Large parts of the country are already suffering from a drought, one of the worst in decades. Its wetlands are dry, and its <a href=\"https:\/\/www.forbes.com\/sites\/sanammahoozi\/2025\/04\/19\/iran-faces-widespread-land-subsidence-amid-escalating-water-emergency\/\" rel=\"nofollow noopener\" target=\"_blank\">land is subsiding<\/a> at alarming rates.   <\/p>\n<p>Now the <a href=\"https:\/\/theconversation.com\/irans-capital-faces-unprecedented-water-shortages-and-even-possible-evacuation-what-changes-could-help-269637\" rel=\"nofollow noopener\" target=\"_blank\">fallout<\/a> is also affecting <a href=\"https:\/\/www.rferl.org\/a\/iran-tehran-pollution-alarming-water-crisis\/33608669.html\" rel=\"nofollow noopener\" target=\"_blank\">the air that the country\u2019s more <\/a> than 85 million people breathe. As lakes, wetlands, and riverbeds dry out, their exposed surfaces turn into major sources of dust. Strong winds can <a href=\"http:\/\/linkinghub.elsevier.com\/retrieve\/pii\/S0048969719347096\" rel=\"nofollow noopener\" target=\"_blank\">lift this dust<\/a> and transport it across cities and even distant regions.<\/p>\n<p>The extremely dry conditions have worsened Iran\u2019s already high levels of air pollution. In recent weeks, the capital Tehran was ranked as the <a href=\"https:\/\/www.iqair.com\/newsroom\/tehran-among-top-10-most-polluted-cities-in-the-world-11-22-2025\" rel=\"nofollow noopener\" target=\"_blank\">most polluted<\/a> city in the world, according to global air quality monitors. In November, its air quality index hit 200 \u2013 a <a href=\"https:\/\/www.iqair.com\/gb\/newsroom\/what-is-aqi\" rel=\"nofollow noopener\" target=\"_blank\">level classified<\/a> as \u201cvery unhealthy\u201d.<\/p>\n<p>The terrible air quality has forced authorities <a href=\"https:\/\/iranwire.com\/en\/news\/146542-iran-closes-schools-offices-in-multiple-provinces-due-to-air-pollution-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">to close schools<\/a>, universities and offices to reduce exposure. Hospitals are reporting rising numbers of cases of <a href=\"https:\/\/payamema.ir\/payam\/143150\" rel=\"nofollow noopener\" target=\"_blank\">respiratory and cardiac<\/a> complications across the country.<\/p>\n<p><a href=\"https:\/\/hammihanonline.ir\/%D8%A8%D8%AE%D8%B4-%D8%AA%DB%8C%D8%AA%D8%B1-%DB%8C%DA%A9-14\/56615-%D9%85%D8%B1%DA%AF-%D8%AF%D8%B1-%D9%BE%D8%A7%DB%8C%D8%AA%D8%AE%D8%AA-%D8%A8%D8%B1%D8%B1%D8%B3%DB%8C-%D8%A7%D8%B8%D9%87%D8%A7%D8%B1%D8%A7%D8%AA-%D8%B1%D8%A6%DB%8C%D8%B3-%D8%A7%D9%88%D8%B1%DA%98%D8%A7%D9%86%D8%B3-%D8%AA%D9%87%D8%B1%D8%A7%D9%86-%D8%AF%D8%B1%D8%A8%D8%A7%D8%B1%D9%87-%D9%BE%DB%8C%D8%A7%D9%85%D8%AF%D9%87%D8%A7%DB%8C-%D8%A2%D9%84%D9%88%D8%AF%DA%AF%DB%8C-%D9%87%D9%88%D8%A7\" rel=\"nofollow noopener\" target=\"_blank\">Local media have reported<\/a> more than 350 deaths within ten days linked to worsening air quality in recent weeks. Demand for <a href=\"https:\/\/www.radiofarda.com\/a\/iran-air-pollution-wrapup\/33609099.html\" rel=\"nofollow noopener\" target=\"_blank\">emergency services<\/a> in the capital has also increased by more than 30% during November 2025, according to local statistics. <\/p>\n<p>Other major Iranian cities, including Tabriz, Mashhad and Isfahan, have recorded readings above 150 in the last few weeks. These levels are considered dangerous for all age groups. In Ahvaz and Zabol, air pollution from <a href=\"https:\/\/www.context.news\/climate-risks\/vanishing-mountains-winter-air-pollution-smothers-iran\" rel=\"nofollow noopener\" target=\"_blank\">sand and dust storms<\/a> has <a href=\"https:\/\/www.theguardian.com\/global-development\/2023\/jan\/06\/poison-in-the-haze-documenting-life-under-ahvazs-oppressive-orange-skies-acc\" rel=\"nofollow noopener\" target=\"_blank\">blanketed the southern<\/a> cities, putting lives and livelihoods at risk.