Seventy-two percent knew a budget was tabled. Only fifteen percent felt very familiar with what is inside. That gap is where first impressions harden and where political narratives either take root or drift away.

The emotional read is split right down the middle.

A majority selected at least one positive word and a majority also chose a negative one. Disappointing, scary, and out of touch sit next to hopeful, responsible, and ambitious.

Twenty-eight percent picked from both columns. That is the precarity mindset at work. People want reassurance that someone sensible is at the wheel, but they are wary of costly bets that do not clearly help their household.

On individual measures the government does better.

A Buy Canadian rule is strongly supported. Scaling back temporary foreign workers and international students to ease pressure on housing and jobs also lands well. New funds to help Canadian firms reach global markets and targeted housing and infrastructure programs draw broad approval. Cuts to the federal public service are net positive overall, yet much less popular among younger Canadians. Defence spending is net positive too, but softer in Quebec and among the young. One decision, the repeal of the luxury tax on private planes and yachts, is a loser across multiple audiences.

The bigger challenge is strategic.

We tested two competing frames. One casts the budget as a generational investment that makes Canada more resilient and more self-sufficient. The other calls it fiscally reckless, deficit heavy, and unlikely to deliver real change. The split is 46 percent for the government’s version and 54 percent for the opposition’s. Even among those most familiar with the budget, the pattern holds. That tells me this is less about line items and more about identity and leadership.

Here is the number that should focus minds in Ottawa.

Only sixteen percent say the budget made them more confident that the government has a clear plan to grow the economy, make life more affordable, and protect Canada from global uncertainty. Thirty-nine percent say less confident. For a document billed as transformative, that is a warning light.

The Carney brand still helps. Among those who like him, support for the budget’s direction is very strong even when familiarity is thin. Trust in the leader is substituting for fluency in policy. That is an asset, but it is not a strategy.

Politics also intruded on the policy moment. A dramatic floor crossing the day of the budget pulled attention away from the fiscal story and back to power dynamics.

On the Hub Politics podcast this week, I argued that the government is betting on macro over micro. It wants to rebuild the productive capacity of the country, shore up economic sovereignty, and attract investment. Voters, however, are living month to month. If you choose the long game, you need to connect it to the weekly grocery bill in plain language, with proof points that arrive quickly and build over time.

Where does that leave us?

Among those aware of the budget, 52 percent say it is a step in the right direction and 48 percent say wrong direction. On the parliamentary question, 42 percent want their MP to vote for it, 33 percent against, and one in four are unsure. The government has enough permission to proceed. It does not yet have the mandate to claim a turning point.

The path forward is not mysterious.

Tighten the story to a few concrete promises that people can see and feel. Show how today’s investments lower costs, lift wages, and protect Canada in a rough world.

Mind the coalitions you need, especially both the youngest and older Canadians and voters in Quebec and Ontario. Guard the brand by leading with steadiness and results, not inside baseball.

If the government can raise that sixteen percent into the thirties, the policy logic will have a chance to breathe. If not, the simpler story will keep winning the frame.

Share

Budgets are supposed to tell a story.
