They are calling on the council to take action, but Royal Borough of Kensington and Chelsea council said they have \u201cexhausted their powers\u201d. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">The conditions given to Halbritter, a former RBKC councillor, when he was prosecuted included sorting out the Japanese knotweed and stopping it spreading, according to reports. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Nik Hoexter, who has lived at a neighbouring property for 40 years, accused the council of \u201crefusing to enforce\u201d the prosecution.<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u2022 <a href=\"https:\/\/www.thetimes.com\/life-style\/property-home\/article\/japanese-knotweed-how-to-destroy-gardens-help-advice-tswpmmmrg\" class=\"link__RespLink-sc-1ocvixa-0 csWvlP\" rel=\"nofollow noopener\" target=\"_blank\">How to get rid of Japanese knotweed<\/a><\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u201cHe just ignores them, and they don\u2019t fine him,\u201d he said. \u201cThey are calling it a spat between neighbours, but it is much more serious.\u201d<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">Christine Gambles, 69, the neighbour on the other side, is looking to sell her home of 25 years as she has struggled to cover the costs since her husband died. But she says nobody will buy a house when she is in a dispute with her neighbour and the knotweed is also affecting its value. <\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u201cIt is blighting my life,\u201d she said. \u201cThe house is derelict. Who the hell is going to buy a house with knotweed in it?<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">\u201cThe house is also flooded, one of our walls went mouldy because water was coming through. I wasn\u2019t allowed to access the property to fix it so it will probably come back.\u201d<\/p>\n<p class=\"responsive__Paragraph-sc-1pktst5-0 gaEeqC\">She added that the council said she has to prove the knotweed has invaded her property in order for them to fix it.
