{"id":139301,"date":"2025-11-17T10:03:10","date_gmt":"2025-11-17T10:03:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/139301\/"},"modified":"2025-11-17T10:03:10","modified_gmt":"2025-11-17T10:03:10","slug":"nature-not-a-blocker-to-housing-growth-inquiry-finds-uk-news","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/139301\/","title":{"rendered":"Nature not a blocker to housing growth, inquiry finds | UK news"},"content":{"rendered":"<p class=\"dcr-130mj7b\">Nature is not a blocker to housing growth, an inquiry by MPs has found, in direct conflict with <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/mar\/21\/rachel-reeves-scapegoating-bats-in-order-to-cut-red-tape-is-absurd-chris-packham\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">claims made by ministers.<\/a><\/p>\n<p class=\"dcr-130mj7b\">Toby Perkins, the Labour chair of the environmental audit committee, said nature was being scapegoated, and that rather than being a block to growth, it was necessary for building resilient towns and neighbourhoods.<\/p>\n<p class=\"dcr-130mj7b\">In its report on environmental sustainability and housing growth, the cross-party committee challenged the \u201clazy narrative\u201d, which has been promoted by UK government ministers, that nature was a blocker or an inconvenience to delivering housing.<\/p>\n<p class=\"dcr-130mj7b\">The report said severe skills shortages in ecology, planning and construction would be what made it impossible for the government to deliver on its housebuilding ambitions.<\/p>\n<p class=\"dcr-130mj7b\">Perkins said: \u201cThe government\u2019s target to build 1.5m homes by the end of this parliament is incredibly ambitious. Achieving it alongside our existing targets on climate and sustainability \u2013 which are set in law \u2013 will require effort on a scale not seen before.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThat certainly will not be achieved by scapegoating nature, claiming that it is a \u2018blocker\u2019 to housing delivery. We are clear in our report: a healthy environment is essential to building resilient towns and cities. But the <a href=\"https:\/\/www.theguardian.com\/politics\/2025\/nov\/13\/housing-secretary-tells-labour-mps-to-vote-down-planning-bill-amendment\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">secretary of state for housing, Steve Reed, told MPs<\/a> to vote down the changes during a Commons vote on the bill this week.<\/p>\n<p class=\"dcr-130mj7b\">The committee said it had concerns that the legislation as drafted would mean the government would miss its legally defined target to halt the decline of nature by 2030 and reverse it by 2042.<\/p>\n<p class=\"dcr-130mj7b\">The report found that local planning authorities were severely underresourced in ecological skills. It heard evidence that staff at <a href=\"https:\/\/www.theguardian.com\/environment\/natural-england\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Natural England<\/a> were \u201cstretched to their limits\u201d, that the skills needed to deliver the ecological aspects of planning reforms \u201csimply do not exist at the scale, quality or capacity that is needed\u201d.<\/p>\n<p class=\"dcr-130mj7b\">This comes as Natural England will take on a major role in planning under the government\u2019s changes.
