Adding pressure is a severe, <a href=\"https:\/\/www.cnn.com\/2025\/09\/23\/climate\/day-zero-drought-water-scarcity\" rel=\"nofollow noopener\" target=\"_blank\">climate change-fueled drought,<\/a> Iraq\u2019s worst in nearly a century.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwaz3ih00093b6n4zoif3bu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            At the same time, demand is increasing due to growing urban populations and a thirsty agricultural sector, which consumes more than 80% of Iraq\u2019s water resources.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmj7okae600003b6pwnu6tryy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Heavy rain and flash floods hit Iraq for several days this month, killing at least six people, according to the state-run Iraqi News Agency. However, Iraq\u2019s dams still face a large water shortage after years of low rainfall, the country\u2019s water resources ministry said in a statement Monday.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2025\/12\/gettyimages-2233026144.jpg\" alt=\"Traditional wooden fishing boats lie abandoned in dried-up marshes in Iraq's southern Basra province on September 4, 2025.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1067\" width=\"1600\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi7ou2vd00053b6n3lb14i53@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Approximately 60% of Iraq\u2019s water comes from sources in neighboring Turkey, yet the country is currently receiving less water compared to previous years, said Mukhtar Khamis, environmental expert and head of the Iraqi Green Climate Organization.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwb0v4e000c3b6nhkfrsc53@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Upstream dams on the two rivers, particularly those built by Turkey, are significantly restricting the flow of water to Iraq, he told CNN, resulting in a substantial reduction in water availability and worsening the country\u2019s ongoing water scarcity crisis.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwb0v4e000e3b6nggocmpub@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Years of corruption and mismanagement have also left Iraq in a vulnerable negotiating position when it comes to water-sharing agreements, experts said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi7ou2vd00083b6nbidvmc7k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            As its water crisis escalates, Iraq has entered a controversial cooperation deal with Turkey.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2025\/12\/gettyimages-2148010548.jpg\" alt=\"Turkey's President Recep Tayyip Erdogan, left, and Iraq's Prime Minister Mohammed Shia Al-Sudani shake hands in Baghdad on April 22, 2024.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1067\" width=\"1600\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwb3bvc000g3b6nhf6tdpjp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In November, the two countries formalized the multi-billion-dollar Water Cooperation Framework Agreement, under which Turkish firms will build new infrastructure to improve Iraq\u2019s water efficiency and storage. The projects will be financed with Iraqi oil revenues, effectively an attempt to convert the country\u2019s crude oil exports into water security.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwb3bvc000h3b6n36v7zthw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Under the deal, Iraq will sell an agreed number of barrels of oil each day, with the proceeds deposited into a fund to pay Turkish companies for work on water infrastructure projects, said Torhan al-Mufti, water affairs adviser to Iraqi Prime Minister Mohammed Shia Al-Sudani.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwaqt9v00003b6nkmq6i55k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Initial projects will include water harvesting dams and land reclamation initiatives, according to a Reuters <a href=\"https:\/\/www.reuters.com\/world\/middle-east\/iraq-turkey-sign-deal-iraqi-water-infrastructure-projects-2025-11-02\/\" target=\"_blank\" rel=\"nofollow noopener\">report<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwb5hsp000q3b6ncmtjtvaj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Ankara framed the initiative as mutually beneficial for regional stability and economic cooperation. \u201cWe in Turkey are keen to support Iraq\u2019s security, development, and safety, and our support is absolute for this,\u201d Turkish Foreign Minister Hakan Fidan said in Baghdad during the signing ceremony.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwb5hsp000r3b6ndufp1gt6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Iraq\u2019s Foreign Minister Fuad Hussein praised the deal as essential for protecting water security, food production, and economic stability. Baghdad had long been left vulnerable by the lack of formal treaties governing water from the Tigris and Euphrates, he said at the signing ceremony.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwb5hsp000s3b6ntnpfr0ju@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cFor the first time, there is a clear and binding mechanism for water sustainability in the Tigris and Euphrates,\u201d which commits both sides \u201cto maintaining continuous water flow based on Iraq\u2019s actual needs in agriculture, industry, and human consumption,\u201d government water adviser al-Mufti told CNN.