And that will, of course, trigger significant changes in costs,\u201d Merz said at a conference of energy companies\u2019 corporate works councils in Berlin, news agency dpa reported in an <a href=\"https:\/\/www.n-tv.de\/politik\/Merz-will-offenbar-Ausbau-der-erneuerbaren-Energien-abbremsen-article26024134.html\" target=\"_blank\" rel=\"nofollow noopener\">article<\/a> published on ntv.<\/p>\n<p>Merz signalled that the monitoring report would be published next week by economy minister Katherina Reiche, also from the conservative <a href=\"https:\/\/www.cleanenergywire.org\/experts\/cdu-christian-democratic-union\" target=\"_blank\" rel=\"nofollow noopener\">CDU<\/a>. The government <a href=\"https:\/\/www.cleanenergywire.org\/factsheets\/qa-what-does-governments-reality-check-mean-germanys-energy-transition\" data-title=\"Q&amp;A: What does the government\u2019s \u201creality check\u201d mean for Germany\u2019s energy transition?\" rel=\"nofollow noopener\" target=\"_blank\">is reviewing key pillars<\/a> of the country&#8217;s energy transition to rein in rising energy system costs, and to align grid expansion with the rollout of renewables. <a href=\"https:\/\/www.cleanenergywire.org\/news\/growing-number-critics-warn-german-econ-ministrys-reality-check-could-slow-energy-transition\" target=\"_blank\" data-title=\"Growing number of critics warn German econ ministry\u2019s \u201creality check\u201d could slow energy transition\" rel=\"nofollow noopener\">Critics warn<\/a> the report risks undermining climate targets, slowing renewables expansion, and prolonging reliance on fossil fuels.<\/p>\n<p>Merz said that the monitoring report was largely complete and would be evaluated by minister Reiche next week. \u201cWe want to place the issue of security of supply in the context of grid expansion, the expansion of renewable energies, digitalisation and the ramp-up of hydrogen,\u201d the chancellor said.<\/p>\n<p>Merz reiterated that the report should form the basis for the coalition government&#8217;s policies going forward. \u201cI hope that we will manage it, and it will have consequences.\u201d<\/p>\n<p>The previous government made the faster rollout of wind power and solar <a href=\"http:\/\/www.cleanenergywire.org\/glossary\/letter_p#pv\" data-title=\"(Photovoltaik) Photovoltaic (PV) solar power systems use semiconductors to convert sunlight into electricity. In cooler climates like that in Germany, this is by far the most efficient way to harness the Sun\u2019s energy for the power system (in hotter environments, concentrated solar power that uses...\" class=\"lexicon-term\" rel=\"nofollow noopener\" target=\"_blank\">PV<\/a> a focus of its energy policy to pave the transition to low-carbon electricity, and make up for sluggish expansion in previous years. However, the growing share of renewables has increased the need for grid interventions, which increases system costs that are passed on to consumers.<\/p>\n<p>Minister Reiche previously\u00a0<a href=\"https:\/\/www.bundeswirtschaftsministerium.de\/Redaktion\/DE\/Reden\/2025\/rede-amtsantritt-katherina-reiche.html\" class=\"tooltipstered\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> that one major goal is to \u201cbetter align\u201d renewable energy buildout and electricity grid expansion. In her view, renewables development has proceeded in a way that neglected cost-efficiency.\u00a0\u201cWe must eliminate network bottlenecks before new capacity is added,\u201d the minister <a href=\"https:\/\/www.bundesregierung.de\/breg-de\/service\/newsletter-und-abos\/bulletin\/rede-der-bundesministerin-fuer-wirtschaft-und-energie-katherina-reiche--2363516\" class=\"tooltipstered\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a>. She has also <a href=\"https:\/\/youtu.be\/2dsQIG-do_Q?feature=shared&amp;t=2034\" class=\"tooltipstered\" rel=\"nofollow noopener\" target=\"_blank\">argued<\/a> that the high <a href=\"http:\/\/www.cleanenergywire.org\/glossary\/letter_g#grid_fees\" data-title=\"(Netzentgelte) Power suppliers must pay grid operators a \u2019grid fee\u2018 for the use of their network. This fee is ultimately passed on to the consumer. The fee covers infrastructure costs, invoicing, and metering, and includes various surcharges. Grid fee also covers the costs of operating the grid ...\" class=\"lexicon-term\" rel=\"nofollow noopener\" target=\"_blank\">grid fees<\/a> consumers pay to expand and maintain electricity networks are due to a \u201ccompletely unrealistic, completely exaggerated <a href=\"https:\/\/www.cleanenergywire.org\/factsheets\/germanys-greenhouse-gas-emissions-and-climate-targets\" target=\"_blank\" class=\"tooltipstered\" data-title=\"Germany\u2019s greenhouse gas emissions and energy transition targets\" rel=\"nofollow noopener\">renewable energy target<\/a>.