{"id":268590,"date":"2026-02-05T07:27:17","date_gmt":"2026-02-05T07:27:17","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/268590\/"},"modified":"2026-02-05T07:27:17","modified_gmt":"2026-02-05T07:27:17","slug":"bay-of-plenty-lifejacket-rule-on-hold-as-council-pauses-changes","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/268590\/","title":{"rendered":"Bay of Plenty lifejacket rule on hold as council pauses changes"},"content":{"rendered":"<p class=\"body-paragraph articleLinkText  [&amp;_p]:tit-sub-xl tit-sub-xl md:[&amp;_p]:d-tit-sub-xl md:d-tit-sub-xl mb-[1.3rem]\">A new Bay of Plenty lifejacket rule expected to be in effect by mid-2025 has been put on hold.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">The Bay of Plenty Regional Council decided to make wearing lifejackets mandatory when a vessel is underway in its 2024 Navigational Safety Bylaw review.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">It would do this by changing a rule that allowed skippers aged 15 and older of a recreational boat under 6m to decide whether passengers could remove their lifejackets while moving.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">The new bylaw was signed off by the council in September 2024 and it said in a media release it should be in place by mid-2025.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">As of last month, it had not yet taken effect, as it was awaiting approval by the Ministry of Transport.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">A Ministry of Transport spokesperson told Local Democracy Reporting it had been working with the council to implement new navigation safety regulations.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">These would specify breaches of the council\u2019s Navigation Safety Bylaw 2024 that would be infringement offences under the Maritime Transport Act 1994, and the fines that would apply.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">The spokesperson said the council asked the ministry to put the process on hold last year.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Bay of Plenty harbourmaster Jon Jon Peters said the council had been in ongoing discussions with the ministry about bylaw matters unrelated to the lifejacket rule.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8220;As a result, we have requested to put the introduction of the new regulations on hold.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8220;This doesn\u2019t negate the importance of lifejackets, and we will continue to enforce the 2017 bylaw to help ensure people remain safe on the water.&#8221;<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">According to the Bay of Plenty Regional Council website, in the Bay of Plenty:<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8211; You must carry enough correctly fitting lifejackets for everyone on board.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8211; Lifejackets must be worn at all times unless the person in charge of the vessel has assessed the risks and advised it is safe to remove them.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8211; Lifejackets must be worn in situations of heightened risk such as crossing a bar, in rough water, during an emergency or by non-swimmers.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8211; Lifejackets must be worn while being towed by any vessel.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/02\/coastguard-tauranga-president-todd-wakerley-UGPHEMRCXFG5BBOGGAFZT37T5E.jpg\" alt=\"Todd Wakerley said wearing a lifejacket was the most important thing.\" width=\"800\" height=\"532\" loading=\"lazy\"\/><\/p>\n<p class=\"ImageMetadata__MetadataParagraph-sc-hi5x8q-0 cWTYyG image-metadata\">Todd Wakerley said wearing a lifejacket was the most important thing. (Source: Local Democracy Reporting)<\/p>\n<p>Tips for safe boating<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Coastguard Tauranga president Todd Wakerley said that with more boats and people out over summer, including first-timers, the chances of something going wrong increased.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Being prepared and looking out for each other was crucial.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8220;With so many people sharing the water, keep an eye out for swimmers, paddlers, and other boaties. A bit of courtesy goes a long way.&#8221;<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Wakerley said wearing a lifejacket was the most important thing.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8220;Having it on board isn\u2019t enough. Everyone on board should be wearing one at all times.&#8221;<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">In 2024, 15 out of 17 boating fatalities involved people who were not wearing lifejackets.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8220;That stat says it all.&#8221;<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8220;We strongly support making lifejackets mandatory for all watercraft 6m and under when underway. (Source: Local Democracy Reporting)<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">One New Zealand study found 71% of adults thought they could float for more than five minutes \u2014 but 98% could not.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">While many believed they could swim more than 100m, only 6% managed that in a pool, and just 2% in open water.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">None could swim 200m, yet nearly a third still thought they could after the test.<\/p>\n<p>&#8216;Good planning is the best prevention&#8217;<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Before heading out, Wakerley urged boaties to check the weather, tides, log their trip and ensure their boat, engine and safety gear were in good working order.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">This was especially true if the boat had been in storage.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8220;Mechanical issues, expired safety gear, or old fuel can quickly turn a day on the water into a call for help.&#8221;<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Wakerley said a common boatie mistake was underestimating how much fuel they would use.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">If the weather turned, there was extra weight on board, or they travelled further than planned, fuel use could increase significantly.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Wakerley recommended the &#8220;one-third&#8221; method \u2013 one-third for the trip out, one-third for the trip back, and one-third as a buffer for the unexpected.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/02\/coastguard-tauranga-president-todd-wakerley-Y6HYCS3GSNHIDNAMQSN4KVN6FQ.jpg\" alt=\"Todd Wakerley said having lifejackets on board wasn't enough; everyone on board should be wearing one at all times. \" width=\"800\" height=\"532\" loading=\"lazy\"\/><\/p>\n<p class=\"ImageMetadata__MetadataParagraph-sc-hi5x8q-0 cWTYyG image-metadata\">Todd Wakerley said having lifejackets on board wasn&#8217;t enough; everyone on board should be wearing one at all times. Understanding the forecast and your limits was also vital.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8220;When something goes wrong, it can happen fast. If everyone on board knows how to use the safety gear, how to call for help and what the plan is, it can make all the difference.&#8221;<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">Vessels should have at least two waterproof ways to call for help \u2013 such as a fully charged mobile phone in a waterproof case and a VHF radio.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">For non-urgent assistance, boaties could contact Coastguard via VHF Channel 16 or by calling *500 from a mobile. In a life-threatening emergency, they should dial 111 and ask for police.<\/p>\n<p class=\"body-paragraph articleLinkText  lg mb-4\">&#8220;Stay calm and stay with your boat.
