{"id":275042,"date":"2026-02-09T09:26:11","date_gmt":"2026-02-09T09:26:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/275042\/"},"modified":"2026-02-09T09:26:11","modified_gmt":"2026-02-09T09:26:11","slug":"kaipara-open-to-forming-breakaway-council-with-aucklands-north-rodney","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/275042\/","title":{"rendered":"Kaipara open to forming breakaway council with Auckland\u2019s north Rodney"},"content":{"rendered":"<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/02\/4JTGP22_KDC_LDR_3_JPG.jpeg\" width=\"1050\" height=\"787\" alt=\"Northland's currently southern boundary with Auckland here at Topuni would disappear under a Kaipara-North Rodney Council.\"\/><\/p>\n<p class=\"photo-captioned__information\">\nNorthland&#8217;s currently southern boundary with Auckland here at Topuni would disappear under a Kaipara-North Rodney Council.<br \/>\nPhoto: LDR\/SUPPLIED\n<\/p>\n<p>Kaipara District Council (KDC) wants the creation of a combined Kaipara-North Rodney Council to be considered in the Government&#8217;s major <a href=\"https:\/\/www.rnz.co.nz\/news\/thedetail\/580599\/local-government-shake-up-a-complicated-job-to-fix-a-complex-system\" rel=\"nofollow noopener\" target=\"_blank\">local government shakeup.<\/a><\/p>\n<p>The council is backing North Rodney Action Group&#8217;s proposal to form a unitary authority by merging the area governed by Kaipara District Council (KDC) with the northern two\u2011thirds of the former Rodney District Council, now part of Auckland Council.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2025\/12\/4KMHENG_LDR_logo_horizontal_DEFAULT_png\" width=\"576\" height=\"187\" alt=\"\"\/><\/p>\n<p>KDC is including the proposal in its submission on the Government&#8217;s plan it calls simplifying local government &#8211; which is due by February 20 &#8211; in spite of the Government not allowing Auckland Council, which was set up in 2010 under its own legislation, to be part of its local government reforms.<\/p>\n<p>These plans are New Zealand&#8217;s biggest local government restructure since the sector&#8217;s nationwide 1989 amalgamations.<\/p>\n<p>KDC Deputy Mayor Gordon Lambeth said the proposal gave the Government an option worth exploring.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/02\/4JTGP22_KDC_LDR_2_JPG.jpeg\" width=\"1050\" height=\"787\" alt=\"Kaipara Deputy Mayor Gordon Lambeth.\"\/><\/p>\n<p class=\"photo-captioned__information\">\nKaipara Deputy Mayor Gordon Lambeth.<br \/>\nPhoto: LDR\/SUPPLIED\n<\/p>\n<p>He did not personally support amalgamation but he said the council had to look at what worked best for ratepayers as part of the Government change push.<\/p>\n<p>Kaipara-North Rodney Council would become a standalone electoral area &#8211; changing the existing regional boundary between Northland and Auckland and reflecting Auckland&#8217;s continued growth northward.<\/p>\n<p>It would take over both district and regional functions currently split between KDC and Northland&#8217;s regional council, which the Government intends to dissolve. It would also assume equivalent functions currently delivered in north Rodney by Auckland Council.<\/p>\n<p>The proposed council would be largely rural and coastal and include service towns such as Dargaville, Helensville, Warkworth and Wellsford.<\/p>\n<p>It would also include the growth-challenged coastal settlements of Northland&#8217;s Mangawhai and Auckland&#8217;s Matakana coast.<\/p>\n<p>KDC&#8217;s draft submission says the council is committed to working with neighbouring authorities to ensure local government in Northland remains cohesive, efficient and cost\u2011effective while still providing strong services to communities.<\/p>\n<p>Kaiwaka-Mangawhai councillor Luke Canton told a recent KDC briefing meeting that the council, with a population of just under 30,000, risked being overshadowed in a Northland\u2011wide amalgamation.