have unique insights into what works best in their communities, and the proposed rules we adopt today will put more power and flexibility into the hands of those broadcasters, giving them greater freedom to meet those local community needs.\u201d<\/p>\n<p>The measure, which passed with support from all three commissioners, marks a change in the FCC\u2019s regulatory approach.\u00a0<\/p>\n<p>Under current rules, broadcasters transitioning to ATSC 3.0 must maintain their legacy ATSC 1.0 signals through partnerships with other local stations, since they cannot technically transmit both formats from the same facility.<\/p>\n<p>\u201cFirst and foremost, this item takes the next step to allow broadcasters who would like to transition to have the opportunity to serve their communities in new and innovative ways,\u201d Carr explained. \u201cAfter all, in addition to providing high-quality video programming, ATSC 3.0 will allow broadcasters to deliver more accurate emergency alerts, as well as interactive programming features and other offerings, including data casting services.\u201d<\/p>\n<p>\u201cTelevision is moving to an IP-based format that supports features and functionalities that will allow broadcasters to compete more effectively with digital platforms, both on content and economics. I strongly support this evolution and the continued competitive viability of local broadcasters,\u201d said Commissioner Anna Gomez. \u201cThere are some very complicated questions that this current transition raises. It addresses them directly.\u201d<\/p>\n<p>Trusty stressed the importance of maintaining focus on the public interest throughout the transition.<\/p>\n<p>\u201cAs we move forward, we must stay focused on advancing the public interest in both the specific details and the broader regulatory picture,\u201d Trusty said, adding that she has \u201cno doubt that NextGen TV holds tremendous promise for American consumers from enhanced audio and video quality to improved public safety, accessibility, and interactive capabilities.\u201d<\/p>\n<p>\u201cThe Commission also plays a key role in promoting innovation through collaboration, working hand in hand with stakeholders to navigate the complexities that accompany major technology transitions,\u201d Trusty noted on\u00a0regulatory support.\u00a0<\/p>\n<p>The adopted notice aims to remove what the commission characterizes as unnecessary regulatory obstacles.<\/p>\n<p>\u201cFor television, 3.0 represents the future of broadcasting,\u201d Carr stated. \u201cToday\u2019s action takes steps to support and accelerate the nation\u2019s ongoing market-based transition to NextGen TV, to remove unnecessary regulatory obstacles, and to give broadcasters flexibility to determine how best to serve their local communities.\u201d<\/p>\n<p>Rather than establishing specific deadlines or mandates as in previous broadcast transitions, the commission opted for a voluntary approach that allows market forces and local conditions to drive adoption. This contrasts with the mandatory analog-to-digital conversion completed in 2009.<\/p>\n<p>The commission stated in its announcement that \u201cwith viewers watching content anytime, anywhere, ATSC 3.0 provides broadcasters with an opportunity to look for new ways to offer quality programming and improve the outlook for stations across the country.\u201d The technology supports targeted emergency alerts, interactive programming features, enhanced video and audio formats and other services through its internet protocol-based transmission system.<\/p>\n<p>The vote came during a packed October 28 meeting that also addressed space licensing modernization, IP interconnection, broadband transparency, robocall elimination, incarcerated people\u2019s communication services and the deletion of approximately 400 wireless-related rules.<\/p>\n<p>Looking ahead, the commission will accept public comments on the proposed rules following publication. The proceeding will examine how to minimize transition costs and impacts across all stakeholders, including consumers, manufacturers, multichannel video programming distributors and smaller broadcasters.<\/p>\n<p>The <a href=\"https:\/\/www.newscaststudio.com\/tag\/nab\/\" rel=\"nofollow noopener\" target=\"_blank\">National Association of Broadcasters<\/a>, which has strongly <a href=\"https:\/\/www.newscaststudio.com\/2025\/02\/26\/nab-proposes-2028-atsc-3-0-deadline-for-major-markets-full-transition-by-2030\/\" rel=\"nofollow noopener\" target=\"_blank\">favored a hard deadline<\/a> to transition to ATSC 3.0, noted today\u2019s vote \u201csignals important momentum\u201d for NextGen TV.\u00a0<\/p>\n<p>Advertisement<\/p>\n<p><a class=\"gofollow\" data-track=\"MzcwLDIyLDYw\" href=\"https:\/\/www.rossvideo.com\/live-production\/graphics\/xpression\/?utm_campaign=25016_na-general_re-na_ve-general_ob-web-visits_cd-newscast-studio-xpression-banner-ad&amp;utm_medium=web&amp;utm_source=third-party\" target=\"_blank\" rel=\"nofollow noopener\"><img class=\"lazy lazy-hidden\" decoding=\"async\" data-lazy-type=\"image\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2025\/10\/XPression_WebBanner_970x250_Sports.png\" style=\"width:auto;\"\/><\/a><\/p>\n<p>\u201cThe FCC\u2019s action today is a meaningful step toward realizing the full benefits of NextGen TV, and NAB applauds Chairman Carr and Commissioners Gomez and Trusty for their leadership on this important issue,\u201d said NAB CEO Curtis LeGeyt in a statement. \u201cBy moving to eliminate outdated rules, the Commission is clearing the path for broadcasters to better serve viewers with enhanced picture and sound, robust emergency alerts and new interactive features.\u201d<\/p>\n<p>\u201cNAB looks forward to working with the Commission and industry partners to complete this transition,\u201d added LeGeyt.<\/p>\n<p>The <a href=\"https:\/\/www.newscaststudio.com\/tag\/Consumer-Technology-Association\/\" rel=\"nofollow noopener\" target=\"_blank\">Consumer Technology Association<\/a>, representing over 1,200 technology companies, welcomed the commission\u2019s action while reiterating its opposition to any government mandate requiring televisions to include ATSC 3.0 tuners.<\/p>\n<p>\u201cThank you to the FCC for taking another step toward a fully voluntary transition to NextGen TV,\u201d said Gary Shapiro, CEO and vice chair of CTA, in a statement issued to NCS. \u201cAmericans should be able to choose the features they want in their TVs.