\u201d<\/p>\n<p>Chancellor Merz now said the\u00a0expansion\u00a0of renewables could likely proceed more slowly, while security of supply could be achieved more quickly and reliably. \u201cIf we want to remain an industrialised country, we must have a secure energy supply. For the time being, at least, we cannot guarantee this with renewable energies alone.\u201d<\/p>\n<p>Germany <a href=\"https:\/\/www.cleanenergywire.org\/factsheets\/germanys-greenhouse-gas-emissions-and-climate-targets\" data-title=\"Germany\u2019s greenhouse gas emissions and energy transition targets\" rel=\"nofollow noopener\" target=\"_blank\">aims to bring<\/a> the renewable share in power consumption to 80 percent by 2030, and plans to have an almost climate-neutral power supply following the completion of its <a href=\"http:\/\/www.cleanenergywire.org\/glossary\/letter_c#coal_exit\" data-title=\"(Kohleausstieg) Germany has passed legislation (in 2020) to end coal-fired power generation by 2038 at the latest and agreed on a shutdown schedule for individual lignite power plants as well as compensation payments for operators. For hard coal, meanwhile, the coal exit law foresees auctions for...\" class=\"lexicon-term\" rel=\"nofollow noopener\" target=\"_blank\">coal exit<\/a>, which is meant to be completed by 2038 at the latest. Merz&#8217;s government also set up a special fund worth 500 billion euros in spring to finance infrastructure and climate neutrality projects over the next decade on the path to Germany&#8217;s 2045 target to achieve carbon-neutral economy.<\/p>\n<p>New gas power plants don\u2019t need to be \u201chydrogen-ready\u201d<\/p>\n<p>To secure undisturbed domestic electricity supply at times of little wind and sunshine, so-called Dunkelflaute periods, the government plans to construct gas power plants with a combined capacity of 20 gigawatts, with preparations for the highly anticipated tenders underway. Merz said the government\u2019s power plant strategy was finalised, adding the government was now in consultation with the European Commission, which has to greenlight the plans. \u201cWe assume that we will receive this approval,\u201d Merz said.<\/p>\n<p>The auctions that were already planned to take place under the previous government were meant to start before the end of 2025, but the economy ministry has no longer mentioned this timeline recently. It now says the auctions should start \u201cas soon as possible\u201d.<\/p>\n<p>The chancellor reiterated that his government <a href=\"https:\/\/www.cleanenergywire.org\/news\/government-cabinet-paves-way-carbon-capture-and-storage-germany\" target=\"_blank\" data-title=\"Government cabinet paves way for carbon capture and storage in Germany\" rel=\"nofollow noopener\">had reduced<\/a> the previous government\u2019s requirement that the new power stations must be capable of switching from natural gas to hydrogen from the start, to allow climate-neutral operation in the case of green hydrogen made with renewable electricity.<\/p>\n<p>\u201cNot everything has to be hydrogen-ready right away. I think we can also talk about an interim phase: that we first build gas-fired power stations and connect them to the grid,\u201d Merz said.<\/p>\n<p>However, Merz stressed that his government will pursue hydrogen as a technology, including the so-called <a href=\"https:\/\/www.cleanenergywire.org\/news\/germanys-core-hydrogen-network-buildout-key-efficient-electrolysis-location-report\" data-title=\"Germany\u2019s core hydrogen network buildout key for efficient electrolysis location \u2013 report\" rel=\"nofollow noopener\" target=\"_blank\">core hydrogen grid<\/a> of pipelines to connect supply to industry users. \u201cThe hydrogen core network is an important project for the future, including for the federal government I lead,\u201d Merz said. \u201cWe must now pragmatically continue to drive forward the ramp-up and then implement the hydrogen projects step by step.\u201d<\/p>\n<p>Merz renewed his government\u2019s commitment to <a href=\"https:\/\/www.cleanenergywire.org\/factsheets\/germanys-greenhouse-gas-emissions-and-climate-targets\" data-title=\"Germany\u2019s greenhouse gas emissions and energy transition targets\" rel=\"nofollow noopener\" target=\"_blank\">domestic and EU climate targets<\/a>. \u201cThe government stands by its climate targets, both those we have set ourselves nationally and those we have agreed at European level.
