{"id":292662,"date":"2026-02-20T02:05:11","date_gmt":"2026-02-20T02:05:11","guid":{"rendered":"https:\/\/www.newsbeep.com\/nz\/292662\/"},"modified":"2026-02-20T02:05:11","modified_gmt":"2026-02-20T02:05:11","slug":"sort-it-out-ministers-frustration-with-flooded-cycleway","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/nz\/292662\/","title":{"rendered":"&#8216;Sort it out&#8217;: Minister&#8217;s frustration with flooded cycleway"},"content":{"rendered":"<p>Infrastructure Minister Chris Bishop says Wellington Water needs to &#8220;sort it out&#8221; and fix a flooded cycleway.<\/p>\n<p>The rail underpass tunnel on the $70 million cycleway at Petone was still <a href=\"https:\/\/www.rnz.co.nz\/news\/national\/587202\/cyclists-thigh-deep-in-water-days-after-rain\" rel=\"nofollow noopener\" target=\"_blank\">thigh-deep in water on Friday morning<\/a>, days on from <a href=\"https:\/\/www.rnz.co.nz\/news\/national\/586968\/in-pictures-heavy-rain-and-wind-hits-wellington-region-bringing-down-trees-flooding-roads\" rel=\"nofollow noopener\" target=\"_blank\">Monday&#8217;s storm<\/a>.<\/p>\n<p>New Zealand Transport Agency (NZTA) has passed responsibility to Hutt City Council, which passed it to Wellington Water.<\/p>\n<p>Bishop, who is also the local MP for Hutt South and transport minister, said it flooded because a pump station lost power during the weather bomb.<\/p>\n<p>&#8220;It&#8217;s clear that Wellington Water are responsible for the pumps, sumps and drains,&#8221; he told RNZ on Friday. &#8220;Wellingtonians know all too well about the <a href=\"https:\/\/www.rnz.co.nz\/news\/national\/586892\/wellington-water-chair-nick-leggett-resigns-over-moa-point-sewage-disaster\" rel=\"nofollow noopener\" target=\"_blank\">problems with that organisation<\/a>. As infrastructure minister, I urge them to sort it out.&#8221;<\/p>\n<p>Wellington Water told RNZ it had a crew on site on Friday working to get a pump station going again.<\/p>\n<p>&#8220;This is a priority and we are working at pace to clear the floodwater.&#8221;<\/p>\n<p>Commuting cyclists were now choosing to avoid the tunnel and take their bikes instead through the railway station&#8217;s pedestrian underpass tunnel, which remains dry. While it was at the same depth as the cycleway tunnel, it was 200m to the north, further away from Korokoro Stream.<\/p>\n<p>Wellington Water was grappling with its biggest ever disaster at the Moa Point treatment station, which had been <a href=\"https:\/\/www.rnz.co.nz\/news\/national\/587388\/wellington-residents-clean-poo-spray-off-houses-after-severe-weather-failed-moa-point-sewage-spill\" rel=\"nofollow noopener\" target=\"_blank\">spewing raw sewage onto the capital&#8217;s south coast<\/a>.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/02\/4JT0IVH_shared_image_64_jpg.jpeg\" width=\"1050\" height=\"590\" alt=\"The flooded Petone railway underpass on the nearly-new $70 million cycleway.\"\/><\/p>\n<p class=\"photo-captioned__information\">\nThe flooded Petone railway underpass on the nearly-new $70 million cycleway.<br \/>\nPhoto: RNZ \/ Phil Pennington\n<\/p>\n<p>On Friday, Wellington Water told RNZ in a statement, &#8220;There has been some confusion around this enquiry [sic]. We only learned this morning where the actual flooding occurred, hence the initial response.&#8221;<\/p>\n<p>There were several underpasses along the route, and the one in question was newly built and a Hutt City Council asset, it said. RNZ reported this on Wednesday.<\/p>\n<p>&#8220;The pump station is offline due to a significant network fault reported to Wellington Electricity,&#8221; it said on Friday.<\/p>\n<p>Crews had initially planned to do the clean-up on Wednesday but could not get in as the station carpark was full.<\/p>\n<p>&#8220;So there was no space to get a generator and other equipment on site.<\/p>\n<p>&#8220;The timing for reopening the pump station is dependent on the network fault being addressed.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/nz\/wp-content\/uploads\/2026\/02\/4JT0IVH_shared_image_66_jpg.jpeg\" width=\"1050\" height=\"590\" alt=\"The flooded Petone railway underpass on the nearly-new $70 million cycleway.\"\/><\/p>\n<p class=\"photo-captioned__information\">\nThe flooded Petone railway underpass on the nearly-new $70 million cycleway.<br \/>\nPhoto: RNZ \/ Phil Pennington\n<\/p>\n<p>&#8220;As you will acknowledge, there has been many outages due to the adverse weather this week and we have lodged a request with Wellington Electricity.&#8221;<\/p>\n<p>It said instead on Wednesday the underpass was a &#8220;multi-agency dependency&#8221;.<\/p>\n<p>&#8220;New Zealand Transport Agency is obviously responsible for the state highway. Wellington Water manages the stormwater culvert and Greater Wellington Regional Council [manages] the waterway &#8211; in this case, the Korokoro Stream.&#8221;<\/p>\n<p>This was under a decades-old water courses agreement.<\/p>\n<p>NZTA designed and built the cycleway that blew its budget by almost three times, working out at $25m per kilometre &#8211; about the same as some state highways cost &#8211; partly because it did not anticipate so much contamination of the strip under the path or how it had <a href=\"https:\/\/www.rnz.co.nz\/news\/national\/469424\/waka-kotahi-reveals-financial-claims-on-costly-hutt-valley-cycleway\" rel=\"nofollow noopener\" target=\"_blank\">a lot of cables and pipes already running under it<\/a>.<\/p>\n<p>The agency was now a lead partner in the much more expensive harbour cycleway that will connect to the Petone one, and in the two huge state highway projects nearby, <a href=\"https:\/\/www.rnz.co.nz\/news\/corrections\/557150\/cost-of-lower-hutt-s-riverlink-project-doubles-to-1-point-5-billion\" rel=\"nofollow noopener\" target=\"_blank\">Riverlink<\/a> and Petone-to-Grenada.<\/p>\n<p><a href=\"https:\/\/radionz.us6.list-manage.com\/subscribe?u=211a938dcf3e634ba2427dde9&amp;id=b3d362e693\" rel=\"nofollow noopener\" target=\"_blank\">Sign up for Ng\u0101 Pitopito K\u014drero, a daily newsletter<\/a> curated by our editors and delivered straight to your inbox every weekday.<\/p>\n","protected":false},"excerpt":{"rendered":"Infrastructure Minister Chris Bishop says Wellington Water needs to &#8220;sort it out&#8221; and fix a flooded cycleway.
