New incident reports from the Minneapolis police and fire departments, along with transcripts of 911 calls, provide new details about the fatal shooting<\/a> of 37-year-old Renee Good last week in Minneapolis<\/a> by an Immigration and Customs Enforcement (ICE) officer.<\/p>\n

According to a Minneapolis<\/a> fire department incident report obtained by the Guardian, along with police records and 911 transcripts, paramedics arrived at the scene at about 9.42am on 7 January and found Good \u201cunresponsive\u201d in the driver\u2019s seat of her car, \u201cwith blood on her face and torso\u201d.<\/p>\n

The report states that paramedics removed Good from the car and reported that she was \u201cunresponsive, not breathing, with inconsistent, irregular, thready pulse activity\u201d.<\/p>\n

According to the report, paramedics identified two \u201capparent gunshot wounds\u201d to the right side of her chest, another apparent gunshot wound \u201cto the patient\u2019s left forearm\u201d, and a \u201cpossible gunshot wound with protruding tissue on the left side of the patient\u2019s head\u201d. The report also notes that she had \u201cdilated pupils\u201d and blood \u201cdischarging\u201d from her left ear.<\/p>\n

According to the report, responders moved Good down the block \u201cfor a more workable scene, better access for ambulances, and separation from an escalating scene involving law enforcement and bystanders\u201d.<\/p>\n

Paramedics began performing chest compressions and applied a tourniquet to Good\u2019s left arm before transporting her to a nearby hospital. The report states that CPR was continued during transport.<\/p>\n

Upon arrival at the hospital, the report states that paramedics continued chest compressions while hospital staff \u201cassumed airway and ventilation responsibilities\u201d. According to the report, \u201cresuscitative efforts were discontinued at approximately 10.30am\u201d.<\/p>\n

The Guardian also obtained transcripts of multiple 911 calls related to the shooting. Records show that the first call to 911 came in at about 9.38am on 7 January, roughly one minute<\/a> after the shots were fired.<\/p>\n

In one call, a caller told the dispatcher that there were \u201ca bunch of ICE agents on 33rd and Portland, they just shot a lady point-blank range in her car\u201d.<\/p>\n

When asked if the woman had been shot, the caller responded: \u201cShe\u2019s fuckin\u2019 dead. They fuckin\u2019 shot her.\u201d<\/p>\n

Later in the call, the same caller said: \u201cThere\u2019s 15 ICE agents and they shot her, like, \u2019cause she wouldn\u2019t open her car door.\u201d<\/p>\n

Another caller reported witnessing \u201cfired shots into a car\u201d and told the dispatcher that \u201cICE fired shots into her windshield.\u201d<\/p>\n

Asked whether anyone had been hit, the caller, who told the dispatcher that they were now across the street, responded: \u201cYes, bleeding.\u201d<\/p>\n

Describing the incident, the caller said: \u201cI saw an ICE officer fired two shots through her windshield into the driver. She tried to drive away but crashed into the nearest vehicle that was parked.<\/p>\n

\u201cI saw blood all over the driver, then the partner who was trying to provide assistance,\u201d the caller said.<\/p>\n

The dispatcher responded that help was on the way.<\/p>\n

A separate 911 call appears to have come from someone who said they were calling on behalf of federal officers at the scene, requesting assistance from EMS and local police.<\/p>\n

\u201cWe had officers stuck in a vehicle and we had agitators on scene,\u201d the caller said, adding that there had been \u201cshots fired by our locals\u201d.<\/p>\n

The caller said that they did not have a description of the shooter, and they were \u201cjust trying to get assistance\u201d.<\/p>\n

When asked by the operator where they were getting the information from, the caller said it was \u201cfrom our local joint operation command center\u201d, adding that \u201cthe officers on scene are relaying to us to get in contact with you guys\u201d.<\/p>\n

The dispatcher told the caller that \u201cwe have help on the way\u201d.<\/p>\n

The documents viewed by the Guardian also include communications among law enforcement and emergency personnel.<\/p>\n

At 9.47am local time, a message read: \u201cNEED CROWD CONTROL AND AREA BLOCKED OFF.\u201d<\/p>\n

Three minutes later another message stated, \u201cCROWD NEEDS TO BE MOVED BACK,\u201d followed seconds later by: \u201cCROWD GETTING HOSTILE.\u201d<\/p>\n

At 10.04am, roughly 15 minutes after the shooting, messages stated that the \u201cAGENT THAT FIRED IS NO LONGER ON THE SCENE\u201d and \u201cHAS BEEN TRANSPORTED TO FEDERAL BLDG\u201d.<\/p>\n

At 10.07am, a message read: \u201cCONTACT WHO IS IN CHARGE OF FEDS AND HAVE THEM LEAVE SCENE.\u201d<\/p>\n

At 10.20am, a message described the crowd as \u201cGETTING MORE AGITATED\u201d and, several minutes later, the communications stated that there was a \u201cCROWD OF 20\u201d attempting to \u201cSURROUND OFCRS\u201d.<\/p>\n

At 11:01am, the communications stated: \u201cICE BEING SURROUNDED.\u201d<\/p>\n

And then at 11.20, it stated that \u201cALL ICE AGENTS HAVE LEFT SCENE\u201d and about 18 minutes later it added: \u201cCROWD CALMED DOWN NOW THAT ICE IS GONE.\u201d<\/p>\n

Trump administration officials, including Donald Trump himself, have claimed that the agent who shot and killed Good, identified as Jonathan Ross, acted in self-defense<\/a>, and they have accused Good of trying to \u201crun him over\u201d<\/a>.<\/p>\n

That account of the incident has been widely disputed<\/a> by local and state leaders in Minnesota as well as by eyewitnesses. Video footage<\/a> of the shooting appears to show Good\u2019s vehicle turning away from the officer as he opened fire.<\/p>\n

Good\u2019s killing has sparked protests<\/a> in Minneapolis and in other cities across the US. And on Thursday, Trump threatened<\/a> to invoke the Insurrection Act in Minnesota in response to the protests against federal immigration enforcement operation, as Minnesota\u2019s governor, Tim Walz, a Democrat, urged demonstrators in Minneapolis to be peaceful amid escalating tensions there.<\/p>\n

The Trump administration announced this week that it was deploying \u201chundreds more\u201d<\/a> federal agents to Minneapolis to support the ICE agents there.<\/p>\n