<\/p>\n<p>Studies <a href=\"https:\/\/www.entekhab.ir\/fa\/news\/896915\/%D8%AF%D8%B1-%D8%A7%DB%8C%D8%B1%D8%A7%D9%86-%D9%85%D8%A7-%D8%A8%D9%87%E2%80%8C%D8%A7%D8%B2%D8%A7%DB%8C-%D9%87%D8%B1-%DB%B1%DB%B0%DB%B0-%D9%87%D8%B2%D8%A7%D8%B1-%D9%86%D9%81%D8%B1-%D8%AC%D9%85%D8%B9%DB%8C%D8%AA-%DB%B8%DB%B6-%D9%85%D8%B1%DA%AF-%D9%85%D9%86%D8%AA%D8%B3%D8%A8-%D8%A8%D9%87%E2%80%8C%D8%B9%D9%84%D8%AA-%D8%A2%D9%84%D9%88%D8%AF%DA%AF%DB%8C-%D9%87%D9%88%D8%A7-%D8%B1%D8%AE-%D9%85%DB%8C%E2%80%8C%D8%AF%D9%87%D8%AF-%DA%A9%D9%87-%D8%A7%DB%8C%D9%86-%D8%A2%D9%85%D8%A7%D8%B1-%D8%A7%D8%B2-%D9%85%DB%8C%D8%A7%D9%86%DA%AF%DB%8C%D9%86-%D8%AC%D9%87%D8%A7%D9%86%DB%8C-%D8%A8%D8%A7%D9%84%D8%A7%D8%AA%D8%B1-%D8%A7%D8%B3%D8%AA-%D8%A8%DB%8C%D9%86-%DA%A9%D9%84%D8%A7%D9%86%E2%80%8C%D8%B4%D9%87%D8%B1%E2%80%8C%D9%87%D8%A7-%D8%B4%D9%87%D8%B1%E2%80%8C%D9%87%D8%A7%DB%8C-%D8%AA%D9%87%D8%B1%D8%A7%D9%86-%D8%A7%D8%B1%D8%A7%DA%A9-%D8%A7%D8%B5%D9%81%D9%87%D8%A7%D9%86-%D9%85%D8%B4%D9%87%D8%AF-%D9%88-%D8%AA%D8%A8%D8%B1%DB%8C%D8%B2-%D8%A8%D8%A7%D9%84%D8%A7%D8%AA%D8%B1%DB%8C%D9%86-%D8%BA%D9%84%D8%B8%D8%AA-%D8%B0%D8%B1%D8%A7%D8%AA-%D9%85%D8%B9%D9%84%D9%82-%D8%B1%D8%A7-%D8%AF%D8%A7%D8%B1%D9%86%D8%AF\" rel=\"nofollow noopener\" target=\"_blank\">indicate more than<\/a> 59,000 Iranians die prematurely every year from air pollution-related illnesses.<\/p>\n<p>As well as dust rising from dried out <a href=\"https:\/\/www.context.news\/climate-risks\/how-dried-out-wetlands-on-the-iran-iraq-border-threaten-the-region\" rel=\"nofollow noopener\" target=\"_blank\">lakes and wetlands<\/a>, ageing cars and low-quality fuel in Iran\u2019s major cities are contributing to the <a href=\"https:\/\/www.context.news\/climate-risks\/toxic-smog-iran-criticised-for-winter-air-pollution-catastrophe\" rel=\"nofollow noopener\" target=\"_blank\">air pollution<\/a>.<\/p>\n<p>But focusing on these causes misses <a href=\"https:\/\/x.com\/NimaShokri_GHI\/status\/1994522322011918481?s=20\" rel=\"nofollow\">the bigger picture<\/a>.<\/p>\n<p>Iran\u2019s air-pollution emergency is caused by the same governance failures that have destabilised the nation\u2019s <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0301479725002956?via%3Dihub\" rel=\"nofollow noopener\" target=\"_blank\">water systems<\/a>, emptied its <a href=\"https:\/\/www.nature.com\/articles\/s41467-023-42411-2\" rel=\"nofollow noopener\" target=\"_blank\">aquifers<\/a>, dried out its <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2352938521001117\" rel=\"nofollow noopener\" target=\"_blank\">wetlands<\/a>, and accelerated <a href=\"http:\/\/doi.org\/10.1029\/2023GL104497\" rel=\"nofollow noopener\" target=\"_blank\">land subsidence<\/a>.<\/p>\n<p>Just as <a href=\"https:\/\/theconversation.com\/irans-capital-faces-unprecedented-water-shortages-and-even-possible-evacuation-what-changes-could-help-269637\" rel=\"nofollow noopener\" target=\"_blank\">Iran\u2019s water crisis<\/a> is not simply the <a href=\"https:\/\/www.forbes.com\/sites\/sanammahoozi\/2025\/11\/07\/irans-drought-is-worsening-but-its-rain-clouds-arent-being-stolen\/\" rel=\"nofollow noopener\" target=\"_blank\">result of drought<\/a>, Iran\u2019s polluted air is not simply the product of traffic.