<\/p>\n<p>&#8220;We want to make sure we don&#8217;t get swallowed up. Kaipara-North Rodney Council would have about 80,000 residents, also including about 50,000 from north Rodney.<\/p>\n<p>The proposal would tip Northland&#8217;s restructuring into being between only WDC, FNDC and NRC.<\/p>\n<p>North Rodney Action Group is a lobby group long pushing to separate from Auckland Council.<\/p>\n<p>Group chair Bill Foster, from Leigh near Warkworth, said Northland did not need Kaipara to create an effective new regional government under the Government&#8217;s plans<\/p>\n<p>He said combining KDC with north Rodney made more sense than Kaipara joining a much larger Northland entity.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/02\/4JTGP22_KDC_LDR_1_JPEG.jpeg\" width=\"1050\" height=\"700\" alt=\"North Rodney Action Group chair Bill Foster from Leigh near Warkworth\"\/><\/p>\n<p class=\"photo-captioned__information\">\nNorth Rodney Action Group chair Bill Foster from Leigh near Warkworth<br \/>\nPhoto: LDR\/SUPPLIED\n<\/p>\n<p>Foster said a combined Kaipara and north Rodney council would better be able to deal with preserving the areas&#8217; predominantly rural-coastal essence in the face of the intensifying urbanisation expanding north from Auckland.<\/p>\n<p>This had already changed Warkworth as the 18km P\u016bhoi-Warkworth SH1 four-laning extension opened, in 2023.<\/p>\n<p>People were already speculating on Wellsford property as construction of SH1&#8217;s next northward extension step loomed.<\/p>\n<p>Mangawhai too is also already experiencing growth impacts from the SH1 four-laning.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/02\/4JTGP22_KDC_LDR_1_JPG.jpeg\" width=\"1050\" height=\"476\" alt=\"SH1's four laning heads north from Auckland's Johnstones tunnels into Puhoi and beyond.\"\/><\/p>\n<p class=\"photo-captioned__information\">\nSH1&#8217;s four laning heads north from Auckland&#8217;s Johnstones tunnels into Puhoi and beyond.<br \/>\nPhoto: LDR\/SUPPLIED\n<\/p>\n<p>The next four-laning step creating a new 26 km stretch of SH1 from Warkworth-Te Hana is expected to begin by the end of this year and take eight years, finishing in 2034.<\/p>\n<p>Foster said it was important that intense metropolitan, city development did not consume lower Northland as Auckland moved north.<\/p>\n<p>He said urbanisation was being encouraged through Government planning changes, but local communities and their ratepayers were being left to foot the bill for massive resulting infrastructure changes.<\/p>\n<p>Foster said Kaipara had local control but lacked scale. North Rodney had scale without local control.<\/p>\n<p>&#8220;The merger option responds to both sets of constraints by realigning governance to geography, community structure and service realities,&#8221; Foster said.<\/p>\n<p>The proposed new council&#8217;s footprint would cover the existing Kaipara district and extend south toward the Wait\u0101kere Ranges in the west and Waiwera in the east.<\/p>\n<p>Its southern boundary would begin near Muriwai on the west coast then head inland to Waiwera.<\/p>\n<p>Puhoi would be part of the new council, but SH1&#8217;s Johnstone&#8217;s Hill tunnels would remain under Auckland Council.<\/p>\n<p>Warkworth, Wellsford and Helensville would also be included in the new council.<\/p>\n<p>The plan does not include the area around the former Rodney District Council&#8217;s Orewa head office.<\/p>\n<p>Hibiscus Coast, Dairy Flat and Kume\u016b would also remain with Auckland.<\/p>\n<p>LDR is local body journalism co-funded by RNZ and NZ On Air.<\/p>\n","protected":false},"excerpt":{"rendered":"Northland&#8217;s currently southern boundary with Auckland here at Topuni would disappear under a Kaipara-North Rodney Council.
