{"id":132007,"date":"2025-11-12T23:42:08","date_gmt":"2025-11-12T23:42:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/132007\/"},"modified":"2025-11-12T23:42:08","modified_gmt":"2025-11-12T23:42:08","slug":"eu-countries-deadlocked-over-changes-to-deforestation-rules","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/132007\/","title":{"rendered":"EU countries deadlocked over changes to deforestation rules"},"content":{"rendered":"<p>EU countries failed to reach a common position on proposed changes to the bloc\u2019s landmark deforestation rules during a meeting of EU envoys on Wednesday, as divisions persisted over how far to go in reopening the text.<\/p>\n<p>The EU Deforestation Regulation (EUDR) requires importers of cocoa, coffee, palm oil, cattle, timber, and rubber to prove their products are not linked to deforestation. The European Commission\u00a0<a href=\"https:\/\/www.euractiv.com\/news\/eu-plans-deforestation-delay-for-small-operators-big-players-excluded\/\" rel=\"nofollow noopener\" target=\"_blank\">proposed<\/a>\u00a0last month to reopen the rules to ease implementation and avoid overburdening the IT system needed to share compliance data.<\/p>\n<p>The Danish Council presidency circulated a compromise on Monday that would postpone the EUDR\u2019s entry into force by one year \u2013 from December 2025 to December 2026 \u2013 and remove the six-month grace period initially proposed by the Commission. The Danish draft maintained the simplification measures proposed by the Commission but stopped short of introducing new ones.<\/p>\n<p>However, there was no clear majority in favour of the Danish proposal, EU diplomatic sources told Euractiv. While most delegations supported delaying implementation by a year, one diplomat said, divisions centred on whether to include a \u201creview clause\u201d that would allow the legislation to be reopened again next year for further changes.<\/p>\n<p>Following <a href=\"https:\/\/www.euractiv.com\/news\/austria-to-push-for-stop-the-clock-on-deforestation-rules-at-council\/\" rel=\"nofollow noopener\" target=\"_blank\">Austria\u2019s move<\/a> last week, Sweden \u2013 a major EU forestry country\u00a0 \u2013 circulated its own proposal, which also includes a one-year delay, a review clause, and the deletion of reference-number requirements for downstream operators.<\/p>\n<p>The main elements of the Swedish proposal were backed by at least 10 countries, but still fell short of a majority. Diplomatic sources pointed that big member states like France and Spain didn\u2019t support it, while Germany \u2013 likely due to internal disagreements in the government coalition \u2013\u00a0 refrained from taking a clear position. The Commission also rejected the idea of introducing a review clause, a source added.<\/p>\n<p>With member states deadlocked, the Danish presidency is expected to put forward a new compromise by the end of this week, or early next week.
