it warned.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;While there are many structural shifts shaping our economy, this statement focuses on three, common across many advanced economies: the growing care and support economy; our expanding use of data and digital technology; and climate change and the net-zero transformation.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The government was signalling that its policies would be adapted to those long-term trends.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Fast forward three years, and what do we see?<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Australia&#8217;s care economy (childcare, aged care, disability care, etc) is expanding significantly to meet the needs of our population, and that has big implications for measured &#8220;productivity&#8221; (ABC: The Business)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In case you missed it, in recent weeks, there has been a <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2026-02-12\/rba-governor-accused-of-gaslighting-australians-on-economy\/106335332\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/106335332\" rel=\"nofollow noopener\" target=\"_blank\">heated debate<\/a> in the daily news cycle about the return of inflation in Australia and the Albanese government&#8217;s spending choices.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-02-06\/rba-governor-refuses-to-blame-government-for-rising-inflation\/106313266\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">RBA governor grilled over rising inflation <\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">RBA governor Michele Bullock has refused to blame the Albanese government for rising inflation, as a political fight breaks out in the wake of the bank&#8217;s rate hike.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Economists and politicians have been arguing about public and private spending, and how public and private demand contribute to aggregate demand, the output gap, and inflation.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But some participants in the debate appear to have amnesia about the government&#8217;s warning (from three years ago) that big structural shifts would dominate our economy in the coming years.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Those structural shifts are part of today&#8217;s inflation story, too.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Thankfully, Mr Bustamante has reminded us that long-term trends are much bigger forces than any short-term spike in inflation.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Australia is undergoing one of the largest structural changes in modern history, comparable in scale to the mining investment boom of the 2000s,&#8221; he pointed out.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Public spending now generates a record 35 per cent of domestic output, around 7 percentage points higher than a decade ago, and is linked to nearly 40 per cent of total employment.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;This shift is not inherently negative. However, it carries important macro implications.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">What&#8217;s he talking about?<\/p>\n<p>As big as the mining boom<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Mr Bustamante says a big expansion in public spending started in Australia a decade ago, it accelerated sharply during the pandemic, and persistently elevated public spending on expanded government programs since then has pushed the public footprint even higher.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">See the chart below.<\/p>\n<p><img decoding=\"async\" alt=\"A graph charting the rise in public spending.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/02\/551c4c2fdeb48947be0f6039f3e651f7.png\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"paragraph_paragraph__iYReA\">He says that increase in public spending means a greater share of the economy&#8217;s resources is being directed toward the provision of public services, and a huge labour market reallocation has taken place that is &#8220;substantially larger&#8221; than occurred during the mining investment boom.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-02-11\/rba-deputy-governor-says-rba-not-criticise-government-policy\/106331502\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">RBA deputy governor defends central bank from critics<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">RBA deputy governor Andrew Hauser says central banks should not criticise normal government spending choices.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Reflecting this expansion, public spending has generated an estimated 2.3 million additional jobs over the past decade, around 40 per cent of which are in market sectors,&#8221; he says.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Around 1.3 million of these jobs are attributable to the increased public share of economic activity, with the remainder driven by population growth.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The breadth of these effects highlights that public spending influences labour market outcomes well beyond the non-market sector, with important implications for capacity, skills demand and wage dynamics.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">See the impact on employment in the chart below.<\/p>\n<p><img decoding=\"async\" alt=\"A graph charting changes in employment by sector over 10 years.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/02\/1fd00ad99be6240fc6df207824018207.png\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"paragraph_paragraph__iYReA\">He says the growth in public spending is also contributing to capacity constraints in sectors such as construction, health, education, and rental and real estate services.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He says with less spare capacity available, those sectors have a reduced ability to accommodate an upswing in private demand without generating upward pressure on prices and wages.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;This is consistent with the persistence of inflationary pressures in housing related costs, construction inputs, and health services,&#8221; he says about our current problem with inflation.<\/p>\n<p>A broader conversation, deeper understanding<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Now, Mr Bustamante says the infrastructure pipeline in Australia appears to have peaked at a high level, and that may mean that the public share of construction output will gradually decline.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He says as we saw in the mining investment boom in the early 2000s, the resulting capital deepening that will result from that surge in infrastructure spending should support higher productivity levels for our economy.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But he says the large increase in employment in the care economy will weigh on labour productivity for a time, given how labour-intensive the childcare, aged care, and disability care sectors are.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2026-02-08\/may-federal-budget-to-focus-on-lifting-speed-limit-on-economy\/105435282\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Chalmers on May federal budget<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Treasurer Jim Chalmers says the federal government&#8217;s budget in May will focus on productivity, spending restraint and tax reform.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He says he also thinks the expansion in public spending will probably peak in the next 12 months (roughly), although he says that forecast could be wrong.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But overall, his analysis helps to put things into better perspective.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The big expansion in public spending in Australia started a decade ago, and it has accelerated since then. It may be peaking soon.
