The road to success is looking steeper than ever.<\/p>\n<p>The City Council has formally acknowledged the city is not on track to hit the climate milestone. The admission came <a href=\"https:\/\/sanjose.legistar.com\/View.ashx?M=F&amp;ID=14958300&amp;GUID=ABB43556-993C-44A5-8F37-DB840DD0AAB5\" rel=\"nofollow noopener\" target=\"_blank\">as part of an administrative update<\/a>, approved Dec. 2, to the city\u2019s plan to cut down carbon emissions, known as Climate Smart San Jose. It reflects San Jose\u2019s most recent greenhouse gas inventory, which found emissions actually increased slightly between 2021 and 2023.<\/p>\n<p>\u201cThat should be a wake up call for all of us that our 2030 carbon neutrality goals are not just going to happen \u2014 that we\u2019re going to have to keep working for them and find ways to push even further,\u201d District 4 Councilmember David Cohen said during the Dec. 2 meeting.<\/p>\n<p>The stalled progress comes as a disappointing reversal after <a href=\"https:\/\/sanjosespotlight.com\/san-jose-is-one-of-the-nations-greenest-cities\/\" rel=\"nofollow noopener\" target=\"_blank\">the gains achieved<\/a> in the first few years following the launch of the Climate Smart plan in 2018. Between the 2017 benchmark year and 2021, San Jose managed to cut its overall emissions by about 16%.<\/p>\n<p>But as of 2023, the city\u2019s greenhouse gas emissions stood at roughly 5 million metric tons of carbon dioxide equivalent, according to city data. That\u2019s 0.2% higher than 2021 emissions.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-226098 size-large\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/01\/GHG-CHART-2--1024x384.png\" alt=\"\" width=\"1024\" height=\"384\"\/>San Jose\u2019s carbon emissions ticked up slightly between 2021 and 2023, according to a presentation included in a recent update to the city\u2019s emission reduction plan. Image courtesy of San Jose.<\/p>\n<p>The slowdown means the city is now significantly behind where it would need to be to reach carbon neutrality by 2030. <a href=\"https:\/\/sanjosespotlight.com\/how-san-jose-plans-to-be-carbon-neutral-in-nine-years\/\" rel=\"nofollow noopener\" target=\"_blank\">City leaders first adopted that goal in 2021<\/a>, a decision that set a significantly more ambitious timeline for San Jose than the targets first adopted by the program. Despite the slowdown, the city remains on track to reach those somewhat more modest original targets, officials said.<\/p>\n<p>Linda Hutchins-Knowles, co-founder of local climate advocacy group Mothers Out Front Silicon Valley, called San Jose\u2019s stagnating emission reductions \u201calarming.\u201d<\/p>\n<p>\u201cI\u2019m not surprised that we aren\u2019t on track,\u201d Hutchins-Knowles told San Jos\u00e9 Spotlight. \u201cBut what I am surprised about is that we\u2019re actually going backwards.\u201d<\/p>\n<p>The city\u2019s recent Climate Smart plan update noted San Jose has so far <a href=\"https:\/\/sanjosespotlight.com\/san-jose-climate-goals-pivot-from-leaf-blowers\/\" rel=\"nofollow noopener\" target=\"_blank\">launched more than 40 initiatives intended to reduce emissions<\/a>. They include a rebate program to support the transition to electric home appliances like heat pumps, an initiative deploying hundreds of e-bikes across the city and a pilot effort that has already installed dozens of charging stations for electric cars.<\/p>\n<p>Perhaps most impactful, the city established San Jose Clean Energy in 2019, a city-run energy program that provides hundreds of thousands of customers with electricity generated from 95% carbon-free sources.