It is a step-by-step process.\u201d<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">Waititi said the legislation reeked of the Government looking for votes to improve its <a href=\"https:\/\/www.nzherald.co.nz\/the-listener\/opinion\/duncan-garner-could-luxons-slide-cost-nicola-willis-her-job\/premium\/L3GRZPKWOVACFB53PJ5GOQMQGQ\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/the-listener\/opinion\/duncan-garner-could-luxons-slide-cost-nicola-willis-her-job\/premium\/L3GRZPKWOVACFB53PJ5GOQMQGQ\/\">popularity<\/a> ahead of the election.<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">Rotorua MP Todd McClay said the legislation was important for Rotorua and Waititi was out of touch.<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">\u201cRawiri is wrong and he says every piece of legislation is the most disgusting, so he needs to find a few more adjectives.\u201d<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">McClay said this was another tool to help the police take action where there were grey areas around enforcement.<\/p>\n<p><img  alt=\"Rotorua MP Todd McClay. Photo \/ Mark Mitchell<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">\u201cUltimately, every citizen has the right to feel safe.\u201d<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">Rotorua Mayor <a href=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/rotorua-mayor-tania-tapsell-clashes-with-mp-rawiri-waititi-over-homeless-operation\/L54464YSPFDXREA53MHHHW6OYE\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/rotorua-mayor-tania-tapsell-clashes-with-mp-rawiri-waititi-over-homeless-operation\/L54464YSPFDXREA53MHHHW6OYE\/\">Tania Tapsell<\/a> said Rotorua knew firsthand that disorder, begging and threatening behaviour impacted local workers, and had been difficult to manage with limited powers and consequences.<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">\u201cTo fix this locally our council and local police have <a href=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/rotorua-police-launch-foot-patrols-to-tackle-retail-crime\/AS7QPJ2M75DVJMH246SPMUNVAE\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/rotorua-police-launch-foot-patrols-to-tackle-retail-crime\/AS7QPJ2M75DVJMH246SPMUNVAE\/\">worked proactively<\/a> to ensure our inner city is a safe and welcoming place for both locals and visitors and these efforts have made noticeable positive change already.\u201d<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">She said she wanted to see support for solutions to prevent these issues happening in the first place. <\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">The council was working on a homelessness strategy.<\/p>\n<p>Community views<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">Salvation Army community ministries manager Darnielle Hoods said the number of people <a href=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/homelessness-in-rotorua-empty-home-highlights-complex-challenges\/INYD2BT5VFB3RMFSOFA2BJWQ3I\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/homelessness-in-rotorua-empty-home-highlights-complex-challenges\/INYD2BT5VFB3RMFSOFA2BJWQ3I\/\">sleeping rough<\/a> outside the organisation\u2019s doors on the corner of Pukuatua and Amohia Sts had significantly reduced.<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">\u201cHowever, that might have to do with the <a href=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/rotorua-homeless-trespassed-in-amohia-st-in-council-operation-with-police\/TGTW5BTWAFA3NNLGAODRMCL5KA\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/rotorua-homeless-trespassed-in-amohia-st-in-council-operation-with-police\/TGTW5BTWAFA3NNLGAODRMCL5KA\/\">trespass notices that were given last year<\/a>. <\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">\u201cI support safe communities. Photo \/ Andrew Warner<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">She said what might look like <a href=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/rotorua-businesses-struggling-with-homeless-camping-on-pukuatua-st\/US4ACYLDMFGFVAVXY2E6CTP2CA\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/rotorua-businesses-struggling-with-homeless-camping-on-pukuatua-st\/US4ACYLDMFGFVAVXY2E6CTP2CA\/\">disruptive behaviour<\/a> was often a mental health crisis, trauma or someone on a housing waitlist that stretches for months due to no houses being available. <\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">\u201cA 24-hour move-on order will not resolve any of that.\u201d<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">She asked what the cost of the enforcement action would be when frontline services were already stretched to breaking point.<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">\u201cIf you\u2019re going to move people on, can we not be moving them toward something?\u201d<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">According to the most recent Ministry of Social Development housing register, more than 600 people in Rotorua are waiting to move into social housing.<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">Restore Rotorua chairman <a href=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/rotorua-reserves-proposal-hearings-trevor-newbrook-says-extremely-rude-to-be-interrupted\/4HJRC4SSQTMZ4V4KRTOB6RJ2VM\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.nzherald.co.nz\/rotorua-daily-post\/news\/rotorua-reserves-proposal-hearings-trevor-newbrook-says-extremely-rude-to-be-interrupted\/4HJRC4SSQTMZ4V4KRTOB6RJ2VM\/\">Trevor Newbrook<\/a> welcomed the move-on legislation, saying it was a move to make towns and cities safer and less intimidating.<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">\u201cWhen politicians talk about \u2018some of the most vulnerable people\u2019, we are all being made vulnerable by the actions of a few. Everyone should feel safe to walk the streets of our town without being harassed or intimidated.\u201d<\/p>\n<p>How \u2018move-on orders\u2019 will work<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">The Government has agreed to amend the Summary Offences Act to provide police with the power to issue move-on orders to people who are:<\/p>\n<p>Displaying disorderly, disruptive, threatening or intimidating behaviourObstructing or impeding someone entering a businessBreaching the peaceBegging, in all formsRough sleepingDisplaying behaviour indicating an intent to inhabit a public place.<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">A police officer issuing a move-on order must warn the person that it is an offence to breach the order without a reasonable excuse for being there.<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">The new orders will require a person to leave a specified area for a specified amount of time, up to 24 hours.<\/p>\n<p class=\"XwsInylahQtJnSbA\" style=\"display:none\">They must move a reasonable distance from the area, as specified by the police officer.
