Photo \/ Jason Dorday<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">Detective Senior Sergeant Shane Pilmer, of Whang\u0101rei CIB, confirmed the three dogs were  with animal management. <\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">\u201cThis was a very upsetting and tragic event in which a woman has suffered unsurvivable injuries,\u201d he said.<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">\u201cI know the community will have a lot of questions; our investigation is still in the early stages and our focus is on establishing all the facts in this case.\u201d<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">Pilmer said police wanted to hear from anyone in Kaihu who  has had issues with dogs roaming.<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">The usually sleepy settlement is busy with officers today as police continue their investigation into Te Rore\u2019s death.<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">Police have cordoned off the SH12 property where the attack took place and officers can be seen speaking to residents whose homes are nearby. <\/p>\n<p><img  alt=\"A number of police are in Kaihu as part of the investigation. <\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">\u201cBut what I do see is that we need to ensure that locals, if they see these things happening, they\u2019ve got to play their part.\u201d<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">Te Rore\u2019s death has prompted Northland MP Grant McCallum to call for a meeting with Northland\u2019s district mayors and Minister for Local Government Simon Watts to discuss dog control.<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">He said the issue was becoming consistent in the region.<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">\u201cI am concerned Northland is developing a reputation for being unsafe, or for being a region that does not take dog control seriously.\u201d<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">McCallum acknowledged yesterday\u2019s fatal dog attack was the third in five years in Northland.<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">In<a href=\"https:\/\/www.nzherald.co.nz\/northern-advocate\/news\/panguru-dog-attack-victim-a-family-man-who-planned-to-spend-more-time-with-his-children\/QCBN6HHJK77I3T3OL2Q3Y7VWLE\" rel=\"nofollow noopener\" target=\"_blank\"> August 2022, Neville Thomson died<\/a> at his house in the Far North town of Panguru. <\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">The man who owned the dogs, Abel Wira, was later <a href=\"https:\/\/www.nzherald.co.nz\/nz\/crime\/abel-wira-jailed-for-35-years-for-first-dogattack-manslaughter-in-nz\/S7PIUCKD5NHU3PLQK25GINPSKY\/\" rel=\"nofollow noopener\" target=\"_blank\">jailed for three and a half years<\/a> in New Zealand\u2019s first dog-attack manslaughter conviction.<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">In October 2023,<a href=\"https:\/\/www.nzherald.co.nz\/northern-advocate\/news\/family-mourn-elderly-moerewa-woman-killed-in-northland-dog-attack\/MWHEBEZ3HJCDNGXU33HHCBHOQU\/\" rel=\"nofollow noopener\" target=\"_blank\"> Elizabeth \u201cEffie\u201d Whittaker<\/a> died after a dog attack in the backyard of her Moerewa home.<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">\u201cNobody wants to see attacks like this happen around our home,\u201d McCallum said.<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">He believed a meeting would be a good starting point for central and local government to collaborate on a safer Northland.<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">Minister of Local Government Simon Watts acknowledged roaming dogs were a serious issue facing many New Zealand communities.<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">\u201cI share the frustration of those dealing with them,\u201d he said.<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">Watts said the Department of Internal Affairs was continuing work on several approaches to support better dog control, including improving the quality and consistency of national dog-related data.<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">\u201cThe department is also working with the local government sector to refresh and improve dog-control enforcement guidelines.<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">\u201cThis work will ensure consistent enforcement across New Zealand, and updated guidelines are expected to be issued by the beginning of quarter 3, 2026.\u201d<\/p>\n<p class=\"PjjNclxixstKXPGyV\" style=\"display:none\">The Northern Advocate has approached the Kaipara
