{"id":151668,"date":"2025-11-24T19:47:10","date_gmt":"2025-11-24T19:47:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/151668\/"},"modified":"2025-11-24T19:47:10","modified_gmt":"2025-11-24T19:47:10","slug":"this-years-climate-talks-saw-real-progress-just-not-on-fossil-fuels","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/151668\/","title":{"rendered":"This year\u2019s climate talks saw real progress \u2013 just not on fossil fuels"},"content":{"rendered":"<p>It wasn\u2019t a comfortable process for the tens of thousands of delegates trying to hash out progress on climate change on the edge of the Amazon in Bel\u00e9m, Brazil. I experienced the challenges of the United Nations COP30 climate talks firsthand.   <\/p>\n<p>Delegates were hot and sweaty. Tech and aircon didn\u2019t always work. Both <a href=\"https:\/\/timesofindia.indiatimes.com\/world\/rest-of-world\/earths-reality-check-un-climate-change-conference-cop30-venue-flooded-in-brazil-watch\/articleshow\/125264328.cms\" rel=\"nofollow noopener\" target=\"_blank\">flood<\/a> and <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/20\/cop30-climate-summit-in-brazil-disrupted-after-fire-breaks-out-in-venue\" rel=\"nofollow noopener\" target=\"_blank\">fire<\/a> disrupted negotiations over the fortnight of negotiations. It drove home how climate change feels. But despite the discomfort, some progress was made. <\/p>\n<p>Brazilian President Luiz In\u00e1cio Lula da Silva dubbed it the \u201c<a href=\"https:\/\/cop30.br\/en\/news-about-cop30\/at-the-united-nations-general-assembly-president-lula-declares-cop30-will-be-the-cop-of-truth\" rel=\"nofollow noopener\" target=\"_blank\">COP of Truth<\/a>\u201d. Delegates did not shy away from the urgency of the moment as climate change intensifies and emissions continue to climb. <\/p>\n<p>Ahead of the talks, many feared <a href=\"https:\/\/theconversation.com\/from-trumps-wrecking-ball-to-chinas-electrifying-rise-geopolitics-hang-heavy-over-this-years-climate-talks-268210\" rel=\"nofollow noopener\" target=\"_blank\">global political headwinds<\/a> and the United States\u2019 <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/putting-america-first-in-international-environmental-agreements\/\" rel=\"nofollow noopener\" target=\"_blank\">departure from the Paris Agreement<\/a> would undermine this year\u2019s talks. The fact that nearly 60,000 delegates attended these talks \u2013 the <a href=\"https:\/\/www.carbonbrief.org\/analysis-which-countries-have-sent-the-most-delegates-to-cop30\/\" rel=\"nofollow noopener\" target=\"_blank\">second highest<\/a> ever \u2013 shows this isn\u2019t the case. <\/p>\n<p>Progress was made on funding climate finance and adaptation to the changes already emerging. But efforts on ending reliance on fossil fuels faltered in the face of strong resistance by fossil fuel powers. Much progress in Bel\u00e9m happened outside the main talks.   <\/p>\n<p>So what did COP30 deliver?<\/p>\n<p>At one stage it looked like COP30 might crack the hardest nut in climate policy \u2013 reaching agreement on phasing out fossil fuels. Nations agreed two years ago that it <a href=\"https:\/\/unfccc.int\/news\/cop28-agreement-signals-beginning-of-the-end-of-the-fossil-fuel-era\" rel=\"nofollow noopener\" target=\"_blank\">was necessary<\/a> to move away from fossil fuels. But no plan had yet been devised to get there. <\/p>\n<p>Brazil had a plan: build support for a roadmap to phase out fossil fuels, championed by President Lula and pushed strongly by Environment Minister Marina Silva. It drew support from more than <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/18\/more-than-80-countries-join-call-at-cop30-for-roadmap-to-phasing-out-fossil-fuels\" rel=\"nofollow noopener\" target=\"_blank\">80 countries<\/a>, including major fossil fuel exporters such as Norway and Australia. Anticipating pushback, Brazil worked to boost support outside the main talks before bringing the plan in.  <\/p>\n<p>It didn\u2019t work. By the end of COP30, all mention of a fossil fuel roadmap <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/21\/cop30-countries-threaten-block-resolution-unless-roadmap-to-fossil-fuel-phase-out\" rel=\"nofollow noopener\" target=\"_blank\">had been scrubbed<\/a> from the text of the final outcomes, following fierce <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/21\/cop30-countries-threaten-block-resolution-unless-roadmap-to-fossil-fuel-phase-out\" rel=\"nofollow noopener\" target=\"_blank\">pushback<\/a> from countries such as Russia, Saudi Arabia and India and many emerging economies. <\/p>\n<p>Instead, countries agreed to launch \u201cthe <a href=\"https:\/\/unfccc.int\/documents\/654389\" rel=\"nofollow noopener\" target=\"_blank\">Global Implementation Accelerator<\/a> [\u2026] to keep 1.5\u00b0C within reach\u201d and \u201ctaking into account\u201d previous COP decisions. This initiative will be shepherded by the Brazilian COP30 Presidency and the leaders of next year\u2019s COP31 talks, <a href=\"https:\/\/theconversation.com\/australia-has-dropped-its-bid-to-host-the-cop31-climate-talks-heres-what-happened-and-whats-next-270257\" rel=\"nofollow noopener\" target=\"_blank\">Turkey and Australia<\/a>. <\/p>\n<p>President Lula <a href=\"https:\/\/www.theguardian.com\/world\/2025\/nov\/20\/brazilian-president-fossil-fuel-transition-roadmap-g20-summit\" rel=\"nofollow noopener\" target=\"_blank\">vowed to continue<\/a> advocating for a fossil fuel roadmap at the G20. Colombia and the Netherlands will hold a <a href=\"https:\/\/fossilfueltreaty.org\/first-international-conference\" rel=\"nofollow noopener\" target=\"_blank\">conference on fossil fuel phaseout<\/a> in April 2026. The COP30 decision text also makes reference to a \u201chigh-level event in 2026\u201d which <a href=\"https:\/\/fossilfueltreaty.org\/first-international-conference\" rel=\"nofollow noopener\" target=\"_blank\">could take place in the Pacific<\/a>. Without blockers of consensus at these meetings, a coalition of willing countries could make real progress in setting timelines and exchanging policy ideas for fossil fuel phase-out.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/703974\/original\/file-20251122-62-ukbp37.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"woman standing at podium.\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2025\/11\/file-20251122-62-ukbp37.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              Brazil\u2019s Environment Minister Marina Silva emerged as a quiet force working to build support for the first roadmap to phase out fossil fuel extraction and use.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.flickr.com\/photos\/cop30amazonia\/albums\/72177720330422854\/\" rel=\"nofollow noopener\" target=\"_blank\">Aline Massuca\/COP30<\/a>, <a class=\"license\" href=\"http:\/\/creativecommons.org\/licenses\/by-nc-nd\/4.0\/\" rel=\"nofollow noopener\" target=\"_blank\">CC BY-NC-ND<\/a><\/p>\n<p>The decision to develop a <a href=\"https:\/\/unfccc.int\/documents\/653888\" rel=\"nofollow noopener\" target=\"_blank\">just transition mechanism<\/a> was <a href=\"https:\/\/climatenetwork.org\/2025\/11\/20\/cop30-just-transition-mechanism-within-reach\/\" rel=\"nofollow noopener\" target=\"_blank\">welcomed<\/a> as a win for workers and communities. The new mechanism\u2019s purpose will be to increase international cooperation, technical assistance, capacity-building and knowledge-sharing as countries shift towards a low carbon global economy.<\/p>\n<p>Efforts to boost financing for climate adaptation bogged down, reflecting the <a href=\"https:\/\/www.rte.ie\/news\/2025\/1122\/1545301-cop30\/\" rel=\"nofollow noopener\" target=\"_blank\">trade-offs<\/a> over fossil fuels. <\/p>\n<p>These funds are meant to help nations most exposed to severe climate damage, usually poorer and with low emissions. These nations led the charge for a <a href=\"https:\/\/www.wri.org\/insights\/tripling-adaptation-finance-goal\" rel=\"nofollow noopener\" target=\"_blank\">tripling of climate finance<\/a> by 2030 from the US$40 billion (A$62 billion) agreed at COP26 four years ago. But the <a href=\"https:\/\/unfccc.int\/documents\/654389\" rel=\"nofollow noopener\" target=\"_blank\">agreed text<\/a> merely \u201ccalls for efforts to at least triple adaptation finance by 2035\u201d, which