<\/p>\n<p>\u201cI think the city has done a really good job at plucking that low hanging fruit,\u201d Hutchins-Knowles said. \u201cWhere we\u2019re at now is having to really look at things that are not so easy to accomplish.\u201d<\/p>\n<p>The city faces an array of daunting targets if it wants to get back on track with its 2030 goal. As one example, San Jose\u2019s emission reduction plan calls for boosting the use of electric vehicles in the city to a rate of 79%. But as of 2024, that figure stood at just 8%, according to city data.<\/p>\n<p>\u201cIt was an ambitious target,\u201d <a href=\"https:\/\/sanjosespotlight.com\/san-jose-residents-to-get-rebates-on-energy-bill\/\" rel=\"nofollow noopener\" target=\"_blank\">Energy Department<\/a> Assistant Director Zachary Struyk told San Jos\u00e9 Spotlight. \u201cNo one else is doing carbon zero by 2030.\u201d<\/p>\n<p>Struyk, whose agency oversees the Climate Smart program, said a variety of factors have combined to make emission reduction efforts more challenging. He noted that electricity costs have risen substantially in recent years and the added price pressure has discouraged some residents from purchasing electric appliances or vehicles. In addition, Struyk also pointed to growing pains within the still nascent industries that support electrification work, as well as the decline in public transit ridership that occurred in the immediate aftermath of the COVID-19 outbreak.<\/p>\n<p>The Energy Department is drawing up a list of proposals intended to speed up San Jose\u2019s emission reduction efforts, Struyk said. Those proposals could go before council as soon as next summer.<\/p>\n<p>But climate advocates see signs San Jose\u2019s once urgent <a href=\"https:\/\/sanjosespotlight.com\/where-do-san-jose-mayoral-candidates-cindy-chavez-matt-mahan-stand-on-the-environment\/\" rel=\"nofollow noopener\" target=\"_blank\">commitment to cutting emissions<\/a> is now falling by the wayside.<\/p>\n<p>Hutchins-Knowles pointed to a September council vote that scuttled <a href=\"https:\/\/sanjose.legistar.com\/View.ashx?M=F&amp;ID=14728845&amp;GUID=C7F67B65-D156-4830-B5D7-551895311038\" rel=\"nofollow noopener\" target=\"_blank\">a pair of climate measures<\/a>. The proposals would have created new code requirements intended to hasten the adoption of electric heat pumps and the installation of electric-ready wiring in San Jose homes. But following warnings from some councilmembers that the requirements would create major financial burdens for homeowners, the proposals failed to pass on a 5-5 tie vote \u2014 District 6 Councilmember Michael Mulcahy was absent.<a href=\"https:\/\/cta-na2.hubspot.com\/web-interactives\/public\/v1\/track\/redirect?encryptedPayload=AVxigLKaZHtfyHgeE3jDkYDbM10cLoyrDSokOyi%2FB6AFtdudACXfiM4RSBu0QLJZFJ%2F3S4FhbsKb%2BkV2obmvBMfAvaYh5favjKBhnHtlqcgIm4Hed6nWP%2FU%2BH5E1rnEZOyYp1m5pnaxw7uQXSNSHSobYT2OZpqE9%2BVeipYiqa7Aq1pHjj0pdTP0Fez5AyEx3BUi%2BdIno8dj%2FXQ%3D%3D&amp;webInteractiveContentId=184632509590&amp;portalId=44356355\" target=\"_blank\" rel=\"noopener nofollow\"><br \/><img decoding=\"async\" class=\"aligncenter\" style=\"height: 100%; width: 100%; object-fit: fill;\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/01\/interactive-184632509590.png\" alt=\"Keep our journalism free for everyone!\"\/><\/a>Calvin Sridhara, a 10th grader at Leland High School and a member of Silicon Valley Youth Climate Action, also expressed alarm at the city\u2019s slowing progress.<\/p>\n<p>\u201cAs a young person, this plateau feels especially serious because we will live with the consequences the longest,\u201d Sridhara told San Jos\u00e9 Spotlight. \u201cCity leadership needs to recognize that their current pace is no longer enough and be willing to reengage with this 2030 zero emissions goal.
