Kevin currently serves as the Shepard Family Distinguished Visiting Fellow in Economics at the Hoover Institution, and Lecturer at the Stanford Graduate School of Business. He is a Partner of Stanley Druckenmiller at Duquesne Family Office LLC. Kevin received his A.B. from Stanford University, and J.D. from Harvard Law School.<\/p>\n<p>He has conducted extensive research in the field of Economics and Finance. Kevin issued an Independent Report to the Bank of England proposing reforms in the conduct of Monetary Policy in the United Kingdom. Parliament adopted the Report\u2019s recommendations.<\/p>\n<p>Kevin Warsh became the youngest Fed Governor, ever, at 35, and served as a Member of the Board of Governors of the Federal Reserve System from 2006 until 2011, as the Federal Reserve\u2019s Representative to the Group of Twenty (G-20), and as the Board\u2019s Emissary to the Emerging and Advanced Economies in Asia. Warsh has expressed interest in shrinking the Fed balance sheet as a means to ensure the bank\u2019s independence from policymakers. That could drive some volatility in the rates market that spills into equities and credit spreads.\u201d<\/p>\n<p><a href=\"mailto:?subject=Wall Street opens lower after Trump nominates Kevin Warsh as next Fed chair \u2013 business live&amp;body=https:\/\/www.theguardian.com\/business\/live\/2026\/jan\/30\/trump-federal-reserve-chair-nominee-eurozone-gdp-french-economy-slows-business-live-news-updates?CMP=share_btn_url&amp;page=with%3Ablock-697cbf7d8f08047263ede243#block-697cbf7d8f08047263ede243\" type=\"button\" class=\"dcr-1mulgdf\">Share<\/a><\/p>\n<p>Updated at\u00a009.41 EST<\/p>\n<p class=\"dcr-130mj7b\">There\u2019s now a \u201csignificant uphill battle\u201d between the nomination of Kevin Warsh and the end goal of aligning the <a href=\"https:\/\/www.theguardian.com\/business\/federal-reserve\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Federal Reserve<\/a> to the White House, argues George Lagarias, chief economist at Forvis Mazars.<\/p>\n<p>\u201cFirst, the Senate approval hurdle needs to be overcome. Not only will Mr Warsh need to prove that he will maintain the Fed\u2019s independence in front of the Senate, contrary to expectations and previous statements, but he will have to navigate through Republican Senator Tom Tillis\u2019s block threat, due to the Department of Justice\u2019s investigation of the US central bank.<\/p>\n<p>\u201cAssuming those hurdles are cleared, then the position itself is in question. For a Fed Chair to be installed, a position needs to be vacated. If, however, Jerome Powell decides to stay as a Fed Board member until 2028, then the only position available will be that of Stephen Miran, the President\u2019s man on the Board.<\/p>\n<p>\u201cEven if a solution is reached, and Mr Warsh is sworn in, we\u2019d still have to wait and see how he could sway enough independent governors to align with the White House and vote for sharp rate cuts, even as inflation remains persistent. The Fed Chair\u2019s power is to set the agenda and speak for the Fed. Otherwise, he\u2019s just one vote.<\/p>\n<p>\u201cAnd we yet don\u2019t know whether that would be his inclination at all. Warsh was a substitute speaker as the first choice cancelled to become prime minister (<a href=\"https:\/\/www.theguardian.com\/world\/2025\/mar\/14\/mark-carney-sworn-in-as-canadian-prime-minister-amid-us-trade-war\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">of Canada, presumably?<\/a>).<\/p>\n<p class=\"dcr-130mj7b\">In the speech, Warsh argued that the predominant risk to the economy come from choices made inside the four walls of our most important economic institutions.<\/p>\n<p class=\"dcr-130mj7b\">He called for significant improvement in the governance regime, saying:<\/p>\n<p>This historic place \u2013 the convening chambers of the IMF and the World Bank \u2013is a fitting venue. After World War II, an economic and security commons led by the United States advanced the interests of freedom and liberty for much of the 20th century. 1 It included consequential roles for many of the nations and institutions represented in this room.