{"id":236267,"date":"2026-01-16T11:31:14","date_gmt":"2026-01-16T11:31:14","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/236267\/"},"modified":"2026-01-16T11:31:14","modified_gmt":"2026-01-16T11:31:14","slug":"first-offshore-oil-and-gas-exploration-permit-since-ban-under-official-consideration-2","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/236267\/","title":{"rendered":"First offshore oil and gas exploration permit since ban under official consideration"},"content":{"rendered":"<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/01\/4NBG2VL_copyright_image_196529.jpeg\" width=\"1050\" height=\"656\" alt=\"Southern Star Oil rig platform at sunset with  Mt Taranaki in the background\"\/><\/p>\n<p class=\"photo-captioned__information\">\nAn oil rig off the coast of Taranaki.<br \/>\nPhoto: Supplied\n<\/p>\n<p>An Australian firm incorporated weeks before New Zealand&#8217;s offshore oil and gas ban ended will have its application for an exploration permit considered uncontested.<\/p>\n<p>EnZed Energy is the first company to apply for a petroleum exploration permit since the 2018 ban, <a href=\"https:\/\/www.rnz.co.nz\/news\/political\/574094\/government-reopens-oil-and-gas-exploration-nationwide-greens-decry-climate-fire\" rel=\"nofollow noopener\" target=\"_blank\">which was overturned by the government last year<\/a>.<\/p>\n<p>It applied for a block off the coast of Taranaki last October, triggering a three-month competitive process where other companies could also apply to explore in the same area.<\/p>\n<p>However, the competitive window closed at 5pm on Friday with no other applicants published on the Ministry for Business Innovation and Employment&#8217;s (MBIE) website.<\/p>\n<p>Despite the lack of competitors, the permit is not guaranteed. MBIE confirmed it would now complete a full assessment of the application, which would include the work programme EnZed Energy submitted, along with the company&#8217;s technical and financial capability, its compliance history and its ability to meet health and safety and environmental requirements.<\/p>\n<p>MBIE would also consult with other relevant government agencies, such as the Department of Conservation, and mana whenua.<\/p>\n<p>Resource markets general manager Katherine MacNeill said there was no legal timeframe, but MBIE expected the process to take about six months.<\/p>\n<p>A fast-tracked seabed mining application in a similar area, off the coast of P\u0101tea and Hawera, <a href=\"https:\/\/www.rnz.co.nz\/news\/national\/529660\/not-in-the-best-interest-for-patea-locals-protest-seabed-mining-in-taranaki\" rel=\"nofollow noopener\" target=\"_blank\">has been strenuously opposed by some locals<\/a>, including Te Runanga O Ng\u0101ti Ruanui.<\/p>\n<p>The block EnZed Energy is interested in also significantly overlaps with the <a href=\"https:\/\/www.doc.govt.nz\/nature\/habitats\/marine\/other-marine-protection\/west-coast-north-island\/\" rel=\"nofollow noopener\" target=\"_blank\">West Coast North Island Marine Mammal Sanctuary<\/a>, which prohibits seismic surveying in almost all circumstances.<\/p>\n<p>However, the <a href=\"https:\/\/www.nzpam.govt.nz\/assets\/Uploads\/proposed-work-programmes\/proposed-work-programme-61434.01.pdf\" rel=\"nofollow noopener\" target=\"_blank\">work programme submitted by the company<\/a> said it would reinterpret the data from previous seismic surveys in the area, with no new surveying planned.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/01\/4JUPKMY_naki_jpg.jpeg\" width=\"1050\" height=\"731\" alt=\"A map showing the block (in purple) that EnZed Energy has applied to explore for oil and gas.\"\/><\/p>\n<p class=\"photo-captioned__information\">\nThe block EnZed Energy has applied to explore for oil and gas is shown in purple.<br \/>\nPhoto: Screenshot (NZPAM)\n<\/p>\n<p>Resources minister Shane Jones said last year that overturning the offshore ban was necessary to shore up the country&#8217;s medium-term energy security.