<\/p>\n<p>      Read more:<br \/>\n      <a href=\"https:\/\/theconversation.com\/irans-capital-faces-unprecedented-water-shortages-and-even-possible-evacuation-what-changes-could-help-269637\" rel=\"nofollow noopener\" target=\"_blank\">Iran&#8217;s capital faces unprecedented water shortages and even possible evacuation. What changes could help?<\/a><\/p>\n<p>In most major cities, a key burden comes from pollutants (such as nitrogen oxides, sulfur dioxide, and fine particulates produced by burning low-quality fuel) as well as outdated engines, and heavy industrial fuels <a href=\"https:\/\/www.petropexint.com\/mazut\/\" rel=\"nofollow noopener\" target=\"_blank\">such as mazut<\/a>. <\/p>\n<p>These toxic emissions accumulate in cities and directly contribute to respiratory disease, and <a href=\"https:\/\/www.thelancet.com\/journals\/lancet\/article\/PIIS0140-6736(02)11274-8\/fulltext\" rel=\"nofollow noopener\" target=\"_blank\">cardiovascular illness<\/a>. <a href=\"https:\/\/www.researchsquare.com\/article\/rs-7592559\/v1\" rel=\"nofollow noopener\" target=\"_blank\">Recent global satellite analyses<\/a>, which are currently being reviewed by the journal Nature Cities, suggest that most mega cities (population more than 10 million) with significant levels of nitrogen dioxide pollution in the lower atmosphere (the layer of air we breath) have cut pollution levels in recent years. <\/p>\n<p>            How Tehran\u2019s residents are coming with the drought.<\/p>\n<p>However, Tehran is among the few large cities worldwide where these concentrations have increased between 2019 and 2024.<\/p>\n<p>But combustion engines in old cars are only half the story. In many regions, a substantial share of PM\u2081\u2080 and PM\u2082.\u2085 (particles smaller than 10 micrometers and 2.5 micrometers which penetrate the lungs and bloodstream) now originates from dust and salt storms generated by shrinking lakes, rivers and wetlands. These particles can travel hundreds or even thousands of kilometres within hours, affecting cities far beyond their points of origin. <\/p>\n<p><a href=\"http:\/\/linkinghub.elsevier.com\/retrieve\/pii\/S0048969719347096\" rel=\"nofollow noopener\" target=\"_blank\">Our research<\/a>, on Lake Urmia \u2013 once the Middle East\u2019s <a href=\"https:\/\/www.nature.com\/articles\/d41586-024-01185-3\" rel=\"nofollow noopener\" target=\"_blank\">largest saltwater lake<\/a> \u2013 shows this clearly: as the lake bed dried, salt-laden dust plumes were capable of travelling hundreds of kilometres and even crossing national borders in less than 12 hours. This is a vivid illustration of how tightly Iran\u2019s water crisis is intertwined with its air-pollution crisis.<\/p>\n<p>Key causes of Iran\u2019s air pollution<\/p>\n<p><a href=\"https:\/\/documents1.worldbank.org\/curated\/en\/160681527012587818\/pdf\/126402-NWP-PUBLIC-Tehran-WEB-updated.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Iran\u2019s air-pollution problem<\/a> is not just a transport problem, a technological shortfall or a meteorological misfortune. It is fundamentally the predictable outcome of decades of government priorities, distorted incentives, and institutional inertia.