<\/p>\n<p>The 21st century, however, has been decidedly less kind, especially to the least well-off among our citizens. Shocks, economic and geopolitical, have been fierce and frequent. Key economic institutions that served us well for decades have fallen short of their promises. Absent fundamental reform, we should question if their high summer is past.<\/p>\n<p class=\"dcr-130mj7b\">He then went on to criticise \u2018institutional drift\u2019 at the Fed, claiming it has \u201cacted more as a general-purpose agency of government than a narrow central bank\u201d.<\/p>\n<p class=\"dcr-130mj7b\">And he argued that the current Fed policy of \u2018data dependence\u2019 has little real value, while also slamming its near-term forecasting:<\/p>\n<p class=\"dcr-130mj7b\">As Warsh put it:<\/p>\n<p>Once policymakers reveal their economic forecast, they can become prisoners of their own words. Fed leaders would be well-served to skip opportunities to share their latest musings. The swivel chair problem, rhetorically waxing and waning with the latest data release, is common and counter-productive.<\/p>\n<p class=\"dcr-130mj7b\">And finally, he rubbished the Fed\u2019s \u201cforward-guidance\u201d, saying:<\/p>\n<p>Moving markets with rolling Fed incantations is tempting, but unhelpful to the Fed\u2019s deliberations, and ultimately, to its mission. The central bank should find new comfort in working without applause and without the audience at the edge of its seats.<\/p>\n<p><a href=\"mailto:?subject=Wall Street opens lower after Trump nominates Kevin Warsh as next Fed chair \u2013 business live&amp;body=https:\/\/www.theguardian.com\/business\/live\/2026\/jan\/30\/trump-federal-reserve-chair-nominee-eurozone-gdp-french-economy-slows-business-live-news-updates?CMP=share_btn_url&amp;page=with%3Ablock-697ca3f88f08047263ede096#block-697ca3f88f08047263ede096\" type=\"button\" class=\"dcr-1mulgdf\">Share<\/a><\/p>\n<p class=\"dcr-130mj7b\">Luke Bartholomew, deputy chief economist at Aberdeen Investments, calls Warsh a \u2018credible\u2019 choice:<\/p>\n<p>\u201cWarsh\u2019s experience on the Fed, where he developed a reputation as a very competent crisis fighter with a good understanding of financial markets, and long track record of independent thought about monetary policy, means he is a credible nomination.<\/p>\n<p>As chair, he will almost certainly push for lower interest rates, consistent with our forecast of two 25bps cuts later this year. But he is unlikely to make much progress in shifting the Fed\u2019s operating framework and shrinking its balance sheet, taking much of the potentially hawkish sting out of his tail.\u201d<\/p>\n<p><a href=\"mailto:?subject=Wall Street opens lower after Trump nominates Kevin Warsh as next Fed chair \u2013 business live&amp;body=https:\/\/www.theguardian.com\/business\/live\/2026\/jan\/30\/trump-federal-reserve-chair-nominee-eurozone-gdp-french-economy-slows-business-live-news-updates?CMP=share_btn_url&amp;page=with%3Ablock-697cb0458f0850553fc2c125#block-697cb0458f0850553fc2c125\" type=\"button\" class=\"dcr-1mulgdf\">Share<\/a>ABN Amro: Warsh confirmation &#8216;may take some time&#8217; given Tillis block threat<\/p>\n<p class=\"dcr-130mj7b\">Kevin Warsh \u201cseems a relatively benign pick\u201d when it comes to the issue of Fed independence front, argues ABN Amro\u2019s senior US economist Rogier Quaedvlieg.<\/p>\n<p>He is not clearly in camp Trump, and despite having a different view on monetary policy compared to the consensus of the FOMC over the past years, we don\u2019t see this nomination as a further attack on the Fed\u2019s independence.<\/p>\n<p>It remains important to realize that interest rates are set by a majority vote of a 12-member Committee, and the Chair\u2019s power to influence consensus has limits. Until then, confirmation of Warsh may take some time, with Senator Thom Tillis, a member of the banking committee, saying that he will block any nominee until the subpoenas for current chair Powell have been resolved (<a href=\"https:\/\/www.theguardian.com\/business\/live\/2026\/jan\/30\/trump-federal-reserve-chair-nominee-eurozone-gdp-french-economy-slows-business-live-news-updates?page=with%3Ablock-697caecb8f0850553fc2c11c#block-697caecb8f0850553fc2c11c\" rel=\"nofollow noopener\" target=\"_blank\">see earlier post<\/a>).