pushes out the timeframe and has no funding baseline. <\/p>\n<p>Funding for tropical forests<\/p>\n<p>One of Brazil\u2019s own initiatives, the <a href=\"https:\/\/cop30.br\/en\/news-about-cop30\/tropical-forests-forever-facility-tfff-proposes-innovative-financing-model-for-conservation\" rel=\"nofollow noopener\" target=\"_blank\">Tropical Forest Facility<\/a>, achieved <a href=\"https:\/\/www.dw.com\/en\/germany-pledges-1-billion-to-brazils-rainforest-protection-fund\/a-74814439\" rel=\"nofollow noopener\" target=\"_blank\">greater success<\/a>, securing US$9.5 billion (A$14.7 billion) in funding pledges \u2013 a COP record. <\/p>\n<p>The <a href=\"https:\/\/theconversation.com\/the-worlds-new-us-125-billion-rainforest-trust-fund-revives-a-1990s-idea-and-shows-its-limits-270238\" rel=\"nofollow noopener\" target=\"_blank\">trust fund for rainforests<\/a> is designed to provide resources to arrest global deforestation and protect Indigenous lands, including in the Amazon\u2019s vital carbon sink. <\/p>\n<p>Support for a roadmap towards <a href=\"https:\/\/www.climatechangenews.com\/2025\/11\/19\/as-fossil-fuels-dominate-amazon-cop-a-roadmap-to-end-deforestation-falls-behind\/\" rel=\"nofollow noopener\" target=\"_blank\">ending deforestation<\/a> secured <a href=\"https:\/\/healthpolicy-watch.news\/brazils-tropical-forest-protection-fund-launches-with-6-6-billion-will-it-work\/\" rel=\"nofollow noopener\" target=\"_blank\">92 backers<\/a>. <\/p>\n<p>The success of these deforestation initiatives points to the effectiveness of the COP\u2019s <a href=\"https:\/\/cop30.br\/en\/action-agenda\" rel=\"nofollow noopener\" target=\"_blank\">Action Agenda<\/a>, aimed at spurring on climate action outside formal negotiations and including commitments from business, investors and civil society. As formal negotiations bog down, these bypasses may end up <a href=\"https:\/\/wwf.panda.org\/wwf_news\/?15039916\/COP30-a-new-approach-to-the-Action-Agenda-discussion-paper\" rel=\"nofollow noopener\" target=\"_blank\">replacing<\/a> negotiations in driving progress.<\/p>\n<p>American absence<\/p>\n<p>Ahead of COP30, analysts feared the <a href=\"https:\/\/edition.cnn.com\/2025\/08\/01\/politics\/us-government-epa-climate-change\" rel=\"nofollow noopener\" target=\"_blank\">ongoing attacks<\/a> on climate action by the Trump administration would undermine the international negotiations. <\/p>\n<p>COP30 was the first climate summit without a <a href=\"https:\/\/www.cbsnews.com\/news\/trump-skips-cop30-climate-summit-newsom-criticism-tariffs\/\" rel=\"nofollow noopener\" target=\"_blank\">US government delegation<\/a>. At first, the absence came as <a href=\"https:\/\/www.theguardian.com\/environment\/2025\/nov\/13\/despite-americas-absence-trumps-influence-looms-large-over-cop30\" rel=\"nofollow noopener\" target=\"_blank\">a relief<\/a>.<\/p>\n<p>But by summit\u2019s end, the disappearance of the world\u2019s biggest historical emitter and largest economy from negotiations had taken its toll. <\/p>\n<p>Developing countries from the African group of negotiators argued better metrics and plans <a href=\"https:\/\/www.climatechangenews.com\/2025\/11\/18\/poorest-countries-issue-appeal-for-adaptation-finance-at-cop30\/\" rel=\"nofollow noopener\" target=\"_blank\">would be meaningless<\/a> without funding to implement them. Traditionally, the US has been a major funder. No longer. <\/p>\n<p>The US decision to turn its back on climate action created a subdued atmosphere. New finance pledges were broadly underwhelming, likely due to the dampening effect of the <a href=\"https:\/\/earth.org\/us-absence-at-cop30-exacerbates-financial-challenge-to-meet-climate-targets\/\" rel=\"nofollow noopener\" target=\"_blank\">US retreat<\/a>.<\/p>\n<p>            <a href=\"https:\/\/images.theconversation.com\/files\/703972\/original\/file-20251122-56-xhlxwz.jpg?ixlib=rb-4.1.0&amp;q=45&amp;auto=format&amp;w=1000&amp;fit=clip\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" alt=\"people taking photos of a pavilion at global talks.\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2025\/11\/file-20251122-56-xhlxwz.