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwb5hsp000t3b6n1n5nm4wl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The agreement, however, has drawn skepticism and concern from some Iraqi politicians and water experts.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2025\/12\/gettyimages-2187616291.jpg\" alt=\"An aerial picture shows Sinbad island and the Khaled bridge on the Shatt al-Arab waterway, formed at the confluence of the Euphrates and Tigris rivers, in Iraq's southern city of Basra on December 4, 2024.\" class=\"image__dam-img image__dam-img--loading\" onload=\"this.classList.remove('image__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1067\" width=\"1600\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi7ou2vd000m3b6nktx7x2iu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Shurook Alabayachi, a water policy expert and politician based in Baghdad, said water is a human right and should not be a commodity tied to oil revenues. She warned the deal with Turkey \u201cdeparts from internationally recognized principles of water diplomacy.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwbch7800173b6nt9qglk91@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It is not a solution to Iraq\u2019s water crisis, she said, calling instead for \u201ca long-term, sovereign, professional, and internationally aligned water policy,\u201d including reforming the country\u2019s agriculture sector.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwbch7800183b6nfc8ri6ge@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Some fear the deal could weaken Iraq\u2019s long-term control over its natural resources. Natasha Hall, a senior associate with the Center for Strategic and International Studies in Washington, DC,\u202fwarned that if Iraq becomes overly dependent on bilateral arrangements, its sovereignty could be jeopardized. She said the country will need more than an agreement with Turkey to deal with its water crisis but it could be a step in the right direction. However, she told CNN that some people worry that Turkey could \u201chave a very firm hold on its southern neighbor for the foreseeable future.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwbch7800193b6nxthqhjib@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Some have suggested the agreement is weighted in Turkey\u2019s favor. It grants it critical leverage over Iraq\u2019s most vital resource at a moment of vulnerability, said G\u00f6n\u00fcl Tol, founding director of the Middle East Institute\u2019s Turkey Program.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiyrhstj00053b6nns306j37@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Iraqi officials have pushed back on these criticisms. Water management will remain entirely under Iraqi sovereignty, al-Mufti told CNN.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwbch78001b3b6ne7g69xm6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Nevertheless, experts point to key advantages for Turkish President Recep Tayyip Erdogan. Tol said he sees the agreement as useful to shore up his domestic position \u2014 including remaining in power after the 2028 elections \u2014 as well as for regional diplomacy and energy security.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwbch78001c3b6n92uyun17@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The deal fits Erdogan\u2019s goal of expanding Turkey\u2019s influence across the Middle East and could also help with energy security, Tol added, noting that US President Donald Trump has urged Erdogan to stop buying Russian oil. \u201cIraqi oil, which is comparable in quality to Russian oil, has become a natural substitute,\u201d she said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwbch78001d3b6n88ulehn6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The Turkish government did not respond to CNN\u2019s request for comment.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmi7ou2vd00133b6nk521h3vz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For most Iraqis, the water crisis is not a policy debate or diplomatic tool but a daily struggle for survival. Al-Jash\u2019ami now works in a small shop selling construction materials.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwbf4xk001u3b6njo24goew@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Hussam Anizan, who comes from the outskirts of Fallujah, a city west of Baghdad, shares a similar story. His five-acre farm once produced dozens of crates of oranges every year, but the water crisis left him struggling financially, and he was forced to sell.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwbf4xk001v3b6np8q4ckak@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIrrigation became impossible,\u201d he told CNN. \u201cI needed to provide for my children.\u201d He now drives a taxi, while his former farmland has become a residential neighborhood. \u201cIt\u2019s very painful to see my land turned into houses. I was heartbroken when I sold my farm,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwbf4xk001w3b6nwtu61ps2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Both men blame years of government mismanagement and corruption for deepening the crisis. They say farmers across Iraq have been pushed into new lives they never wanted.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmiwbf65v001z3b6n3kcftpj0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Yet Anizan holds cautious optimism about the oil-for-water agreement. \u201cLet\u2019s see how this deal goes.
