from 0.25 to 0.75 per centThe upper deeming rate: Increase from 2.25 to 2.75 per cent

“We’ll automatically apply the new deeming rates if you have deemed income,” Services Australia’s website says.

What is deeming?

It’s part of the income test for Centrelink payments, including the age pension.

Deeming is a set of rules the government uses to work out how much income people earn from their financial assets — things like shares, superannuation, and bank accounts.

It assumes people receive a set income from the interest on those investments, whether they actually get that much or not.

But here’s the kicker: if your investment return is higher than the deemed rate, the government doesn’t count that extra money as part of your income.

That means anything you earn above that rate isn’t counted in the income test for the age pension.

And this means the lower the deeming rate, the more people can earn from their investments without it affecting their pension payments.

<img of a staged return to what the rates were before the COVID pandemic.

Here’s how it was explained in a media release from Social Services Ministers Tanya Plibersek and Ged Kearney:

“Deeming rates were frozen at artificially low levels as an emergency COVID-19 measure and the Albanese government extended the freeze to help shield age pensioners and other income support recipients while the economy recovered.

“Social security recipients impacted by deeming saved around $1.8 billion as a result.

“As Australians begin to feel the positive impacts of inflation easing, the government will now gradually return deeming rates to pre-pandemic settings — that is, to reflect rates of return that pensioners and other payment recipients can reasonably access on their investments.”

How could the deeming increase impact retirees?

It could reduce some pensioners’ payments, Professor Thorp wrote for the Conversation.

In terms of how things could change after Saturday, she gave the example of a single, home-owning age pensioner.

“The savings and investments that a single pensioner can hold and still get the full pension under the income means test will be lower, because the rules will treat them as earning more income,” Professor Thorp wrote.

“In addition, the reductions in the pension as financial assets rise will be a bit larger.

“For every $10,000 in savings and investments above $210,000, the pension will be lowered by $7, since those extra savings will be deemed to earn more than under the pre-announcement rules.”

Australians receiving the aged pension could end up with slightly more money in their pockets when Centrelink
