{"id":109508,"date":"2025-10-30T21:30:13","date_gmt":"2025-10-30T21:30:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/109508\/"},"modified":"2025-10-30T21:30:13","modified_gmt":"2025-10-30T21:30:13","slug":"amnesty-chief-says-nz-failing-tuvalu-amid-climate-crisis","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/109508\/","title":{"rendered":"Amnesty chief says NZ &#8216;failing Tuvalu&#8217; amid climate crisis"},"content":{"rendered":"<p class=\"body-paragraph articleLinkText  [&amp;_p]:tit-sub-xl tit-sub-xl md:[&amp;_p]:d-tit-sub-xl md:d-tit-sub-xl mb-[1.3rem]\">Amnesty International\u2019s Secretary General has accused New Zealand of &#8220;failing Tuvalu\u201d and &#8220;reneging on its climate commitments\u201d, warning the Government is neglecting its global responsibilities as rising seas threaten to swallow Pacific nations.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Agn\u00e8s Callamard, who visited Tuvalu earlier this month, told 1News she witnessed &#8220;a people and a government who are fighting&#8230; a climate catastrophe they are not responsible for&#8221;.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cWe have spent centuries driving the planet to its knees through an economic model that is hungry for profit, even when that profit means killing people or killing the planet. We are completely responsible,\u201d she said. <\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">In Amnesty\u2019s new report. Navigating Injustice, the organisation accuses New Zealand of breaking promises to its Pacific partners and failing to uphold human rights obligations linked to climate change.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cNew Zealand is failing Tuvalu through the migration pathways that it is offering currently. Those pathways, frankly, are only meant largely to support New Zealand\u2026 It is OK to have self-interest. (Source: 1News)<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Amnesty says Aotearoa could follow Australia\u2019s lead, after Canberra signed a historic treaty with Tuvalu last year allowing islanders to relocate as a family unit and retain residency status if they return home.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cIt offers the people of Tuvalu the opportunity to move as a family unit to get residency status immediately, but also to keep the residency status even when they want to return to Tuvalu. That is what we need to encourage,\u201d<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Callamard also criticised what she called a \u201cdomestic-only\u201d approach from the Government, after Climate Change Minister Simon Watts highlighted adaptation projects within New Zealand but declined to address international obligations.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cHe\u2019s talking about adaptation \u2013 that\u2019s about New Zealand. Mitigation is about their global responsibilities. And that is not what New Zealand is doing right now,&#8221; she said.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">She said New Zealand had turned renegade &#8220;on its mitigation obligations regarding curbing gas emissions\u2026 including phasing out fossil fuels and climate financing&#8221;.<\/p>\n<p>Government response<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">When approached by 1News, Watts said he hadn\u2019t yet read the report but he was waiting for advice and pointed to New Zealand\u2019s National Adaptation Plan.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2025\/10\/climate-change-minister-simon-watts-6GAQZHW3LVD6BA5XCAHR5N566Y.jpg\" alt=\"Climate Change Minister Simon Watts.\" width=\"800\" height=\"450\" loading=\"lazy\"\/><\/p>\n<p class=\"ImageMetadata__MetadataParagraph-sc-hi5x8q-0 cWTYyG image-metadata\">Climate Change Minister Simon Watts. (Source: 1News)<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8220;it gives us a framework to make sure that we have clarity around roles and responsibilities,\u201d he said. <\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">The minister said he met with Tuvalu\u2019s Climate Minister recently and maintained that the Government\u2019s focus was on building \u201cresilient infrastructure to deal with the weather events we have in our country&#8221;.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Watts referred 1News to Immigration New Zealand and the Ministry of Foreign Affairs and Trade for further comment.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">MFAT told 1News that New Zealand \u201csupports Pacific nations in their response to climate change\u201d, including \u201cfunding for adaptation initiatives like the Tuvalu Coastal Adaptation Project; food and water security initiatives; climate science and data tools; weather monitoring and early warning systems; disaster readiness and response; and regional frameworks on climate mobility.\u201d<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Immigration NZ confirmed Tuvaluans \u201ccan already apply to live here under the Pacific Access Category\u201d, which offered up to 75 residence places each year. <\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">However, a spokesperson added: \u201cMBIE is not currently undertaking any work on climate-related visa pathways. (Source: 1News)<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">University of Canterbury academic Professor Steven Ratuva said New Zealand had once been viewed as a leader in climate action but had \u201cpushed back a little bit&#8221;.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">\u201cNew Zealand can do much better in terms of supporting its Pacific neighbours in relation to adaptation and the impact of climate change,\u201d Ratuva said, describing the issue as \u201ca human-rights crisis because it\u2019s about people\u2019s lives, their health, their basic survival&#8221;.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Amnesty\u2019s warning comes ahead of COP30 in Brazil later this year, where global leaders will be pressed to deliver new commitments to cut emissions and fund climate resilience in vulnerable regions.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Callamard issued a call to action to the Government: &#8220;Right now, New Zealand is renegading on its commitment.