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/a><\/p>\n<p>              China\u2019s negotiators focused most of their energy in pushing back on European trade measures targeting high-emissions products.<br \/>\n              <a class=\"source\" href=\"https:\/\/www.flickr.com\/photos\/cop30amazonia\/54931959028\/in\/album-72177720330422854\" rel=\"nofollow noopener\" target=\"_blank\">Antonio Scorza\/COP30<\/a>, <a class=\"license\" href=\"http:\/\/creativecommons.org\/licenses\/by-nc-nd\/4.0\/\" rel=\"nofollow noopener\" target=\"_blank\">CC BY-NC-ND<\/a><\/p>\n<p>Early on, many hoped renewables and clean tech giant China might fill the leadership void. China\u2019s clean tech exports last year were enough to cut overseas emissions <a href=\"https:\/\/www.carbonbrief.org\/analysis-chinas-clean-energy-exports-in-2024-alone-will-cut-overseas-co2-by-1\/\" rel=\"nofollow noopener\" target=\"_blank\">by 1%<\/a>. The huge industrial power produces <a href=\"https:\/\/ourworldindata.org\/grapher\/annual-share-of-co2-emissions?country=%7ECHN\" rel=\"nofollow noopener\" target=\"_blank\">almost 32%<\/a> of the world\u2019s carbon emissions. These emissions <a href=\"https:\/\/www.forbes.com\/sites\/rrapier\/2025\/11\/16\/chinas-carbon-plateau-a-turning-point-or-a-temporary-pause\/\" rel=\"nofollow noopener\" target=\"_blank\">have plateaued<\/a>, in turn suggesting global emissions may now have peaked. <\/p>\n<p>But China showed <a href=\"https:\/\/www.dw.com\/en\/china-the-reluctant-climate-leader\/a-74775403\" rel=\"nofollow noopener\" target=\"_blank\">reluctance<\/a> to take up the mantle, preferring to remain focused on its own domestic energy transition. Chinese negotiators spent most of their energy <a href=\"https:\/\/subscriber.politicopro.com\/article\/2025\/11\/eu-strains-to-defend-carbon-levy-as-trade-tensions-engulf-cop30-00658335\" rel=\"nofollow noopener\" target=\"_blank\">pushing back<\/a> against new European trade measures targeting emissions-intensive production. <\/p>\n<p>It was left to some of the smallest nations, Indigenous peoples and civil society to lead calls for sticking to the science, ramping up urgency and accelerating the rollout of solutions. An <a href=\"https:\/\/peoplesdispatch.org\/2025\/11\/16\/70000-people-march-in-belem-for-climate-justice\/\" rel=\"nofollow noopener\" target=\"_blank\">estimated 70,000 people<\/a> marched in the streets of Bel\u00e9m, staging a mock funeral for fossil fuels. It was an important affirmation of widespread public support for climate action. <\/p>\n<p>What legacy?<\/p>\n<p>As the UN\u2019s climate Executive Secretary Simon Stiell said midway through COP30, nations had to \u201c<a href=\"https:\/\/climatenetwork.org\/2025\/11\/16\/cop30-midway-media-brief\/\" rel=\"nofollow noopener\" target=\"_blank\">give a little to get a lot<\/a>\u201d. <\/p>\n<p>Many countries will be reflecting they gave a lot but got very little. The biggest winners were, yet again, the world\u2019s petrostates who successfully frustrated attempts to address fossil fuels. <\/p>\n<p>Questions will inevitably be asked over whether these consensus-based talks are fit for purpose, given they can be gamed by blockers. <\/p>\n<p>For many, COP30 will be regarded as a failure on fossil fuels and addressing <a href=\"https:\/\/www.unep.org\/resources\/emissions-gap-report-2025\" rel=\"nofollow noopener\" target=\"_blank\">major gaps<\/a> between national pledges to cut emissions and what\u2019s needed to hold warming to 1.5\u00b0C. <\/p>\n<p>This is true. But another view would be that these talks made real progress on important areas despite considerable challenges. <\/p>\n<p>Negotiators from 194 countries showed up and continued to talk and work together to tackle the worsening crisis. Nearly half of those countries have shown they\u2019re ready to begin weaning themselves off fossil fuels through their support for the phase-out roadmap. They don\u2019t have to wait for a UN consensus to act. Fossil fuel exporters only have power while other nations buy and rely on their products. <\/p>\n<p>The world\u2019s climate talks are now clearly moving away from arcane negotiations to the pressing real-world challenges of doing the work.