<\/p>\n<p>First, <a href=\"https:\/\/www.atlanticcouncil.org\/blogs\/menasource\/feeding-the-water-mafia-sanctions-relief-and-irans-water-crisis\/\" rel=\"nofollow noopener\" target=\"_blank\">Iran\u2019s government priorities<\/a> have shaped a foreign policy that ultimately led to <a href=\"https:\/\/www.europarl.europa.eu\/thinktank\/en\/document\/EPRS_BRI(2025)777928\" rel=\"nofollow noopener\" target=\"_blank\">international sanctions<\/a> and deepened the country\u2019s economic and international isolation. <\/p>\n<p>This isolation has had direct environmental consequences. It restricts access to modern air\u2011quality monitoring systems, industrial filtration technologies, and low\u2011emission engines, while deterring the foreign investment needed to upgrade transport and industry.<\/p>\n<p>As a result, while <a href=\"https:\/\/www.researchsquare.com\/article\/rs-7592559\/v1\" rel=\"nofollow noopener\" target=\"_blank\">other countries<\/a> have reduced NO\u2082 and particulate pollution through cleaner technologies and tighter standards, Iran\u2019s options remain severely limited by the political choices that produced its isolation.<\/p>\n<p>Second, Iran\u2019s extremely <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S030142152300397X\" rel=\"nofollow noopener\" target=\"_blank\">low fuel prices<\/a>, sustained by immense subsidies, have made the national economy dependent on cheap energy, a key driver of the country\u2019s inefficient electricity generation and excessive <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0301421522004104\" rel=\"nofollow noopener\" target=\"_blank\">consumption<\/a>. Vehicles with fuel inefficiencies unimaginable elsewhere remain commercially viable. <\/p>\n<p>This is not an accidental policy outcome. It is part of a broader economic cycle in which subsidised fuel sustains outdated domestic car production and <a href=\"https:\/\/financialtribune.com\/node\/119439\" rel=\"nofollow noopener\" target=\"_blank\">high-emitting industries<\/a>, some of which are tied to powerful institutions whose financial interests depend on maintaining the status quo.<\/p>\n<p>Nitrogen oxide levels in Iran (tonnes):<\/p>\n<p>            <img decoding=\"async\" alt=\"A graph showing NO2 levels in Iran.\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2025\/12\/file-20251203-56-w868pr.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/p>\n<p>              World Bank data, <a class=\"license\" href=\"http:\/\/creativecommons.org\/licenses\/by\/4.0\/\" rel=\"nofollow noopener\" target=\"_blank\">CC BY<\/a><\/p>\n<p>Resetting national priorities<\/p>\n<p>Many countries have cut urban pollution through stricter emissions standards, cleaner transport, and integrated <a href=\"https:\/\/www.pnas.org\/doi\/10.1073\/pnas.2306200121\" rel=\"nofollow noopener\" target=\"_blank\">city planning<\/a>, but Iran cannot do this without addressing the structural forces driving its emissions. <\/p>\n<p>Reversing Iran\u2019s air-quality crisis requires a fundamental shift in <a href=\"https:\/\/x.com\/NimaShokri_GHI\/status\/1994522322011918481?s=20\" rel=\"nofollow\">government priorities<\/a>, placing environmental security and public health at the centre of policymaking. Iran\u2019s challenge is not technical capacity but distorted incentives and national priorities. Only by reducing <a href=\"https:\/\/www.nytimes.com\/2025\/09\/27\/world\/middleeast\/sanctions-iran-economy-snapback.html\" rel=\"nofollow noopener\" target=\"_blank\">international isolation<\/a>, strengthening transparency, and dismantling subsidy-driven distortions can Iran unlock the technologies and investment needed to clean its air.<\/p>\n<p>Once these structural barriers are addressed, real progress becomes possible.
