They rely on and profit from risk-taking, and encourage intense, continuous playful consumption in the quest to \u201cwin\u201d a desired item.<\/p>\n<p>While claw machines have been a part of Australia\u2019s consumer culture for a long time, blind boxes are the most recent gamble-play media to become mainstream.<\/p>\n<p>In Singapore, lawmakers and consumer advocates are <a href=\"https:\/\/www.msn.com\/en-my\/news\/other\/singapore-mulls-regulating-blind-boxes-to-curb-gambling-risks\/ar-AA1WgNxV?cvid=35dbb956cbd74ca3a03db6386b96c6d2\" rel=\"nofollow noopener\" target=\"_blank\">pushing to regulate blind boxes<\/a> due to the gambling inducement risks they carry, according to <a href=\"https:\/\/www.mha.gov.sg\/media-room\/newsroom\/legislating-mandatory-disclosure-of-odds-and-probability-ranges-for-blind-box-or-gacha-products\/\" rel=\"nofollow noopener\" target=\"_blank\">a written address to parliament<\/a> from Home Affairs Minister Kasiviswanathan Shanmugam.  <\/p>\n<p>It may be time for Australia to contemplate a similar move, given our nation\u2019s insidious gambling culture and tendency towards <a href=\"https:\/\/www.roymorgan.com\/findings\/10003-problem-gambling-severity-index-pgsi-august-2025\" rel=\"nofollow noopener\" target=\"_blank\">problem gambling<\/a>. <\/p>\n<p>Indeed, gambling among children <a href=\"https:\/\/australiainstitute.org.au\/post\/more-kids-gamble-than-play-popular-sports-yet-our-leaders-are-too-weak-to-put-up-a-fight\/\" rel=\"nofollow noopener\" target=\"_blank\">has become a national crisis<\/a>, with a report from the Australia Institute <a href=\"https:\/\/australiainstitute.org.au\/wp-content\/uploads\/2025\/04\/P1786-Teenage-gambling-in-Australia-Web.pdf\" rel=\"nofollow noopener\" target=\"_blank\">highlighting<\/a> 30% of 12\u201317 year-olds gamble at least once per year. <\/p>\n<p>The blind box phenomenon<\/p>\n<p>Blind boxes are products (usually toys) sealed in opaque packaging. The contents can\u2019t be revealed until after a box is purchased. Most are sold as part of larger collections, many of which contain coveted \u201crare\u201d items. Two large red cubes read 'blind box'.\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/02\/file-20260217-56-6acb86.png\" class=\"native-lazy\" loading=\"lazy\"  \/><\/p>\n<p>              Blind boxes at a major retailer in Melbourne.<br \/>\n              Authors provided<\/p>\n<p>Globally, blind boxes are projected to reach annual profits of <a href=\"https:\/\/www.straitstimes.com\/life\/inside-the-blind-box-economy-why-we-cant-stop-unboxing?ref=inline-article\" rel=\"nofollow noopener\" target=\"_blank\">US$24.2 billion<\/a> (about A$34 billion) by 2033.<\/p>\n<p>Anyone who visits a major shopping precinct will likely see rows upon rows of boxes displaying <a href=\"https:\/\/theconversation.com\/labubu-plushies-arent-just-toys-theyre-a-brand-new-frontier-for-chinese-soft-power-259146\" rel=\"nofollow noopener\" target=\"_blank\">Labubus<\/a> (a multi billion-dollar obsession), Sanrio characters, and other collectibles from children\u2019s or family franchises such as Sesame Street, Harry Potter, Toy Story and the Marvel Cinematic Universe. <\/p>\n<p>Japanese characters such as Mofusand and Sonny Angels are particularly appealing to <a href=\"https:\/\/www.straitstimes.com\/life\/sonny-angels-the-tiny-cherub-dolls-that-have-stolen-countless-gen-z-girls-hearts?ref=inline-article\" rel=\"nofollow noopener\" target=\"_blank\">Gen Z and Gen Alpha buyers<\/a>. <\/p>\n<p>Online, content creators use these products in \u201ctoy unboxing\u201d videos, which have long been popular on platforms such as YouTube and TikTok. This content focuses <a href=\"https:\/\/journals.sagepub.com\/doi\/full\/10.1177\/13548565221105196\" rel=\"nofollow noopener\" target=\"_blank\">on the tactile pleasures<\/a> of unwrapping toys, particularly \u201csurprise\u201d toys \u2013 the crinkling of paper, the tapping of nails on boxes, and the caressing of the treasured item once it\u2019s finally unveiled. <\/p>\n<p>There are hundreds of thousands of videos of influencers unboxing blind box toys across YouTube, TikTok and Instagram, many of which help to generate hype around new products or high-profile collaborations. <\/p>\n<p>Apart from major retailers such as Pop Mart and Miniso, blind boxes are also available in vending machines, and pop-up and bargain variety stores (which may stock knock-off versions). <\/p>\n<p>Gambling for children?