Businesses are declining as some bad behaviour goes unchecked. It needs to stop.\u201d<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">The Government has agreed to amend the Summary Offences Act to provide police with the power to issue move-on orders to people who are:<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u2013 Displaying disorderly, disruptive, threatening or intimidating behaviour<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u2013 Obstructing or impeding someone entering a business<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u2013 Breaching the peace<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u2013 Begging, in all forms<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u2013 Rough sleeping<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u2013 Displaying behaviour indicating an intent to inhabit a public place<\/p>\n<p><img  alt=\"Police will have the power to move people on from a location for up to 24 hours. Photo \/ Michael Craig<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">When a police officer issues a move-on order, they\u2019ll be required to warn the person that it is an offence to breach the order \u2013 unless the person has a reasonable excuse for being there.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">If they continue to display the same behaviour at another location, they\u2019ll be moved on from there too.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u201cUntil they get the message,\u201d Goldsmith said.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">Mitchell, the Police Minister, said he supported the increased powers.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u201cCurrently, police officers have limited options to respond, particularly when it doesn\u2019t reach the level of offending. It means many disruptive, distressing and potentially harmful acts can occur before officers have any means of intervention. It doesn\u2019t make sense,\u201d he said.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u201cOur Government is committed to fixing the basics in law and order, and building a future where shoppers, visitors, residents and their families can feel safe in our communities,\u201d Goldsmith said.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">The new orders will require a person to leave a specified area for a specified amount of time, up to 24 hours.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">They\u2019ll also have to move on a reasonable distance from the area, as specified by the constable. Police have the expertise to assess and determine what support is required, if any \u2013 they do this every day.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">Mitchell also told media on Sunday morning that they shouldn\u2019t assume that \u201call of these people are homeless\u201d.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u201cMost of these people have got somewhere to go.\u201d<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u201c[We] continue to see that choose to make the pavements somewhere they want to live.\u201d<\/p>\n<p><img  alt=\"Police Minister Mark Mitchell (centre) with Police Commissioner Richard Chambers. Photo \/ NZME<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u201cOur police officers are familiar with the locations they work with and already have strong networks and partnerships with social and housing services. I expect Police will work closely with these providers as they develop their operational guidance for the front line.\u201d<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">Amendments to the Summary of Offences Act will be subject to a legislative process before coming into effect.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">The Auckland Business Chamber has welcomed the move, calling it a \u201csensible and necessary step to strengthen safety in the city centre\u201d.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">Chief executive Simon Bridges says the change fills a gap.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u201cFor some time there has been a missing piece of the puzzle when it comes to safety in the CBD. This helps address that.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u201cWe support the investment going into housing, mental health and outreach services. That work is important and it should continue. But keeping the city safe also requires practical enforcement tools. Too often there has been little ability to intervene before situations escalate.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u201cGiving police the discretion to step in early is common sense. It protects the public, supports businesses and safeguards the reputation of our city.\u201d<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">Bridges says a safe and confident central city is critical to Auckland\u2019s economic future.<\/p>\n<p class=\"nfOBuVOCysHhj\" style=\"display:none\">\u201cOur city centre is the engine room of the region. If Auckland is going to succeed, our CBD has to be safe.
