We believe quality journalism should be available to everyone, paid for by those who can afford it.<\/p>\n<p>Your support makes all the difference.Read more<\/p>\n<p>The <a href=\"https:\/\/www.independent.co.uk\/topic\/budget\" rel=\"nofollow noopener\" target=\"_blank\">Budget<\/a> has sparked plenty of questions and concerns, from pension changes to ISA limits and support for families.<\/p>\n<p>Many readers are wondering how the new rules will affect their <a href=\"https:\/\/www.independent.co.uk\/topic\/savings\" rel=\"nofollow noopener\" target=\"_blank\">savings<\/a>, retirement plans, and household finances \u2013 and what they should do now to prepare.<\/p>\n<p>In a recent <a href=\"https:\/\/www.independent.co.uk\/money\/budget-2025-tax-savings-questions-answered-gabriel-nussbaum-b2869107.html\" rel=\"nofollow noopener\" target=\"_blank\">Q&amp;A<\/a> with Independent readers, I tackled your questions on <a href=\"https:\/\/www.independent.co.uk\/topic\/pensions\" rel=\"nofollow noopener\" target=\"_blank\">pensions<\/a>, ISAs, Universal Credit, and practical steps you can take to navigate the changes.<\/p>\n<p>Here are some of them \u2013 and my answers.<\/p>\n<p>Q: For those of us who can\u2019t max out the full \u00a320k anyway, does changing the ISA allowance even matter?<\/p>\n<p>Dan1976<\/p>\n<p>A: Let\u2019s start with what the main changes are:<\/p>\n<p>The wording from Rachel Reeves was that \u00a38k of your ISA has to be allocated to a stocks and shares ISA. That\u2019s just a strange way to say that your <a href=\"https:\/\/www.independent.co.uk\/topic\/cash-isa\" rel=\"nofollow noopener\" target=\"_blank\">cash ISA<\/a> has been capped at \u00a312k. So, if you are someone who traditionally puts \u00a320k into a stocks and shares ISA, you won\u2019t notice this. Likewise, if you don\u2019t come close to adding \u00a312k into your ISAs combined, you probably won\u2019t notice it either. Lastly, if you\u2019re over 65, this change won\u2019t apply to you \u2013 a heads up!<\/p>\n<p>So what are the actual impacts?<\/p>\n<p>Flexibility: Your choice \u2013 or ability to choose \u2013 is being eroded. Say you fill up your stocks and shares ISA every year but suddenly want to save towards a house in a cash ISA \u2013 your ability to do that has been reduced. Say you get a large inheritance, or have a great year at work, and want to fill up your cash ISA \u2013 you\u2019ll now only be able to put in \u00a312k.<\/p>\n<p>Tax: For people who want to continue saving and used to fill up their \u00a320k cash ISA allowance each year, they will now be shifting at least \u00a38k of that to a non-tax-efficient account. With the rate you pay on savings interest increasing in this budget, it\u2019s likely you will pay more tax on your savings.<\/p>\n<p>Investing: The reason Rachel Reeves gives for this decision is to encourage the country to invest. I don\u2019t know about you, but in my opinion, people don\u2019t start investing because they are forced into a corner. They start because of education, confidence, and incentives. Essentially, I prefer the carrot over the stick.<\/p>\n<p>Q: I have three kids \u2013 does scrapping the two-child benefit cap mean my family will get more support now?<\/p>\n<p>BBenB<\/p>\n<p>A: Simple answer: yes.<\/p>\n<p>This is a \u201cuniversal\u201d credit, meaning that anyone with more than two children will benefit from this announcement.<\/p>\n<p>In practical terms:<\/p>\n<p>You will receive benefits for every child you have. The exact amount depends on your personal circumstances and the Universal Credit calculation. Free school meals \u2013 depending on ages and income. Childcare support \u2013 Universal Credit can cover up to 85 per cent. <\/p>\n<p>A lot of people were quite angry about this, wondering where the <a href=\"https:\/\/www.independent.co.uk\/topic\/money\" rel=\"nofollow noopener\" target=\"_blank\">money<\/a> would come from to pay for it! But overall, if it does what the government says and brings almost half a million children out of poverty, I\u2019m all for it.<\/p>\n<p>Q: I pay about \u00a330k into my pension using Salary Sacrifice. How will the announced changes affect me? Also I think it\u2019s being introduced in 2029 \u2013 why the delay?<\/p>\n<p>9Diamonds<\/p>\n<p>A: Let\u2019s start with the reasons for the delay: who knows. My best guess is that, come 2029, there\u2019s a chance that this policy could magically disappear as part of an election campaign (but that\u2019s just my guess \u2013 I would still seriously prepare for this change being implemented).