That\u2019s why the FCC voted to pass the changes in August.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.fcc.gov\/document\/fcc-acts-accelerate-submarine-cable-buildout-security-0\" rel=\"nofollow noopener\" target=\"_blank\">Report and Order<\/a>\u00a0adopts new rules to streamline submarine cable application review, protect submarine cables against national security risks from foreign adversaries, and incentivize cable buildout. FCC officials say submarine cable systems carry roughly 99 percent of global internet traffic.