<\/p>\n<p>Out of the four shortlisted candidates, we see Warsh as the most likely of still being confirmed relatively quickly.<\/p>\n<p><a href=\"mailto:?subject=Wall Street opens lower after Trump nominates Kevin Warsh as next Fed chair \u2013 business live&amp;body=https:\/\/www.theguardian.com\/business\/live\/2026\/jan\/30\/trump-federal-reserve-chair-nominee-eurozone-gdp-french-economy-slows-business-live-news-updates?CMP=share_btn_url&amp;page=with%3Ablock-697cafb58f0850553fc2c121#block-697cafb58f0850553fc2c121\" type=\"button\" class=\"dcr-1mulgdf\">Share<\/a><\/p>\n<p class=\"dcr-130mj7b\">Thom Tillis, a senator from North Carolina, is sticking with his pledge to block all <a href=\"https:\/\/www.theguardian.com\/business\/federal-reserve\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Federal Reserve<\/a> nominations until the Department of Justice investigation into Fed chair Jerome Powell is concluded.<\/p>\n<p class=\"dcr-130mj7b\">Posting on X, Tillis \u2013 a member of the banking committee that oversees Fed appointments \u2013 says:<\/p>\n<p>Kevin Warsh is a qualified nominee with a deep understanding of monetary policy. However, the Department of Justice continues to pursue a criminal investigation into Chairman Jerome Powell based on committee testimony that no reasonable person could construe as possessing criminal intent.<\/p>\n<p>Protecting the independence of the Federal Reserve from political interference or legal intimidation is non-negotiable. My position has not changed: I will oppose the confirmation of any Federal Reserve nominee, including for the position of Chairman, until the DOJ\u2019s inquiry into Chairman Powell is fully and transparently resolved.<\/p>\n<p><a href=\"mailto:?subject=Wall Street opens lower after Trump nominates Kevin Warsh as next Fed chair \u2013 business live&amp;body=https:\/\/www.theguardian.com\/business\/live\/2026\/jan\/30\/trump-federal-reserve-chair-nominee-eurozone-gdp-french-economy-slows-business-live-news-updates?CMP=share_btn_url&amp;page=with%3Ablock-697caecb8f0850553fc2c11c#block-697caecb8f0850553fc2c11c\" type=\"button\" class=\"dcr-1mulgdf\">Share<\/a>Quilter: Trump appeases markets with pick of Warsh as Fed Chair<\/p>\n<p class=\"dcr-130mj7b\">Investors should welcome the nomination of Kevin Warsh as the next chair of the <a href=\"https:\/\/www.theguardian.com\/business\/federal-reserve\" data-link-name=\"in body link\" data-component=\"auto-linked-tag\" rel=\"nofollow noopener\" target=\"_blank\">Federal Reserve<\/a>, suggests Stuart Clark, portfolio manager at wealth management firm Quilter:<\/p>\n<p>\u201cInvestors will be breathing somewhat of a sigh of relief as Donald Trump confirmed he was nominating Kevin Warsh to Chair of the Board of Governors of the Federal Reserve. This removes an unknown we had leading up to the end of current Chair Jerome Powell\u2019s term, and is certainly a lot more moderate of a pick than it could have been.<\/p>\n<p>\u201cWarsh was in contention for the job back in 2017 and as such comes to the role with a level of authority that is respected across the market. He has historically been on the hawkish side of monetary policy, and while he will naturally look to stay on Trump\u2019s good side, this should help temper any expectation that the Fed will begin indiscriminately lowering interest rates when he takes the job. Concerns around Fed independence and an erosion on this should now be tempered, although Warsh\u2019s words and actions will be scrutinised by market participants intensely. This appointment is also likely to calm markets, which had of late started to get more volatile. We have already seen the dollar recoup recent losses and the tear in the gold price end on the speculation of this news, and as always markets respond well to certainty.<\/p>\n<p>\u201cWhat Jerome Powell does next will be interesting to watch. He has the right to remain on the board and help set the monetary policy direction of the Fed, but whether he continues to have the stomach for it remains to be seen. The looming Supreme Court decision on whether Trump can remove board members will be critical.