<\/p>\n<p>Now, how it affects your money!<\/p>\n<p>It\u2019s important to note that these changes apply only to Salary Sacrifice schemes, so before you start stressing, make sure that\u2019s the kind of scheme you\u2019re on.<\/p>\n<p>The main impact is simple: you will pay national insurance on anything you contribute above the first \u00a32k \u2013 in your case, that\u2019s \u00a328k. The rate of national insurance depends on your overall salary, with most basic-rate taxpayers falling into the 8 per cent bracket and most higher-rate taxpayers paying 2 per cent (taken from your take-home pay).<\/p>\n<p>However, there are two other consequences to be aware of, because your employer will also pay national insurance on it (at a higher rate of 15 per cent):<\/p>\n<p>More national insurance from their side might mean a reduction in the benefits they offer, especially if they are currently generous. Overall pay packages might be diminished over time as employers look to pass this cost on to employees. <\/p>\n<p>And a question back at you:<\/p>\n<p>Does this technically mean Labour have broken their manifesto promise, since you\u2019ll be paying more national insurance?<\/p>\n<p>Q: Due to bad money management in my youth, my pension pot is smaller than it should be for my age. Will anything in this Budget actually help someone like me?<\/p>\n<p>SammyW<\/p>\n<p>A: Unfortunately, no. This budget wasn\u2019t exactly one that handed out huge tax breaks or left us all with loads more money.<\/p>\n<p>HOWEVER!<\/p>\n<p>Regardless of what was announced, there\u2019s no better time than now to use these changes as the perfect occasion to get your finances back on track. Don\u2019t wait for the government to help you \u2013 do it yourself!<\/p>\n<p>Pensions<\/p>\n<p>The (negative) changes to <a href=\"https:\/\/www.independent.co.uk\/topic\/pensions\" rel=\"nofollow noopener\" target=\"_blank\">pensions<\/a> don\u2019t come into effect until 2029. Even then, pensions remain an incredibly powerful tool thanks to tax incentives. You still pay ZERO income tax on <a href=\"https:\/\/www.independent.co.uk\/topic\/money\" rel=\"nofollow noopener\" target=\"_blank\">money<\/a> contributed, so take advantage of this. Does your employer offer a match scheme? If so, not using it is literally leaving free money on the table. <\/p>\n<p>Savings and investments<\/p>\n<p>Hopefully Reeves proves me wrong and these ISA changes get the country investing! The one positive I took from it is that more people are now aware of what an ISA is \u2013genuinely a superpower for saving and investing. Take the time to figure out how to use all the various ISA accounts. A balanced approach should be on most people\u2019s minds. These are brilliant products that not enough people in this country take advantage of, so please spread the word.<\/p>\n<p>When it comes to choosing which ISA to put your money in, there are a few things to consider.<\/p>\n<p>The factual rules:<\/p>\n<p>\u00a320k allowance across all your ISAs, including cash, stocks and shares, lifetime, and innovative finance (the one no one really uses). The lifetime ISA is currently capped at \u00a34k per tax year (under review, apparently). The <a href=\"https:\/\/www.independent.co.uk\/topic\/cash-isa\" rel=\"nofollow noopener\" target=\"_blank\">cash ISA<\/a> will be limited to \u00a312k per tax year from April 2027. <\/p>\n<p>How to make the choice: <\/p>\n<p>Ask yourself the following questions:<\/p>\n<p> When do you need the <a href=\"https:\/\/www.independent.co.uk\/topic\/money\" rel=\"nofollow noopener\" target=\"_blank\">money<\/a>? Long term (over 5 years) \u2192 stocks and shares ISAs start to make sense. Short term \u2192 cash ISAs are your friend thanks to less volatility. How do you feel about risk? If the idea of your balance going down stresses you out \u2192 <a href=\"https:\/\/www.independent.co.uk\/topic\/cash-isa\" rel=\"nofollow noopener\" target=\"_blank\">cash ISA<\/a>. If you can handle short-term ups and downs for long-term growth \u2192 stocks and shares ISA. Do you have an emergency fund already? If no \u2192 start here first. <\/p>\n<p>These questions can help guide you towards the ISA that\u2019s most suitable for your money. But the main thing to remember is that it\u2019s likely not one or the other, but a balance between both types of account.