<\/p>\n<p>The emotional states triggered by blind boxes are <a href=\"https:\/\/www.mentalfloss.com\/fun\/toys\/psychology-behind-labubu-blind-box-craze\" rel=\"nofollow noopener\" target=\"_blank\">not dissimilar<\/a> to those experienced by people who gamble on slot machines or pokies: anticipation, randomness, occasional joy and frequent disappointment. These experiences can become addictive. <\/p>\n<p>Blind boxes are designed to offer a rush over the possibility of an (unlikely) big win, and the subsequent chasing of this feeling. As our research highlights, these are the dynamics of <a href=\"https:\/\/www.routledge.com\/Digital-Gambling-Theorizing-Gamble-Play-Media\/Albarran-Torres\/p\/book\/9780367591724\" rel=\"nofollow noopener\" target=\"_blank\">gamble-play<\/a>.<\/p>\n<p>There are preliminary indications that using gamble-play devices such as <a href=\"https:\/\/doi.org\/10.1007\/s10899-023-10261-8\" rel=\"nofollow noopener\" target=\"_blank\">claw machines<\/a> and <a href=\"https:\/\/doi.org\/10.1016\/j.psycr.2025.100246\" rel=\"nofollow noopener\" target=\"_blank\">coin pushers<\/a> in the formative years can lead to problems with gambling in adulthood. <\/p>\n<p>However, more research is needed to understand how children experience risk, randomness, and loss and reward mechanisms in the context of seemingly innocuous gamble-play products. Our <a href=\"https:\/\/dataportal.arc.gov.au\/NCGP\/Web\/Grant\/Grant\/DP250103014\" rel=\"nofollow noopener\" target=\"_blank\">ongoing research<\/a> explores if and how gamble-play can be a gateway to adult gambling. <\/p>\n<p>Some manufacturers list the odds of winning and age guidelines in small print on the boxes. For instance, they may include a label suggesting the product is not for children under 8, or under 12. But these labelling practices are inconsistent, unclear and unregulated. <\/p>\n<p>The reason some blind boxes are labelled this way is because of industry guidelines in China, from where many of these products are imported. Since 2023, China has restricted the sale of blind boxes to children under 8. Nonetheless, concerns around blind box addiction among China\u2019s children <a href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3315241\/china-warns-blind-box-addiction-among-countrys-youth\" rel=\"nofollow noopener\" target=\"_blank\">persist<\/a>. <\/p>\n<p>Singapore sets an example<\/p>\n<p>Singaporean legislators and consumer advocates are moving to regulate blind boxes, arguing they are too similar to gambling. <\/p>\n<p>The proposed laws are still being devised. It\u2019s unclear whether they will fall under existing gambling laws or require new legislation \u2013 but they <a href=\"https:\/\/www.retailnews.asia\/singapore-considers-classifying-blind-boxes-as-gambling-potential-impacts-on-the-11-38-billion-industry\/\" rel=\"nofollow noopener\" target=\"_blank\">could include<\/a> mandating that manufacturers clearly disclose the odds of getting each product, and apply and enforce age restrictions. <\/p>\n<p>Blind boxes have even started making small waves in Australian politics. In June of last year, Victorian Legislative Council member Aiv Puglielli <a href=\"https:\/\/www.parliament.vic.gov.au\/parliamentary-activity\/hansard\/hansard-details\/HANSARD-974425065-31337\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a>:<\/p>\n<p>instead of buying one, maybe you buy two or three, increasing your chances of securing the design that you want. It kind of sounds like gambling, because it is gambling.<\/p>\n<p>Randomised rewards are not exclusive to the blind box market: they are also used as incentives by fast food chains and supermarkets.