<\/p>\n<p>But the reversal was condemned by climate advocates, and energy resources experts and even gentailers <a href=\"https:\/\/www.rnz.co.nz\/news\/national\/582138\/households-ponder-future-of-gas-as-supply-dwindles\" rel=\"nofollow noopener\" target=\"_blank\">have warned a large new find is unlikely<\/a>.<\/p>\n<p>University of Waikato law professor Barry Barton, who specialises in energy and natural resources law, said even if EnZed Energy was granted a permit, it could be years before any explorative drilling happened &#8211; if at all.<\/p>\n<p>&#8220;Quite often the first couple of years is desk work, analysis, reinterpretation, and that&#8217;s what the company is offering here &#8211; to take existing seismic work and reevaluate it.<\/p>\n<p>&#8220;That would then lead to a decision about whether they&#8217;re actually going to drill an exploration well.&#8221;<\/p>\n<p>Even if the company found something, there was no guarantee they would pursue it, Barton said.<\/p>\n<p>&#8220;Bringing an offshore drilling rig to New Zealand is hideously expensive, so that may or may not happen.&#8221;<\/p>\n<p>In recent decades, contending with New Zealand&#8217;s geology had not been &#8220;terribly attractive&#8221; to many companies, he said.<\/p>\n<p>&#8220;The oil and gas ban obviously would not have helped, but the fact that the ban has been lifted doesn&#8217;t necessarily mean that the geological circumstances have changed.&#8221;<\/p>\n<p>A permit for part of the area was surrendered in 2016 <a href=\"https:\/\/www.rnz.co.nz\/news\/bites\/299762\/joint-venture-bails-out-of-oil-hunt\" rel=\"nofollow noopener\" target=\"_blank\">after the permit-holders decided it was uneconomic to proceed<\/a>.<\/p>\n<p>There could be other reasons why no other companies had expressed interest, Barton said.<\/p>\n<p>&#8220;It&#8217;s also possible that companies could be waiting for the gas security fund that the government has announced to kick in.&#8221;<\/p>\n<p>The $200 million &#8216;co-investment&#8217; fund, which was announced in last year&#8217;s Budget and extended in November to include extraction of natural gas from existing fields, <a href=\"https:\/\/www.beehive.govt.nz\/release\/gas-security-fund-seek-expressions-interest\" rel=\"nofollow noopener\" target=\"_blank\">opened to expressions of interest this week<\/a>.<\/p>\n<p>The swift rise in natural gas prices, as reserves depleted faster than expected, could also make exploration more attractive, Barton said.<\/p>\n<p>&#8220;There will be niches, there will be geological plays that someone spots that nobody else had noticed or nobody else had thought was worth pursuing,&#8221; he said.<\/p>\n<p>&#8220;It may not be on a huge scale, but you can&#8217;t eliminate those possibilities completely.&#8221;<\/p>\n<p>EnZed Energy was registered in Australia on 23 August, 2025, one month before oil and gas exploration applications were re-opened. It shares some governance, including directors, and a shared premises with Australian Carbon Vault, a carbon capture and storage (CCUS) firm.<\/p>\n<p>CCUS involves capturing the carbon dioxide created during the extraction process at its source, condensing it and storing it deep underground &#8211; allowing companies to offset other emissions.<\/p>\n<p>However, the government has only recently begun developing regulations for the technology, and the only planned scheme, at Kapuni gas field, <a href=\"https:\/\/www.rnz.co.nz\/news\/political\/580084\/cancelled-kapuni-carbon-storage-scheme-scrapped-from-national-emissions-plan\" rel=\"nofollow noopener\" target=\"_blank\">fell over last year<\/a>.<\/p>\n<p>EnZed Energy&#8217;s work programme does not mention carbon capture.<\/p>\n<p>The company did not reply to emails and phone messages from RNZ seeking comment about its plans.<\/p>\n<p><a href=\"https:\/\/radionz.us6.list-manage.com\/subscribe?u=211a938dcf3e634ba2427dde9&amp;id=b3d362e693\" rel=\"nofollow noopener\" target=\"_blank\">Sign up for Ng\u0101 Pitopito K\u014drero<\/a>, a daily newsletter curated by our editors and delivered straight to your inbox every weekday.<\/p>\n","protected":false},"excerpt":{"rendered":"An oil rig off the coast of Taranaki.
