The reporter reached out to the PBS chief statistician for clarification but did not receive a reply before publication.

The government is expected to release the official LFS report for 2024–25 next week.

Background From Previous Survey

The 2020–21 LFS showed the labour force increasing to 71.76 million, with the unemployment rate slightly declining to 6.3 percent.

It also noted an employment-to-population ratio of 42.1 percent. A major gap existed between genders, with male participation at 64.1 percent and female participation at 19.4 percent.

The services sector remained the largest employer. Youth aged 15 to 24 experienced the highest unemployment rate at 11.1 percent, with young women facing even higher levels.

Sources said the 2024–25 LFS uses the updated definitions of work and employment from the 19th International Conference of Labour Statisticians (ICLS), following the requirements of the International Labour Organisation (ILO).

Under the older 13th ICLS standards, anyone doing even one hour of paid work or family business work in a week was counted as “employed.”

The 19th ICLS standards introduce a new category: own-use production work, which includes growing food for personal use, raising animals for household consumption, and non-market activities such as volunteering or unpaid trainee work.

Impact On Employment Numbers

There is concern that excluding unpaid family workers undercounts people’s real activity. As stated in the report, “We are calling real activity all those activities which are done for remuneration.”

This change allows the LFS to focus on people who are genuinely part of the labour market and separates them from those doing unpaid household tasks.

Many rural women, unpaid family helpers, and subsistence farmers who were earlier counted as employed may now fall under new categories.

Some will shift to “own-use production work” unless they are seeking or available for paid jobs. Others may no longer be included in the labour force if they are not looking for market work.

🔊 Listen to Article Pakistan’s unemployment rate is expected to reach 7 percent in the fiscal year 2024–25,…

[11
138,219,111,139,69
post-148354","post","type-post","status-publish","format-standard","has-post-thumbnail","category-economy","tag-business","tag-economy","tag-new-zealand","tag-newzealand","tag-nz
["GET
