The transformation of energy, manufacturing, construction, agriculture and transport <a href=\"https:\/\/www.c40.org\/wp-content\/uploads\/2023\/09\/C40-Cities-Green-Jobs-Factsheet-September-2023.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">is creating millions of new jobs<\/a>. But it\u2019s also disrupting old roles in polluting industries.<\/p>\n<p class=\"dcr-130mj7b\">The green transition\u2019s effect on workers around the world is a hot topic at this year\u2019s Cop30 climate conference here in Bel\u00e9m, <a href=\"https:\/\/www.theguardian.com\/world\/brazil\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Brazil<\/a>. Photograph: City of Abbotsfort\/AFP\/Getty Images<\/p>\n<p class=\"dcr-130mj7b\">In the first week of Cop30, I spoke with Konrad Beston, a stormwater supervisor in south-western <a href=\"https:\/\/www.theguardian.com\/world\/canada\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Canada<\/a>, who is attending the talks for the first time. His field is being reshaped by global warming. \u201cMy job involves replacing infrastructure that is undersized and cannot handle the current conditions of climate change,\u201d he told me. \u201cAnd it involves protecting the wildlife affected by the changes, protecting the salmon \u2013 which is something that\u2019s so important to me.\u201d<\/p>\n<p class=\"dcr-130mj7b\">Heavy rainstorms are becoming more severe and frequent in south-western Canada, he said. Then there are atmospheric river events, or long, narrow bands of vapour that pick up water from the ocean and dump it as rain. \u201cIt\u2019s pretty much a river falling from the sky,\u201d said Beston, who is a member of the Canadian Union of Public Employees and works in British Columbia.<\/p>\n<p class=\"dcr-130mj7b\">All that rain has destroyed infrastructure while increasing runoff, threatening people and nature. Beston\u2019s responsibility is to fix that, but his department is understaffed. \u201cWe\u2019re overwhelmed, so we need more workers to come in \u2013 and workers need to have a say in how new infrastructure is getting built,\u201d he told me.<\/p>\n<p class=\"dcr-130mj7b\">Beston made the long journey to Brazil to advocate for workers to have a voice in climate policy. \u201cWe need workers to be a part of the plans to fix the infrastructure, to make it stronger,\u201d he said. \u201cWe know what we\u2019re dealing with, and without our expertise mistakes get made.\u201d<\/p>\n<p class=\"dcr-130mj7b\">He is backing a proposal that would make worker input a reality in UN talks. Known as <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/18\/bam-belem-action-mechanism-explainer-cop30\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">the Bel\u00e9m Action Mechanism, or Bam<\/a>, it\u2019s the top demand by civil society groups at this year\u2019s talks. The plan is focused on a \u201cjust transition\u201d towards a green, resilient economy that does not leave workers or communities behind.<\/p>\n<p class=\"dcr-130mj7b\">The just transition has been discussed in UN climate talks before and is mentioned in the preamble to the 2015 Paris agreement. But Bam proponents say countries don\u2019t have to track or measure effects of such policies on workers or share best practices on how to protect them. Their new proposal would require countries to accelerate, coordinate and support a true global just transition.<\/p>\n<p class=\"dcr-130mj7b\">Last week, the proposal saw a major advance when the G77 plus China \u2013 countries that together represent 80% of the world\u2019s population \u2013 issued a call for a just transition mechanism to be created. \u201cIt was a major moment, a huge breakthrough,\u201d Teresa Anderson, an ActionAid spokesperson, told me at Cop.<\/p>\n<p class=\"dcr-130mj7b\">Putting meat on the bones of just transition-focused pledges could help build support for climate action, advocates say. \u201cThere\u2019s a lot of focus on job creation, but not on the quality of those jobs, and that\u2019s a key problem,\u201d said Giulia Lagan\u00e0, director of the International Trade Union Commission\u2019s just transition and climate department. Workers won\u2019t want new green jobs if they are less stable, worse paid, or offer subpar benefits to ones from the incumbent economy, she explained in Bel\u00e9m.<\/p>\n<p><a data-ignore=\"global-link-styling\" href=\"#EmailSignup-skip-link-14\" class=\"dcr-jzxpee\">skip past newsletter promotion<\/a><\/p>\n<p class=\"dcr-1xjndtj\">The planet&#8217;s most important stories.
